some time to make sure we can get that information accurately to you. our number one priority is to make sure we take care of the victims, the families, and the community of roseburg. i would like to thank the first responders that responded in a timely manner and thank you. >> we will not be able to take any more questions today. >> this is a breaking news alert. leon: that breaking news coming out of oregon. at least 13 people are dead on a community college campus. this happened in roseburg which is just north of the california border. mike is monitoring the situation for us. what is the latest? reporter: we just learned in the last couple of minutes from the governor that the shooter was a 20-year-old man and the local county sheriff says he is dead. his name has not been released and it is unclear if he is a student at umpqua community

college or if he died from a self-inflicted gunshot went or with an exchange of gun fire with officers. right now law-enforcement sources are telling us the death toll stands at 13 with many others injured. many rest to the hospital and ambulances. this community colleges only one security officer on duty at a time and that person is not armed according to the school's former president. it is located in roseburg, oregon. a small town in the southwestern part of the state. we first learned about this situation through a tweet by the local fire district advising people to stay away from the area. attially reported as -- 10:38 pacific time as an active shooter in the classroom. two or three- officers arrived on scene and exchange gunfire with a suspect. then they did a sweep of the campus to make sure the threat had been neutralized.

it happened in and around a building called snyder hall. the white house saying the president has been briefed on this by his homeland security advisers. he along with many other leaders they stress his condolences. for the victims and their families the former president of the college says in the past year when the big debates on campus was whether the school should have armed security officers. he added in the past couple of years they've had several exercises, training exercises with local law-enforcement agencies saying "you can never be prepared for something like this." you.n: thank we are also on storm watch tonight is heavy rain hats for our area. the same system heading our way already killed one person in south carolina. and it left streets in cars flooded. leon: this is just the first set of potential one-to punch. -- one-two punch. doug has the latest.

doug: the news in the weather center right now from the national hurricane center in miami is the latest computer model guidance continues to , and the idea that the storm major category four storm will likely stay offshore. that is good news if a hold to everyone along the u.s. east coast. it is maintained its powerful winds of 130 miles per hour with gusts up to 160 miles per hour. the eye is very clear over the southern bahamas. it is expected over the next 24 hours to make a sharp right-hand turn and start heading northwards. the hurricane center has been newly get some good, high quality guidance over the last 24 hours from highflying jet aircraft. they sample the air and also numerous balloon launches. that added data has caused the number of models to kind of fall in line with the actual gold

standard for these kind of storms. they all continue this trend offshore. by 2:00 p.m. on monday, the sustained winds of 80 miles per hour, it will be 150 mile south of ocean city. by tuesday, southeast of cape cod. will tend tove run keep it more and more offshore. people like to see the spaghetti plots. it's is a compilation of all the models that are handling the storm. they are still all over the place that you will see the major players here continue to shift slowly but surely off to the east. it is possible that one of these other models could have it right? absolutely. but right now we are going with the trend. the trend locally is for rain at a lot of it. maybe one or two inches of rain tomorrow. that is why flash flood watches are issued from tomorrow morning

alison: earlier in the day it was virginia governor terry mcauliffe it was talking about preparing for the storm. chris picks up coverage in alexandria. area of old town alexandria has seen so much flooding over the years. this measuring stick based on the height of the potomac river was built into this wall. for the people that live and work in this area they are hoping this will not be needed. heavy downpours, plus the potential for flooding could cause major problems over the next several days. forecasted rain, road crews are clearing away debris around storm drains. in fairfax there is several stretches of roads were standing water could quickly become a problem. >> the water of the potomac

reporter: back that was storm coverage. a couple of weeks ago this was was packed with people. now there's only one brave soul hiking of the boardwalk. the winds are gusting. this is just a small nor'easter. all along the eastern seaboard they are preparing for hurricane joaquin. up in new jersey they have a lot of folks on the boardwalk pulling in all caps of equipment off the boardwalk, getting their shops boarded-up, preparing for what is to come. these are folks that survived superstorm sandy that it so much damage and wreaked so much havoc in that area. hurricane joaquin has grown to a category four storm. down in the bahamas where it blew through, the video and reports are getting so far -- have a look.

it did a lot of damage. living branches, palm's of the trees like they were twigs. littering the area with all caps a debris. the good news is we've not heard of anybody that was killed or seriously injured as a result of this storm blowing through. back in ocean city, the problem with the surf -- they have a levee system that is set up. i don't worry so much about the threat from hurricanes on this side. the problem is that everyone's attention is drawn this way. the problem comes over here because the water floats from over in that area. that is the back bay area and it floods. brad bell joins us live from that side of the threat from ocean city. reporter: what we are expecting to see from this nor'easter and from joaquin, even if it is far offshore, his flooding. much like what we saw during superstorm sandy. these neighborhoods in lower ocean city is where begins.

this is the back bay. right now it is low type of the water is that -- abnormally high. it will come over this wall. drain, when it rains is much as we are expecting with this nor'easter in an joaquin, you get to the water level is just love this great. there is nowhere for the water to go. it floods these neighborhoods and it is expected to be bad. the frightening thing is that the nasty weather battering the town now isn't even severe hurricane. it is a nor'easter, bringing heavy winds and surf from the northeast. it will last for days, pushing the ocean up against ocean city. >> when you have two back-to-back storms, it affects tight cycles over 11 or 12 cycles, it will cause problems. we know we will see flooding. reporter: this is where it will start. by tomorrow afternoon it will be

moderate to severe and it will get worse as joaquin nears. in addition to the high tides, an additional 10 inches of rain will have nowhere to drain. >> it is nature. it's a miracle when you see it. you need to respect the ocean, the weather. reporter: venturing out to watch the surf in the inlet today. we met don walking her dog. she says she is already buttoned up her house. >> normally i really never have gotten very excited are worried until sandy. with this one i am worried. i think it is the flooding i'm concerned about right now. reporter: she is absolutely right. take a look. the water lapping at the bottom of the dock. it is low tide and we are expecting another high tide later on this evening. we are told by tomorrow afternoon there will be flooding in this neighborhood. brad bell, abc 7 news. jonathan: thank you very much.

the hurricane. here is the latest deal on joaquin. this shows you the relative size and circulation. what we have superimposed is the jet stream. the high level wind guiding systems across the country right now. with such a deep trough this low pressure that extends under, it's one of the reason the computer models are picking up on the fact is likely to occur off the coast and stay offshore. this pattern is how we get the heavy rain. that is where we are getting the strong winds and rain basis from. it is a dangerous category four storm. wind gusting up to 160 mile per hour. it will make the turn within 24 hours to the north and if he gets further north into an area where the water temperature is a bit cooler, it will weekend. -- weaken.

on is ahead of to the wall in terms of what we are looking at with a flood watch. we still have it in effect for tomorrow and into the day on saturday. that includes all the areas in bright green. all of southern maryland. this is tomorrow through saturday evening. notareas shaded in green so much of a problem in terms of heavy rain. light showers around the capital beltway and southern montgomery county. not going to amount to a whole lot, at least not right now. the biggest story will be the heavy rain for tomorrointo early saturday. we could be looking at over to three inches of rain in some areas by the time the system finally clears the region. a look at the next seven days. high temperatures around 60 degrees on saturday. 66 degrees on sunday as we watch what is now joaquin. look for sunshine to return back into the forecast on tuesday,

this morning in fairfax, the final court appearance for accused killer charles severance before his murder trial starts next week. things got interesting. the hearing to out with mostly housekeeping issues. that was until the judge started asking him questions. reporter: things got interesting when he was arraigned on the 10 charges related to the alexandria murders. severance pleaded not guilty to all 10 and then repeatedly told the judge excessive bail shall not be required. the judge tried asking him routine questions like his date of birth and whether he understood the charges against him. "i don't want to answer them are questions. i feel i'm being coerced." that was before again returning to the issue of bail. the judge said he is not getting bail and severance said that is

now we are talking about more rain than that is ahead of hurricane joaquin which will be later next week. let's show you what it looks like on the numbers. we are looking at a flash flood watch in effect for all of us. this runs through friday and into saturday because of the potential of all the rain. we are watching for pockets of heavier banding of rain it could lead to flooding. and we have concerns across the area because we will add more to it. the latest computer guidance shows the possibility of several inches of rain on top of what we already had. that leads me to have concern, especially as we head into tomorrow evening. a few things you can do right now to get yourself prepared is check storm drains and gutters. check your some open the basement. maybe do a little -- sump pump in the basement.

across our region are prepared for whatever comes our way over the next couple of days. brianne carter, back to you inside. leon: there are certain parts of this area that is seen flooding. that has some residents preparing for what the next few days may bring us. storm coverageup now in the bloomingdale section of d.c. reporter: with an adequate sewer system, people in bloomingdale have seen floodwaters gushing out of their toilets in drains into their homes. when they hear about a hurricane and heavy rain they are nervous. even his major construction continues to build bigger sewers to fix bloomingdale's flooding problem, they're worried when heavy rains threaten. >> it is concerning when it last for so many days. when the sewers philip it needs a little while for it to touch up. reporter: she and others have had flown -- homes flooded in

160.ng up to a small area right around the center of circulation. the national hurricane center track takes it northward and keeps it a category four through tomorrow and then weekends it as it hits some upper-level winds. it will generally be offshore by 2:00 monday afternoon. if the models continue to trend this to the east it could turn out that this could have no effect on our area at all. the better chance is it will have some affect. it's still possible some of these could be right and hit closer to the coast. most of the models take it off shore. they could still indirect with this big truffle low-pressure that is getting us rain and flooding. we are not out of the woods no matter what the computer models say. steve: it will continue through tomorrow and into early saturday. this is the latest in terms of

the flash flood watch in effect for most of the area, including the district, all surrounding counties, and southern maryland. not looking at quite as heavy rain. that very well may change as we move through the day tomorrow. live super doppler radar. of course the roadways are wet. that is slowing things down. things are slow up there and it is not going to get a hold up better. especially as we move for the next 24-36 hours. with the montgomery county into frederick county, moderately -- moderate rain lifting up to the north. this is what we expect in terms of rainfall totals. anywhere between one or two inches. localized areas could see two or three inches if not more as you find yourself under some of these heavier cells. higher temperatures on friday. only in the middle 50's.

we are talking 60 on saturday and middle 60's on sunday. we will break into a little bit of sunshine by tuesday and wednesday of next week. the highs will rebound back into the lower 70's. we are already starting to hear about a lot of cancellations for this upcoming weekend. prince george's county schools canceling all outdoor activities friday and saturday. organizers announced this afternoon there canceling the taste of bethesda. art of the avenue is also being canceled. leon: plans may be changing for tonight's low. the commute could be messy. jamie: the first thing that is going to change is if you typically exit university boulevard, that is not happening right now on the inner loop of the beltway. it is closed because of flooding. your alternate, colesville road
