sam has more on what it might mean to you in an emergency. sam: i'm outside d.c. fire headquarters where we just spoke with the fire chief gregory dean. he said one of the complaints is that the d.c. patients too often are using ambulances to good to the hospital whip it's not an emergency. fire chief is proposing that fire e.m.s. crew evaluate the patients and transport the sickest. the rest will wait for a private company ambulance to arrive and take them to a hospital. >> we have find to way to do the training on the members. sam: given the responsibilities the d.c. fire chief dean said he will ask the could believe -- council to hire transport system for lower priority cases that he estimates is four out of five ambulance runs. this comes after years of complaint of the d.c. running

out of ambulances that are often stacked up at hospitals waiting for clearance to get back in service. now the ambulances will arrive at a patient's door and take only the sickest patients to the hospital. the others will wait for a private ambulance to arrive. >> we are going to walk in and evaluate the patient. take vital and determine the level is. we will continue to transport what we call the advanced life support patients. those having heart attack or trauma. sam: the proposal has not been made to the council so it is likely to be controversial. i talked to the fire union president i.d. --th smith who says he supports this. the city is in a crisis. the fire chief said after a year they would stop and evaluate and see if they want to continue it or not. reporting live from northwest washington, sam ford, abc7

news. maureen: thank you, sam. this just in. fairfax county police chief responding to use of force investigation after a stun fun was used on a suspect and the incident was caught on cell phone video. diane cho tells us about the case and what the police are saying. diane: we are learning that this stemmed from an incident at a bank on thursday in rose hill shopping center. we want to show you the video we have now. what led up to the situation where the police say the suspect stole a pair of sunglasses. the officer noticed that the suspect put his hands in the pocket where the officer saw a knife in one of the pant pockets. eventually the officer ordered him to put the hands on the police cruiser to arrest him. in this process at some point, the police say he used his body to push against the officer. that led to what you see in the video.

the officer couldn't see where the suspects hands were moments before deploying a taser. at some poem he complies but he put -- at some point he complies but he puts the hand underneath him. >> the video shows one segment of the chain of events. i have provided that to show the chain of event of what happened before the video. >> police later found a black and silver folding knife in his pocket. the police say the officer did lawfully use his taser in this situation. in fairfax county, diane cho, abc7 news. maureen: thank you. as you mow, most of the recent political talk is about the race for the white house.

but the fight in congress is who is going to replace outgoing speaker john boehner. california representative ketch mccarthy says he wants the job. does it mean a big shift in strategy for the republican party? scott thuman has the answer. scott: want a line to summarize the turmoil on the hill? >> we are in unchartered waters and we're trying to figure it out. scott: the betting and the begging began. will the current number two kevin mccarthy get the gavel? someone from the conservative side move up? it auz always said that boehner was undercut by the tea party members who felt he was too spot. >> speaker is a tough job. you disappoint people every day.

and her 11-year-oldson william. he was a sixth grader at nearby middle school. >> a difficult day here. helping the staff members and the students through the grief. it's difficult. maureen: the investigators say the fire does not appear to be suspicious. this is the third fire that killed several people in anne arundel county this year. coming up at "abc7 news at 6:00" -- a heart-felt letter from a woman who survived a shooting in a tv report. how vicki gardner is thanking her supporters. plus, tragedy on the football field. mourning the death of a quarterback after an injury and a new concerns it's raising. presidential campaign. a new poll shows some front runners slipping and other candidates surging. we look at the new numbers next.

gifts. garder says she feels stronger every day. a new jersey high school is in mourning after the loss of a star quarterback. evan was carried off the field after what appeared to be a routine hit. he is died the next day. since the start of the school year, he is the third team football player to die following on-field injury. in campaign news tonight. the race for the presidential nomination are tightening up. a new "wall street journal"/nbc poll of the republicans show dr. ben carson now trailing front-runner donald trump by just 1%. coming up on "abc7 news at 6:00" --

maureen: questions today about the use of the body cameras. they are supposed to increase trust between the police and the public but there is a debate over how, when, where to use them. that was the subject of a meeting in montgomery county. kevin lewis is life with some of the issues being worked out there. kevin: there are a number of things to iron out. one in particular, how should police officers use the body cameras inside montgomery county 200-plus schools? >> police and the politicians

are talking body cam. today's progress report came amid a power struggle between the school resource officers and the public schools. an s.r.o. working in german-up to was disminned for -- disciplined activating the body camera while subduing the male student. the sources say the mscs was more concern that the officer hit record. >> if they don't want it, what would they be having to hide? >> susan is a mother and public safety advocate. >> if there are students studenn the building making bad choices that warrant law enforcement intervention i don't see a problem with anybody who is part of the police department and trained to use the body cameras using them. kevin: they call the current edict temporary saying for the moment we have asked that the body cameras not be used in the schools but the s.r.o. or the police that have them

while we iron out details. we anticipate very soon we will have an agreement in place. >> why wouldn't we embrace the best practice policy implemented nationally that the school officers are using in state like texas, georgia, california? kevin: the school resource officers are still told not to press record until further notice but they are told that a displained officer back on the job tonight. live in gaithersburg, kevin lewis. maureen: thank you. now a big story tonight. an amazing discovery on mars. nasa announced today there is water on the red planet and that could mean there is also life. nasa says the latest observation shows salt water periodically flowing across the surface of the red planet. the salt keeps the water from freezing on mars.

scientists say further exploration is needed to see if microscopic life could live there. if they have salt water and microscopic life they probably have snow. steve: i don't want to talk about that. fair banks, alaska, friday had 6-1/2 inches of snow, the earliest in 25 years. we are not seeing that here. maureen: it's coming. steve: don't say it yet. outside it is 81 degrees. the high today is up to 83. 75 is the average for the date. 91 is the record. long standing where they took records downtown d.c. in 1886. one of the oldest records we have. the temperatures are 81. 78 in hagerstown. it's cooler east. 785 in annapolis. due to the breeze off the chesapeake bay. widen the view out. 80's to the west of us.

a good indication of what is on the way tomorrow. the warmth moves overhead. a cold front will bring us heavier rains by this time tomorrow night. we could look at two, three, some areas maybe four inches of rain by the time the system moves out of here. satellite and the radar is mainly dry across the immediate metro area. most of the action suppressed to the south of us. we will head in closer. capital beltway. sprinkles here and there. not going to amount to a lot. if you do have the outdoor plans for this evening, football practice, soccer practice, lacrosse, no problems at all. outdoor dining, go for it. you may see a stray shower south of d.c. but it should be over with in the next couple of hours or so. this is the future cast heading through the next 48 hours. the pods increase. waking up tomorrow morning. hier rain north and west of d.c. woodstock, win chester, hagueerstown. that will continue through the evening hours tomorrow and bo tomorrow night. it will get most of the heavy

their own drama to attend to. jonathan papelbon suspended for four games for joking bryce harper, three more for intentionally throwing in the head space of the third baseman manny machado. surprisingly, fans aren't too upset about the suspension. >> the punishment announced today fits and reflects the feeling we have about the tolerance of issues such as this. robert: the nationals decision to suspend jonathan papelbon is sitting well with the nats fans we spoke to this afternoon. >> that is a good decision. a great decision. >> it's appropriate. very. robert: papelbon is out for the rest of the season. not that there was much left. after the chokehold of the team superstar bryce harper. >> we were at the game. we didn't see the fight. we heard about it after on twitter. i didn't want to show the kids the video. robert: papelbon is one of baseball's most controversial players. he still has one year left on

warm out there. it's low 80's. i want to show you this. estimated rainfall total. may be on the conservative side. we could see between one to two inches of of rain inside the beltway. bethesda is an inch and a half. fairfax, area in purple could see the upward of two and three inches of rain. this is the forecast to show the daytime temperatures, morning temperatures tomorrow around 70 degrees or so. the temperatures around 80. but that will bring us a chance for thunderstorms to get it out of way wednesday afternoon. a look at the seven-day outlook. showers toward the end of the week. maureen: flash flooding? >> tomorrow night. maureen: we'll be careful.
