cab muggings. they have seen three in two months. >> a bunch to the face. pepper spray to the face. kevin: two young men flagged down a cab at night and got the driver to take them to the takoma park neighborhood. then the suspects pull out a weapon. >> they are going to a place that secluded that dead ends. it's also easy area for them to flee on foot. kevin: this video shows both suspects entering the metro station last saturday. one man wore a white hat, white t-shirt and light colored pants. his accomplish had braided hair, gray shirt and gray pants. the two men went through the station, hopped a fence and hailed a cab. they robbed the driver minutes later. >> i would recognize the person if i knew them. whether i could see their face or not. you can just tell. hopefully someone out there

knows who they are and will come forward. kevin: the suspects are not afraid to get physical. one cabby was pepper sprayed and another punched square in the face. in last saturday's armed robbery the driver was cut with a knife. kevin lewis, abc7 news. leon: thank you, ketch. today the man who nearly died of the hands of a hit-and-run driver was in the courtroom when she was sentenced to ten years in jail. we have more on the emotional testimony today. jeff goldberg? jeff: it was, leon. noor shaikh is a husband and a father of three who said his life took a horrible turn on the afternoon of january 27 at his own business. crying today in court, shaikh says he cannot work anymore. he is in constant pain. and his medical bills are totaling nearly $900,000. as noor shaikh addressed a judge in court today he could barely talk through the tears.

"it's hard for me. i'm completely broke. i swear to god, i want to die." today, 40-year-old alexandra mendez was sentenced to ten years in prison for the d.u.i. hit-and-run that nearly killed shaikh and injured his business partner hamad arif. authorities say mendez pulled into m.k. auto sales, a used car like on columbia pike and hit two parked cars trying to turn around. as she tried driving out the employees tried to block her car and closed the gate. she paused and then gunned it, running over arif's if the and literally running over noor shaikh who was rushed to the hospital with life in the threatening injuries. mendez was arrested the next day in fairfax. in court today it was revealed before the incident she had been drinking margaritas at a nearby bar. >> i think she was in panic mode. i think the alcohol didn't help. she admitted to having five or six drinks and she has a history of untreated depression and alcoholism. jeff: today before sentencing mendez looked at shaikh and said, "i'm truly sorry for the

injuries i have caused you. i'm heartbroken for your children and riddled with guilt." >> i think she wanted to exdepressor row for the great arm she has -- express sorrow for the harm she has done. jeff: he says that mendez cries about this every day in jail and only found out she struck noor shaikh the next day after it happened in jail. nevertheless, mark comings does believe the judgment's verdict was a fair one today. noor shaikh and the family and friends didn't want to comment after the hearing today. live in arlington, jeff goldberg, abc7 news. >> new developments in the case of two missing montgomery county siblings. a judge declared catherine hoggle not competent to stand trial. hoggle is the prime suspect in the disappearance of her children. then 2-year-old jacob and 4-year-old sarah were last seen more than a year ago. the children's father does not understand the judge's decision. >> to me, catch tensy has to

do -- competency has to do with a understanding of what is going on around you, what is happening and what you are embarking on to face. she understands all of that. alison: the judge ordered hoggle to continue treatment at a psychiatric hospital in maryland. hoggle is charged with neglect, abduction and hindering a police investigation. leon: developing tonight police in boston identified a young girl whose body was found in a trash bag this summer. the child known as "baby doe" identified as bella bond. bella's mother and her mother's boyfriend are now under arrest. elizabeth hur has the latest. elizabeth: this is the computer generated composite photo of the little girl that captivated the hearts of so many across the country. after it was shared and viewed online more than 60 million times, authorities now say her identity is no longer a mystery. >> bella is the name. elizabeth: in june a woman found the body in a trash bag on the beach in boston harbor. at times the investigators had

little to go on. so police came to the public and social media sharing the sketch and pictures of her blanket and pajama pants. finally a huge break. thanks to a tip. >> some of the information we got in the last couple of days in cooperation with the state lead us to her. elizabeth: police are releasing few details but bella bond had two previous contact with child welfare officials in both cases were closed by 2013. >> it appears as though it was a situation of a boyfriend who was involved. and that apparently i think mother and boyfriend are blaming each other in terms of who harmed the child. elizabeth: while authorities continue the investigation there is no word yet on any charges in the case. we are told the medical examiner's office is working to confirm the i.d. and determine the cause of death.

in new york, i'm elizabeth hur for abc7 news. alison: we are getting breaking news from kentucky at this hour where a county clerk could be heading back to jail. a deputy clerk in rowen county says kim davis has altered marriage licenses. removing her name and that of that county. she spent six days in jail for refusing to issue marriage license to same-sex couples. a judge released her on the condition she not interfere with her deputies and the issued licenses. we will keep you posted on the breaking news. now a abc7 news update. the peace cross is listed in the national register of historic places. the nearly 100-year-old memorial was built to honor 49 men from prince george's county who fault and died in world war i. a woman from annapolis realized it was listed as a historical place but not on the national register. you might recall the maryland national capitol park and planning commission sued over

leon: "7 on your side" being the watchdog for you tonight. two weeks after the d.c. department of transportation said it would be a week before the 18 items on a list to open up the d.c. eighth street streetcar will finish. we're waiting for a status report. investigator chris papst contacted the agency today to ask if the items were completed but we still haven't gotten a response. today on wamu radio, mayor muriel bowser said the streetcar will be opened by december 31. we'll be watching. we'll see. after yearlings of delays, the silver -- years of delays the silver spring transit center expected to open up this weekend. alison: today the interim general manager took abc7 on a tour and talk about how it will benefit commuters. brianne carter has a story you will see only on 7. brianne: metro's interim general manager was at the ground breaking for the silver

spring transit center in 2008. and today was back at the completed facility. abc7 cameras were the only one there as the head of the transit agency walked through the failsy for the final preparation including the bus training continues. it contains 30 bus space for county, metro and inner city buses. access to mark and metro trains and real-time bus and train information. the three level facility which metro inspected last month plagued with years of construction problems including cracks in the concrete. jack requa said today it is safe but there will be costs beyond the usual wear and tear for long-term maintenance. maintenance has been the focus of the transit agency as it continues to work to rebuild the metro rail system. today we ask the interim general manager what he has to say to the riders who have growing frustration over the daily delays and problems. jack: we are asking as much as we can for patience. i think funding is somewhat of an issue.
