back to you. alison: all right, brian. thank you very much. well, today, house speaker john boehner tried to lighten the move but then he officially dropped a bombshell. after 24 years on capitol hill, the ohio republican plans to step down at the end of next month. leon: a big move. the announcement coming as congress is trying to avert the second government shutdown in as many years. brad bell on capitol hill with a look at what prompted the speaker's decision. brad, what are you hearing up there? brad: what a bombshell. nobody really saw this coming. especially when you consider what happened yesterday. just yesterday the speaker of the house stood up there on the balcony with the pope. something he had worked for, for 20 years. a highlight of his career. well, he said this morning that he got up, he said his prayers. and he decided that today was the day he would announce his resignation. he said it's that simple. it's something he has been thinking about for quite some time and was planning to do in

november. of course in washington, nothing is really all that simple. the reality is that boehner is facing a battle over the looming government shutdown. he is facing a battle for his own job. a group of about three dozen conservative republicans wanted him out of the office. so he says today he feels like this is the right thing to do. speaker boehner: it has become clear to me that the prolonged leadership turmoil would do irreparable harm to the institution. brad: so he says he is going to step aside. he is going to use the remaining five weeks to try to avert the government shutdown. we will come back at 6:00 and have more on this, including reaction from the president and a number of members of congress. brad bell, abc7 news. leon: thank you, brad. the question of the day is asking what you think of speaker boehner's announcement.

join in on the facebook page. alison: speaker boehner's announcement came as the g.o.p. leaders gathered in the house to keep about how to keep the government working and defund planned parenthood. chris papst is live on the hill now with the latest on the shutdown threat today. chris? chris: it was two years ago that the central government last shut down. that was 2013. it has a big impact on the area with the government workers that live and are employed here. now the congressional leaders only have five days left to take action. the budgetary year ends on september 30. these videos many believe show planned parenthood breaking the law selling body parts of aborted fetuses. if that's true it would be illegal. so some say it shouldn't be funded by the tax dollars it

receives. $500 million every year. most democrats stand behind planned parenthood and most moves to fund the organization have failed. many g.o.p. leaders are looking at options which does include a government shutdown. >> isn't it amazing the way you have a single person with a hidden camera, to topple one of the most powerful person in the country to create what could amount to chaos with the present negotiations? chris: coming up we talk to a political expert and get his take on the chances of a government shut down. we will talk about how john boehner's recent resignation plays a role in that. live in d.c., chris papst, abc7 news. alison: a developing story from metro right now. the agency says it is making some temporary service changes. in the wake of the fire that happened near the stadium armory station this week. metro says in rush hour,

he is right outside of central park. scott? scott: you mentioned it will be one of the more memorable events of the day. 80,000 to 100,000 in the park when he makes hi way through. quite a procession. earlier today as you mentioned the united nations, an opportunity for pope francis to greet world leaders ands essentially press on some issues that are controversial but where he is allowed to bend the ear of not just people in america but worldwide. he talks about that issue, the refugee situation stemming from syria, iraq, afghanistan and other countries. he implored on the nations to embrace the refugees with open arms. this is what he had to say.

[bell toll] he prayed for peace for all of those who died. he toured the memorial once the service wrapped up. alison: later tonight pope francis will celebrate mass for more than 19,000 people at madison square garden. he will make his way from harlem through central mark to get there. people lined up early for a chance to see the motorcade. suzanne kennedy picks up the team coverage from across the street from m.s.g. hi, suzanne. suzanne: this is the most famous arena and in the next hour and a half the world's most famous man will come to celebrate mass at 6:30. you mention he has been all over new york city. people have been lining up to catch a glimpse of him.

earlier today, 80,000 lottery wingers received tickets to line the motorcade route that the pope will travel at 5:00. the security checkpoint, at 4:30 this morning. but no one seemed to mind they were waiting for more than ten hours to see the holy father. >> i was with my mom. we were in the cold but it's all worth it. this is an emotional moment and we feel blessed to have a chance to be here to see the pope. this is my third pope i am seeing. i saw pope john paul, pope benedict and now pope francis i'll be seeing. it's amazing. suzanne: this mass will be celebrated in latin, spanish and english. when the pope wraps up his time here at madison square garden he will head to the papal nunciature.

leon: developing out of loudoun county, police are looking for the person who attacked two joggers. now the incident in leesburg happened last week. shaking a community years after the deadly attack on another couple not too far away. horace holmes is live in lanesdown and he has the latest in the investigation. horace: it was 5:45 yesterday morning and a woman was jogging here on riverside

parkway in landsdown when a man suddenly appeared and wrestled her to the ground. police say she was able to break free from that man. and then she ran to safety. she was not hurt. but police say that people of this neighborhood are very, very concerned because this kind of attack has happened before. and on top of that, police are now thinking that the suspect may have attacked before. on wednesday another female jogger was attacked on the trail just down the road in leesburg. >> we believe the time of day, the physical description of the person and the fact that he is attacking these females on running trails. >> i'm being vigilant. i'm looking over my shoulder more often than i normally would. horace: as i said this kind of attack happened before in the community. six years ago a violent attack a little bit away from here. coming up tonight at 5:00, we

will talk to police to let you hear what they say about this attack here and let you hear more about people in the neighborhood about how they feel is what is going on. reporting live in landsdown, horace holmes. alison: thank you. trending now a controversial plan to publish the names of welfare recipients online. the mayor of lewison, maine, says the state has a website to show how much money is paid in pension so he wants maine to publish names of the welfare recipients as well. the mayor mcdonald says the public has a right to know how the money is spent. critics say it's high-tech shaming. leon: they want to relocate a confederate stature to be moved from outside the downtown courthouse to rockville historical park. the county department of general services director told the "washington post" that the county will send formal request to do this to the rockville city council. alison: creepy, crawly problem

caused a scramble at the baltimore national international airport. baggage handlers noticed a tarantula escaped the container. this happened on a flight wednesday night. the captain grounded the plane so it could be searched and the passengers were put on a different flight. delta air lines says the spider was inside the cargo hold and never made it inside a cabin. leon: have you seen one? alison: baboon tarantula? leon: you want to see how big they get? alison: how big? leon: that big. alison: you do not want to be a on flight and see that crawling around. leon: it has its own ticket. good grief! time for a check of the traffic situation. jamie sullivan watching. we got lucky, thinking were were going to have all kind of doom for the last couple of days but now we've got it. jamie: that is what i heard from everyone. they really said hey, bring the pope back into town. it was a nice commute. we are seeing slowing.

if you live in potomac, bethesda and you have to get on the beltway, get ready. the inner loop and the outer loop. we are seeing volume. we have wet spots out there. it's something to keep in mind especially traveling at a high speed and are not prepared for it. let's move to the map to talk about how slow we are. you are seeing from the toll road to the inner loop, continuing to bethesda to wrap around toward silver spring, volume on the inner loop. outer loop we have the same thing but it's not as bad once you cross the bridge. the g.w., maybe you have to catch a flight heading in. we are at 33 miles per hour. we will get better as you get closer to reagan. if you are in the d.c. area, the slowing for you in the single digits. crossing the 11 street bridge once you get off the freeway, southbound or northbound on 295. we are in the single digits. as far as crashes, nothing major to worry about. the commute through prince george's county we are okay. we see volume. that is the inner and the

outer loop getting closer to joint base andrews. but nothing major to worry about as far as crashes on any of the interstates. a few minor problems on the side roads. but that's it. of course a few wet spots, something to keep in mind especially when you are traveling at a high speed. back to you. alison: okay, thank you very much. clean-up is underway after an overnight tornado that hit charleston county, south carolina. the national weather service arrived this morning to survey the aftermath. the st. john's fire district says ten homes were heavily damaged. roads were blocked with debris from the downed trees and power lines. hundreds of homes and businesses lost power. luckily no report of injury. leon: i don't want to jinx us. but something we haven't talked about much is hurricanes. tropical storms coming through here. brianne: yeah. the sunshine is out of here.

there are a couple of sprinkles out there now. there are sprinkles but there is nothing super duper heavy. there is not much showing up. just a nuisance rain. the temperatures outside, 70 in manassas. leesburg 70. 71 in andrews. 72 in annapolis. across the area we didn't go up that much. the average is 77 so we're well below average. it's just a gray drizzle day. live doppler out there. you can see a drop of moisture around the beltway. very, very light if nature, pushing westward. the mullk of the showers to virginia. throughout the weekend that is the best chance for showers. it will be the areas to the

alison: more than 40 musical acts will be on five stages down around the national mall this weekend. it's a two-day landmark festival. it's a fundraiser for the trust for the national mall. organizers are hoping big names act like drake, the strokes will help raise money to give constitution garden a

facelift. if you plan to head downtown or anywhere else this weekend give yourself extra time on metro. the orange, silver, blue, yellow lines are all running every 24 minutes. on the red line service runs every 20 minutes. no delays planned for this weekend. leon: a bit of a surprise at the national zoo today. instead of waiting the typical 100 days to name a panda at the zoo. michelle obama joined china's first lady today to unveil the name. jeanette reyes was there for the big reveal. jeanette: one thing china and the u.s. agree with, the pandas are absolutely adorable. today the first lady broke tradition naming the youngest cub bei bei. the first lady michelle obama and peng liyuan stopped by the panda house to recognize 40 years of scientific collaboration between the united states and china around giant panda conservation.

alison: we have breaking news right now out of montgomery county where a pedestrian was hit by a car this an. it happened on little seneca parksway. roz plater has more on what happened. roz: there are two distinct crime scenes here. i'm at the first one where the pedestrian was struck. this is a townhouse community here in clarksburg. it happened near the intersection of little seneca and sweet briar. you can see where the officers are down there just ahead. we are told this happened at 12:20 this afternoon. the car that struck the gentleman did not stay on the scene. it took off. so this was a hit-and-run they were investigating initially. short time later misgot a tip that the car was on, about five miles away in germantown on amber circle ridge.

so that is where they are at the second scene right now processing the car with what we are told has a lot of damage to the roof. they took the driver in for questioning, as well as several other witnesses. two separate crime scene the search of the car in germantown and where it happened here in clarksburg. two things, homicide investigators and major crash team investigators. so to suggest it might be something more, they sunt it might be more -- suspect it might be more than a hit-and-run. we are told that the driver and the victim knew each other. we expect to get more details as the evening progresses. right now the investigation is just getting underway. especially at the second crime scene. as we get more information we'll bring it to you. we're live in clarksburg, roz plater. leon: interesting. thank you, roz. good hustle there. moving on. is 1 million so-called clean diesel cars could be affected by the volkswagen recall we have been covering. this is after the west virginia university researchers discovered that the company installed software

to fool emission testers. alison: "7 on your side" consumer investigator kimberly suiters has been tracking the allegation of the deceptive diesel. a lot happening today for volkswagen. kimberly: alison, consider this. in the last 24 hours the first class action lawsuit has been filed. plus a change.org petition has been launched. investigation by the maryland attorney general, the virginia attorney general, the countries of france, germany, italy, against v.w. plus v.w. naming its new ceo. he comes from porsche. hi will have a lot on his plate. sweeping changes at the e.p.a. the e.p.a. announcing today after being duped for seven years there will be big changes to the way it tests diesel emissions. adding on-road testing that it didn't do before. with this recall we are talking about diesel beetles, audi, between the year of 2009-2015.
