on camera to show an officer pulling out a taser gun and shooting a man in the back after he looks like he complied. alison: the video is short and sometimes both men drop out of view. diane cho has more on how they are handling the controversy. >> well, fairfax county police posted a lengthy release on the website detailing what happened in the case just minutes before went on the air. so i haven't had a chance to read through it all yet. but this is a video they say doesn't show the active physical resistance leading up to the officer deploying the taser. >> this posted on the facebook page thursday. after monday an it but viewed 294,000 times. >> i saw it and i was surprised. >> this man who wanted to

back again. the man does before the second officer rives. police confirmed that the man seen in the video was charged in connection to a theft and assaulting answer officer. the police chief has ordered the internal affairs division to investigate the matter. of course, we will have more on the developing story for you on the website. for now, back to the studio. >> thank you. jonathan: montgomery county is considering body cameras and skyline for the local police department. schools in the county are barring officers on cam pa us from using the body cameras to record incident. this comes after an incident where an officer turned the camera on inside the school in the confrontation with a student. coming up for us at 6:00, we will explain the school system decision and take a closer look how they might or might not be used in the hall of schools. now to a developing story with

horrible story. this happened on benfield road. maryland bureau chief brad bell is joining us now as the investigators are trying to figure out what started the fire. brad? brad: we don't know a cause but we can tell you what happened. it doesn't look all that bad if you look at it from this angle. we pan to the left and you can see the home, the back of the home is gutted. fire started in the back and moved to the front. it appears they were trapped. this is what the house looked like when the firefighters arrived before 2:00 a.m. a neighbor taking cell phone video and another spotting a firefighter inside the building. >> we saw the back of the house in flames. it was engulfed in flames.

alison: around the world now, hundreds of taliban fighters launched early morning attack today in afghanistan. the fighters stormed the strategic northern city. battles with government forces were still underway in at least four locations. a taliban spokesman said they seized the city and searched the hospitals for wounded government troops. jonathan: the death toll from last week's hajj stampede risen to 769 people. according to the saudi state-run media. 934 others reported injuried. some country question the totals after saudi arabia gave foreign diplomats 1,100 photographs of the dead. saudi officials have not yet commented about the december december -- discrepancy. taiwan is facing a typhoon.

alison: a rescue operation taking place at the mountain. you can see the chopper there. we are told crews just loaded a man who fell into that helicopter. he apparently fell near the red and the green trails.

the chopper is about to take off. we don't know the extent of the injuries but we'll get you more information when it is available. jonathan: more twists around thes on the campaign trail. donald trump and hillary clinton saw their lead shrink in the poll. elizabeth hur reports that bernie sanders, pen carson and carly fiorina are gaining ground. elizabeth: a shakeup in the race for the g.o.p. nomination. donald trump up vails his tax plan. simple and fair. >> it reduces or eliminates most of the deductions and the loopholes available to special interest and the rich. elizabeth: according to his plan there would be no federal income tax on individuals earning less than $25,000 a year or $50,000 for married couples. the highest earns will get a tax rate. >> this will cost me a

alison: welcome back. one of the top stories involves a use of force. there is on investigation underway right now in fairfax county. jonathan: a man shot with a taser. a lot of people say he was shot in the back. now the fairfax chief of police is talking. let's listen to what he has to say. >> he originally decided to

comply with the officer by turning and put his hands behind his back. he was at the trier's door of the police cruiser. as the officer attempted to grab hold of his wrist. he stiffed up to actively resist. locked the elbow out to prevent a physical arrest. at this time they became engaged in a physical struggle to have an arrest affected. at one particular point in time he then pushed off the police cruiser and pushed into the officer, assaulting the officer. at which time he had hold of his wrist and the officer free arm he then tactically decided to create distance. to remove the taser. the taser a less lethal force option.

the officer used his discretion not to put it to a hands on fight or escalate it to force use. as the officer gave distance to hold on to the wrist. he ordered him again to put his arms behind his back. that did not happen. as you can see in the first video provided by a community member he then turned. the video depicts this but he place his hands on the hood of the cruiser. but we all must be cautioused here. in the eye of the officer he has someone that actively resisted. turn his back on the officer. he knows he has a folding knife in his pocket.

we show the restraint by the officer where he is still while on the ground stomach down is still not complying with the officer to put the hand behind his back. at one point in video you see him place both of his hands under his stomach to the waist where the knife is. the officer exercised great discretion. awaited for his backup officer. eventually they arrested him. >> his perspective is the man wasn't resisting. he wanted to know why he was arrested. >> the first video only shows one egg meant of a chain of events. what i have done with the inquiry is to provide it as a

matter of the transparentsy to the community. to show what happened before the video was taken. and the escalation and the deescalation that the officer used to not make it greyer matter. >> why was he charged with assaulting an officer? >> the video only shows one segment. the assault he was charged with was before the video was activated. that was the bumping and the pushing off of the officer. while the officer was trying to place him under arrest. verbally telling him to comply. >> do you haveash cam video? >> the officer arrived in the cruiser not in a response mode so in-car video was not activated. the officer parked the vehicle near the scene.

>> why did he thought this was someone who says a suspect in a larceny incident why would he do that? the witnesses out there, not the guy videotaping it but the witness prior to when they were recording. they never saw the fight. >> well, i am backing my officer on this. this has been investigated. the community, and these are the packs of the case. if anyone else has video or con stair information we will welcome that. they can call interim affairs. the officer did not have time to say time out i'll turn the video on. it unfolded rapidly. jonathan: that is the fairfax police chief who is discussing the case of the video. canslor was wanted for theft charge. the police responded and came across him.

we don't see in video. this is not as clear as it should be. the camera drops out and he shot with the taser. split second decisions for the difference between the life or death for the officers. some of this proves that the officer acted harshly but i'm not sure in this case. alison: clearly defending the officer. this has gotten thousands of views online. we will continue to follow t case. >> moving on, what would you prefer? longer wait and more crowded trains for a quicker trip through the tums? or the is a status quo? sam ford details the service changes after a blown transformer a week ago. >> been terrible. it's always something. jonathan: metro announced changes with the blue, orange, and the silver line to pass through stadium armory to take

the chilling 911 call that stunned the nation. >> unimaginable phenomena. attacking their parents. police say attempting to burn down the suburban atlanta home. >> how did they try to kill you, ma'am? >> they tried to strangle us and shoot us. we were asleep. they tried to attack us. >> minutes later police arrive discovering zachary stabbed and covered in blood. the 50-year-old telling them the son hit him on the head with a shotgun. and his wife yvonne beside the bed badly beaten. >> the son now behind bars. charged with two counts of felony aggravated assault and

alison: president obama was calling for resolution to several conflicts in the middle east. and in europe. he met with russian president vladimir putin. the two are at odds over syria and ukraine. syria, russian supports president assad. something the u.s. wants to see out and something the president pressed today. president obama: compromise will be required. but it also requires a managed transition away from assad to a new leader. alison: when vladimir putin took the podium he said it would be a mistake not to cooperate with the sir cran -- syrian government. they were scheduled to meet face to face at some point today.

jonathan: that is joyce mitchell the woman who admitted helping those two escaped convicts get out of prison. she will spent two years herself, up to seven years if she serves the full term. the escape started a manhunt that lasted three weeks. one kill and the other capture and revealed how they got out. mitchell will have to pay $120,000 to cover the cost of the manhunt which is a fraction of what it really cost. alison: let's switchgears to the weather. it will be a rainy week ahead. jonathan: if you have an umbrella, dust it off. you will need it. steve: especially north and west of d.c. this time tomorrow night, that is when we expect heavier rain. if you have outdoor plans, go for it. it's 82 at reagan national. look how nice and green it is out there. that will change. very, very soon.

by late afternoon, look at the showers. maybe thunderstorms on the future cast. the conditions improve wednesday. jonathan: back to breaking news we are following. a map fell at the mountain. we are looking at the live pictures at the rescuers down in the area where he fell. this is treacherous for a rescue. they did bring in a helicopter to get the guy to the hospital. extent of the injury we do not know. the man fell hiking or messing around, we don't know but he fell a good distance and he was badly hurt. hurt bad enough to bring in a helicopter to get him to the helicopter. alison: if you are familiar at the area, he was near the red and green trails. we are looking at the rescuers there. we will follow the story throughout the evening tonight. jonathan: hopefully he is okay. we'll get more information as

jonathan: a monday commute. they are always there on the same time of the roads. alison: funny how it happens. jamie sullivan standing by. jamie: we have a few things going on. i want to start with the volume working your way southbound on 95 in virginia. pass that we clear up for dale city and wood bridge. a wider view. you can see the green and the red spot. i want to focus on this stretch of 66 that will take you under 30 minutes to get from the capital beltway to fairfax. as we move down closer into the d.c. area, the freeway, we are only at 11 miles per hour. we have accident activity. that is cleared away. before you get to doug last bridge heading -- dougless bridge heading outbound.

let's take a live look further south to the seminary road. this gives you a gud idea of the volume. trying to leave the d.c. area heading toward springfield. volume out there. we don't have the weather to worry about which is nice for a monday. back to you. alison: okay. jamie, thank you. jonathan: get out to the live rescue. we are having a hard time of the picture. this is coming from the helicopter. we are looking down. they did not load this guy. apparently the area where he fell was difficult to get to. one guy is waving their hands. i'm not sure if they will bring in the helicopter on top of him with a basket to lower it. this is delicate rescue. if you figure someone falls they have hurt their head or their back. you can't just throw them in over your shoulder and carry them out. you have to bring in a backboard. you can't just jar them trying to walk them up. they try to bring in a helicopter to slowly lift them up to take them to the hospital. you can see rescuers there on the side of the mountain at sugar loaf mountain. they are trying to put

something -- it looks like they have a board down there and load him up. alison: we know there is a rescue chopper. we are waiting for them to hopefully get this person who is injured. we don't know how badly. hopefully not too badly. waiting to find out. we are watching this. quite a few rescuers there in the frederick, maryland, area. they have several people working to rescue this man who is hiking or walking there on this rocky area. jonathan: we have reports. this is a technical rescue. there is conflicting reports whether this is a child or a grown man but anytime someone falls like this it's tough to run in there. you have to move slowly. see what injuries they have.

anytime you fall on the rocks chances are you are breaking something. you have to be careful in this situation. alison: not to mention like you said the terrain is difficult. not just for the hikers but the rescuers. i can see ropes coming down there. to see what the elevation is. jonathan: they are signaling the helicopter. not sure if they are roverring. but it looks as though they have the person hurt and loaded up on the backboard there. you can see in red behind where he is waving. it looks like a backboard. perhaps he is loaded. there are other paramedics with him. it will be unclear to see how close the -- now with the trees blowing around. helicopter is coming in. this is a tough rescue. the helicopter pilots have to get close to get the basket down. now the helicopter is coming overhead.

these are so tricky. not only do you have to have great pilots but the paramedics with the technical rescue team have to go up. one will go up in the basket a lot of the time or they will hook the basket up to pull it up slowly to keep an eye on it. this is not easy. alison: your crews are telling us that the latest report confirms confirms this is a man, an adult they are working to rescue here. regardless, a tricky situation. the injury is such, even though we don't know the severity, they need to bring in rescue crew to help the person out. jonathan: remind ir. a lot of people use trails not just here but in all the different areas. don't get too close to the edge. it just takes one loose rock and you can find yourself going over the edge. alison: we are watching this closely. the rescue there on the sugar loaf mountain. a man being rescued.

then girlfriend. in spring of 2014, the 29-year-old attacked her inside a hotel room after the two had a conversation about the future of their relationship. beaten so badly, police say she passed out and woke up two hours later to find her car stolen. he has ties to new york city and was homeless at the time of the attack. >> itca lated to the point he left a boot print on the victim's face. kicked her until she lost consciousness. jennifer: he is 5'8", brown hair and brown eyes and wanted forking aggravated assault and battery and grand larceny auto. they want to put him behind bars. if you know where he is, you are asked to call the arlington county police. we'll see you next week. i'm jennifer donelan.
