this woman could be at risk of facing criminal charges. 7 on your side went to get answers. reporter: three days ago we introduced you to her. >> you done a how excited i was. reporter: newman bought this lottery ticket with injury matcg 16th. she thought she one $20,000. she learned the ticket was issued in error. >> it says i won this money. it's not what i did wrong, it's what they did wrong. reporter: she filed a complaint. an investigation showed the ticket was cut in the wrong spot. >> we sell millions of tickets and some come out of machines. there are times when it might be not coming out correctly. reporter: according to lottery rules, it is the barcode that determines the winner. the one human purchased was a loser. since she scratched it, she cannot get a refund.

the bottom part of this ticket was a winner. that barcode is on the following ticket. takingr: does lottery responsibility for this mistake? >> you can't take parts are two different tickets index and match them. reporter: even if she was given those two parts is a mistake by the machine? >> they are still parts of two different tickets. reporter: the lottery learned that one of the tickets she handed in claimed to be a winner was tampered with. the lottery says this is actually two tickets taped together to appear to be a $52 winner. she could face criminal charges. chris paps, abc 7 news. leon: chris has reached out to hurt to get her response. we've not yet heard back from her. the illinois lottery is going to court over its inability to pay out jackpot winners.

two dozen jackpot winners are suing the lottery, demanding their $288 million in winnings. the lottery says a cannot make the big payouts because of a state budget impasse. the unpaid winners will be paid once the budget is in place. the lawsuit seeks interest for the delay. denied aa judge has rule -- has ruled that the right that iraq did after freddy gray's death is not reason enough to move the trial for the officers accused in his death. those six officers face charges ranging from it -- misconduct to murder. brad bell is live in baltimore with reaction to the judge's decision. a lot of people were watching this very closely. there was talk that these trails can be moved out of town to prince george's or montgomery county courthouse. protesters gathered to make their voice heard and when the ruling came down they were pleased.

we can show you some of the video of the gathering of demonstrators that was here today, probably about 50 people. they kept up a steady noisy drumbeat today to give the trial here. that is what they wanted. noisy on the outside but a real stark contrast inside the courtroom where the judge demanded quiet and a quorum as he listened to defense attorneys argue that there had been so much publicity about this case that there would be no chance of finding an impartial jury in this town. the state argued just the opposite. they say the people baltimore have the ability to make up their own minds. there are 600,000 of them and surely they can find 12 jurors for each of these six trials. the judge agreed, ruling very quickly that the trial will stay here at least for now. problems, there are

leon: a small group rallied outside the capital today, calling for congress to defund plans for planned parenthood. led by rand paul, the group included women who had abortions. republicans are fighting to strip planned parenthood's funding after controversial videos they claimed that they sold hearts of aborted fetuses. planned parenthood says those that is where missy and -- misleadingly edited. maureen: iran would halt its nuclear program in exchange for sections relief. an effort to pass the resolution of disapproval of the deal fell two votes short of a 60 needed for passage. starting tomorrow the deal will face a series of votes in the

maureen: a charleston judge has delayed ruling on a bond request for the white trust and police officer caught on video shooting an unarmed black man in the back. he is charged with murder. his attorney says a newly analyzed video shows and struggling with the victim walter scott charlie before the shooting. a judge said he needs more time to examine the evidence. case incidents like that and the killing of michael brown in ferguson, missouri launched a nationwide push to put body cameras on police officers. sam ford choses what the d.c. mayor is suggesting to get this cameras on the streets of d.c. reporter: the mayor has yet to actually submit her body care legislation to the council. but a preview shows stricter rules for who can access the video. or limited access to video
