richard: two cars took a beating from falling tree debris. >> we cannot even see the automobiles under the trees. were torn off,s this alley becoming a wind tunnel, scattering roofing and building materials everywhere. >> trees were coming down. richard: the storm dumped three inches of rain in one hour. now they are concerned about what hurricane joaquin could do. >> a lot of people are scrambling. the cleanup from one storm, preparing for another. >> mother nature just comes through like a tornado and goes on her way. power lines are down, and this is the roots of the tree that fell. i'm surrounded by debris here. one thing they don't know was what kind of storm this was, whether a microburst tornado or

jeff: the call came into police at 7:15 of shots fired. officers responded and found two males lying on the ground, both pronounced dead at the scene. this does not appear to be a random act. no word on the relation between the suspect or suspects in the victims. the police say the general public is not in danger. >> detectives are working extremely hard, trying to piece together everything. it is still early in the investigation. we are asking for anyone who may have heard or seen anything to please call the police. obviously, so many questions to be answered, not only the identity and ages of the victims, shots fired, but what led up to this double shooting. the police are still looking for information only suspect, looking for help from the public to solve this crime. jeff goldberg, abc 7 news. leon: a death after a cosmetic

procedure was ruled a homicide. kelly lemay hugh died this summer after she had silicon injected into her buttocks in new york city. she worked as a freelancer at bet. metro safety issues have been in the headlines for months. now what could be the most drastic change for the transit system. the ntsb is asking for new federal oversight. we heard that -- we put that question directly to the head of metro. the national transportation safety board use the january fatal smoke incident at the l'enfant metro station is a non-equivocal example as to why metro needs a major oversight change or riders will remain in harms way.

they asked in an unusual and urgent step to redefine the commuter railroad to put oversight of the rail division under the federal railroad administration. the ntsb believes that the metro moreold accountable. canntsb says the f.r.a. have more inspections, issue higher safety standards, and monitor lines. they said that the tri-state order committee does not have effective real oversight. without adequate oversight, accidents and incidents will continue to place riders at risk. >> we are working completely to address issues. jay: we caught up with metro's leader. >> they expressed their opinion. i think it is for somebody else to decide who will have oversight. we are happy to work to make the system safer. jay: we also spoke with federal

leaders. >> anything the federal government can do to further the theidence of the riders, reliability and safety of metro, we will support. >> we are on a downward spiral that metro needs to recover from. the ntsb is hoping for quick action. they are calling on the u.s. department of transportation to act on this request within 30 days. jay korff, abc 7 news. now, arlington on alert. another woman was attacked last night and they suspect is still on the loose. the police are trying to determine if he is the same man behind seven other attacks. jeff goldberg spoke with two witnesses. jeff: the rain had just stopped and it was time for bed, until -- >> we heard a bloodcurdling scream. >> a scream i will never forget. these neighbors on north

quincy both ran outside along with her girlfriends. one looked towards the bushes in front of his house. oute saw her, she pointed the street, and our neighbor was chasing. >> i got to the corner and lost him. 10:30 tuesdaybout night. a 23-year-old girl on her way home from work had not and off the bus at north quincy and washington, heading towards home two blocks away. when a dark stretch in front of this set of bushes and across the street from washington lee high school, she was attacked. neck came up, grabbed her come and try to grab her book bag. jeff: he got away and she was not hurt. >> she was shaken up. >> without her fighting back and screaming, i don't think she would have gotten away. jeff: this is the eighth attack of a woman in arlington in less than two months. the suspect description in this case, like the others, is vague.

afternoon, evening, the heavy band of rain stretching all the way across central virginia. moving through dinnertime, rush-hour, very wet. once this lifts out, we look for improving conditions. maybe for a few hours. and we are watching joaquin. the potential rainfall totals come just from storm number one. upwards of two inches in d.c., further south could be looking at three inches in fredericksburg, lesser amounts to the north. here is the latest on joaquin, a strong hurricane, the wind at 115. we have had wind gusts of 140. the track of the storm as it moves off the coast, likely to become a category four. as early as sunday into monday, this is when it could make landfall. even though you see the center over the d c area, that does not necessarily mean it will be right over us. it could be new york city, could be the coast line of new jersey,

hurricane joaquin looming over the game at fedex field, the nfl has looked into a contingency plan. according to an insider, one of the plants involves the redskins moving their bye week to this week and scheduling the game sunday for week eight, when both teams have a scheduled bye. jay gruden says don't judge kirk cousins off of his two interceptions last week against the giants. interceptionso against the dolphins, but none against the rams. today, cousins was asked what he could do differently. kirk: anytime you throw an interception, you always say, what can i do differently? i do want to sound like i'm not taking it seriously, but if i don't trust those throws at times, i will never make consistent completions.
