re-signing on his birthday -- resigning on his birthday in november but today he woke up and decided the time was right. yesterday was the pope on a bah cony overlooking the mall. house speaker boehner enjoyed the highlight of his quarter century on the hill. today the ohio republican decided to end his career. speaker boehner: i woke up and said my prayers as i always do and i decided today is the day i will do this. simple as that. brad: on the hill, nothing is that simple. boehner said he had been considering leaving for a year and in a leadership battle with the conservative wing of the party even as the federal government heads to another shutdown. speaker boehner: it has become clear to me that the prolonged leadership turmoil would do irreparable harm to the institution. brad: an announcement that caught washington off-guard. president obama: politically we are at different ends of

"7 on your side" watchdog investigator chris papst is live with an update. chris? chris: the federal government last shut down two years ago in 2013. if it does happen again. we have a good idea of what we can expect. but many feel the sudden resignation of speaker john boehner only increases the likeliness of it happening. these undercover video sparked a movement. many believe it shows planned parenthood selling body part of aborted fetuses and they say the organization should no longer receive tax dollars. >> we are not talking about whether it's legal to have an abortion. we are talk about if they have

broken laws in the way they are doing the abortion. chris: most democrats stand behind planned parenthood. recent funding moves failed. many g.o.p. leaders are looking at option which includes a shutdown. >> i agree with defunding planned parenthood but i don't agree with holding the u.s. government hostage for the shutdown. >> we need a lot of the programs. i know that from being a former soccer worker. chris: in 2013, the government shut down for 16 days over obamacare. 800,000 federal workers stayed home. employees were furloughed. national parks closed. standard & poor's estimated it cost the economy $1.5 billion a day. >> on a shutdown put it at 50%. chris: chief political correspondent for politico. >> 10-20% with boehner at the helm. enormous uncertainty right now. chris: as of now boehner's likely successor as brad bell mentioned is kevin mccarthy who is the current house majority speaker.

he is also staunchly pro-life and many believe the shutdown has become more likely. live in d.c., chris dris, abc7 news. maureen: thank you, chris. cooler temperatures and possibly rain ahead for the weekend. meteorologist devin lucy has the timeline. >> we are seeing rain moving in the region. but not much in the immediate metro. most of the rain has been west or southwest of washington all throughout the day. a little light rain sprinkle activity been here throughout the afternoon. but now, the last of it. you can see the rain across in eastern washington, away. high temperature with 72 with the cloud cover. the cloud cover is here all weekend long. that could be the notable aspect of the forecast. the rain we are expecting shouldn't rain all weekend long. currently still 70. sun and the clouds to the mark. saturday, still a lot like today. most of the rain going west, south of washington. sunday that appears to be the likelier rain day.

take the temperatures down. highs only in the uper the 60's. pretty cool fall day coming our way. we go to monday, and the rain lifts away. sunshine comes through. take the temperatures back up. we have rest of the seven-day forecast and fill in the gaps of the weekend outlook in a few minutes. maureen: all right, thank you. new developments today about police body cameras in d.c. district has been awarded $1 million grant from the obama administration. the money will go to implementing body-worn cameras. d.c. mayor muriel bowser proposed funding to equip 2,800 officers with cameras in the goal to increase trust and the accountability in interaction with the public. right now police are investigating a deadly hit-and-run crash involving a pedestrian in clarksburg. it happened in 11800 block of little seneca parkway. that road was shown for several hours in the investigation. police say they got a tip and took a driver into custody. investigators say the driver

and the victim knew each other. they with abc7 for update. abc7 update now. a loudoun county community is shaken after a man attacked two joggers on trails a few miles apart. the first attack happened wednesday in sterling. the second took place yesterday morning along a path in leesburg park. the cases bring up memories of the 2009 murder of retired military intelligence officer william bennett. he and his wife were walking near their home when they were attacked less than a half-mile from yesterday's assault. if you have any information about the new cases you are asked to call police. coming up on "abc7 news at 6:00" -- hon rorring the career of general martin. he retired at the chairman of joint chief of staff. important deal between u.s. and china. what both nations agree not to do. continuing coverage of the

the joint chief of staff general martin dempsey stepped down from his post. with full honors military retirement ceremony was held this afternoon. at joint base meyer anderson hall. president obama attended the vent. dempsey ended his career with 41 years of service in the u.s. armed service. the navy seals want to open doors to women. the commander say it's open for women but he does warn women are at greater risk for injury. allowing women to compete for the job is the right thing to do but said the high standards for joining the unit cannot be lowered. an agreement between the u.s. and china today. the nations agreed not to steal trade secrets. china's president is in washington meeting with president obama and other top leaders. it means the countries will not connect or knowingly allow

went to madison square garden 25 minutes ago. he went through the aisle in a golf cart. greeting the followers there. he started the mass earlier than scheduled. we have live pictures from madison square garden behind me. the holy father is celebrating mass. 20,000 invited guests. celebrating the mass in latin, spanish and english. the doors opened at 2:00 this an. i can tell you that there is a concert and now the mass has gotten startedment it will likely wrap up earlier than expected. we got a chance to see him go by in the pope mobile. all the folks got a ticket through a lottery. many of them got there at 4:30

[applause] >> the first lady chose bei bei. bei bei was chosen by the keepers, the experts in the province because it means "precious treasure." maureen: the precious treasure announcement made by first lady michelle obama and china's first lady peng liyuan this morning. bei bei was born in august that you might remember. the zoo usually waits 100 days to name baby pandas but scrapped the tradition so it would include the first lady of the u.s. and of china. i hope he is happy with the name. it's a him, right? >> i believe so. that worked out well. maureen: what is going on? >> a lot of cloud cover. it shouldn't be raining where you are all weekend long. there are areas southwest of

washington. and it may change. farther north you go, you don't have a good chance of rain at all. the entire weekend. doppler radar the last couple of hours through the heart of the metro. we had a little bit of light rain. sprinkles came where you are. in the last half hour to the hour the rain went away. 71 richmond. farther south. enough sun to take us to the 70-degree mark. what we're watching is we have northeast flow in washington. it is responsible to keep the temperatures at 20 degrees. we have a spin going on. this weekend we will still have the flow still there so the rain showers and how it is
