become the next speaker of the house. >> i think i shocked some of you. >> majority leader kevin mccarthy with drew from the race just minutes before the vote. >> we should put this conference first. there's something to be said for us to unite we probably need a fresh face. >> reporter: he said he was not the right person to unite the party facing a challenge from the same hard line conservatives who forced out speaker john boehner. they announced they would ban together to instead support long shot candidates daniel webster possibly blocking mccarthy from reaching the required votes in the full house. >> i think they were stunned. >> webster and the other remaining candidates knds jason chaffetz both are shocked by mccarthy's withdrawal. >> our conference will have to do a lot of deep soul searching. we'll see what happens. >> reporter: mccarthy faced heavy criticism for a recent gaffe now featured in a commercial for hillary clinton who said mccarthy's comment was proof the benghazi committee is a political ploy.

>> that wasn't helpful. >> mccarthy said there are other who's could unite the party but did not endorse a candidate. his stunned colleagues now left to reconsider who should take the reins. >> we have two candidates for speaker. >> bazi kanani, abc news, washington. >> he said it didn't help things. so despite a major push to recruit former vice presidential nominee paul ryan for the job, he says he will not run. >> but boehner and mccarthy are among those trying to get him 0 reconsider into ryan was expected to be at a big book launch last night and didn't show up for jack kemp who is his hero. a lot of people prying to get him to turn. in the race for president, dr. ben carson remains firmly at the center of controversy for his comments about guns. he writes in his new book that the disarming of german citizens helped lead to the holocaust which killed 6 million jews by the nazis. he was asked yesterday on cnn about linking those eventsn an interview.

>> but just clarify. if there had been no gun control laws in europe at that time, would 6 million jews have been slaughtered? >> i think the likelihood of hitler being able to accomplish his goals would have been greatly diminished if the people had been arped. >> carson always said there's reasons these dictatorial people take the guns first. the anti-defamation league calls his comments historically inaccurate. >> spencer stone who took down a gunman on a train bound for paris is recovering from stab wounds in a california hospital. in the video, we see him fighting with a group of people outside in sacramento yesterday. police say alcohol was likely a factor that led to the altercation. he was stabbed three times and is litted in serious condition. his injuries are said to be nonlife-threatening. >> the u.s. navy will be launching a search for sunken

cargo ship el pharoah and its data recorder using sonar and remotely controlled vehicles. hurricane joaquin sank the ship last week with 33 people on board. mourners gathered on long island, new york and jacksonville, florida, for vigils in honor of the victims lost in that disaster. south carolina's governor is urging residents of coastal areas to evacuate as soon as possible. homes and businesses that were spared by the flooding from all that record-breaking rainfall are now in the path of storm swollen rivers rushing toward the coast. here's abc's elizabeth hur. >> thousands in the danger zone urged to evacuate. >> the sun is out but the water is coming. we need you to get out. >> reporter: this is why. rivers already swollen with storm water cresting to record levels are on the move down stream toward south carolina's coastal communities. >> we have been through the first big wave. we are about to go through the second big wave. >> reporter: meanwhile, across

the state, the work of reinforcing the breached canals and dams still on going. so far at least 14 dams have failed. dozens more threatening to burst and this a collapse at the fragile columbia canal. the area's crucial source of water but officials are maintaining the situation is under control calling the collapse just a setback. >> there are no plans to absolute off the water system. zero plans. the system is running. it's running strong. >> reporter: encouraging news for residents hundreds still in shelters and many more finally returning home trying to recover. >> i'm going to fix this. i'm going to get my kids to school. my cars are underwater. >> i didn't have water in the house. >> officials say right now it is still possible this threat of more flooding ends up being just that, a threat. they say they are airing on the side of caution reminding residents it's better to be safe

than sorry. back to you. >> thank you. now we focus on overseas and the u.s. air strike on a hospital in afghanistan may have much worse than believed. we already knew 22 doctors, nurses and patients were killed. now there's word that 33 others are still unaccounted for this morning. yesterday, doctors without borders reiterated its demand for an independent investigation after getting a direct apology from president obama. >> russia is denying reports that some of its missiles fell short of their syrian target. instead crashing in iran. now disturbing new images from syria seem to contradict its claims that its air strikes are aimed at isis rebels. abc's martha raddatz has details >> reporter: it was an impressive display of firepower. that volley of 26 cruise missiles headed to syria. but we mou know some of those never made it.

regional reports call them unidentified flying objects. u.s. officials say those where is four russian missiles crashing into iran. those that did strike syria say russia are hitting mostly isis targeted. but this video an aid group says shows the rescue of syrian children struck by the attacks launcheded largely against rebel forces opposing assad. u.s. defense secretary ash carter had strong words for russia. >> we've seen increasingly unprofessional behavior from russian forces. and i also expect that in the coming days the russians will begin to suffer casualties in syria. >> reporter: russia's involvement poses a danger to the u.s. as well. those air strikes are launched without warning meaning u.s. pilots have to do their best to stay out of the way. martha raddatz, abc news, washington. >> a delta flight that took off from seattle was forced to return to the airport after hitting a bird. the airbus was heading to hong

dangling from a telephone pole in charlotte, north carolina. the driver says his brakes failed as he was coming off a freeway ramp and his suv drove right up the telephone pole. he was able to crawl out of the backdoor and amazingly, he came away from this with just a few scratches and bruises. >> that is amazing. >> uh-huh. a school bus driver in pennsylvania is in some trouble this morning for allegedly texting while driving. there's video shot by seventh grader on the bus that shows the driver with one hand on steering wheel and the other on the phone. the student's parents posted the video online. then the bus company and the school district started looking into the incident. the driver wasn't on the job yesterday. the owners of volkswagen diesels could be getting money from the automaker. vw's top u.s. executive says it would be compensation for the lost value of hair cars. >> but he insists it was not a corporate decision to install the software that falsified emissions readings. more from abundance's david
