become the next speaker of the house. >> i think i shocked some of you. >> majority leader kevin mccarthy with drew from the race just minutes before the vote. >> we should put this conference first. there's something to be said for us to unite we probably need a fresh face. >> reporter: he said he was not the right person to unite the party facing a challenge from the same hard line conservatives who forced out speaker john boehner. they announced they would ban together to instead support long shot candidates daniel webster possibly blocking mccarthy from reaching the required votes in the full house. >> i think they were stunned. >> webster and the other remaining candidates knds jason chaffetz both are shocked by mccarthy's withdrawal. >> our conference will have to do a lot of deep soul searching. we'll see what happens. >> reporter: mccarthy faced heavy criticism for a recent gaffe now featured in a commercial for hillary clinton who said mccarthy's comment was proof the benghazi committee is a political ploy.

cargo ship el pharoah and its data recorder using sonar and remotely controlled vehicles. hurricane joaquin sank the ship last week with 33 people on board. mourners gathered on long island, new york and jacksonville, florida, for vigils in honor of the victims lost in that disaster. south carolina's governor is urging residents of coastal areas to evacuate as soon as possible. homes and businesses that were spared by the flooding from all that record-breaking rainfall are now in the path of storm swollen rivers rushing toward the coast. here's abc's elizabeth hur. >> thousands in the danger zone urged to evacuate. >> the sun is out but the water is coming. we need you to get out. >> reporter: this is why. rivers already swollen with storm water cresting to record levels are on the move down stream toward south carolina's coastal communities. >> we have been through the first big wave. we are about to go through the second big wave. >> reporter: meanwhile, across

the state, the work of reinforcing the breached canals and dams still on going. so far at least 14 dams have failed. dozens more threatening to burst and this a collapse at the fragile columbia canal. the area's crucial source of water but officials are maintaining the situation is under control calling the collapse just a setback. >> there are no plans to absolute off the water system. zero plans. the system is running. it's running strong. >> reporter: encouraging news for residents hundreds still in shelters and many more finally returning home trying to recover. >> i'm going to fix this. i'm going to get my kids to school. my cars are underwater. >> i didn't have water in the house. >> officials say right now it is still possible this threat of more flooding ends up being just that, a threat. they say they are airing on the side of caution reminding residents it's better to be safe

than sorry. back to you. >> thank you. now we focus on overseas and the u.s. air strike on a hospital in afghanistan may have much worse than believed. we already knew 22 doctors, nurses and patients were killed. now there's word that 33 others are still unaccounted for this morning. yesterday, doctors without borders reiterated its demand for an independent investigation after getting a direct apology from president obama. >> russia is denying reports that some of its missiles fell short of their syrian target. instead crashing in iran. now disturbing new images from syria seem to contradict its claims that its air strikes are aimed at isis rebels. abc's martha raddatz has details >> reporter: it was an impressive display of firepower. that volley of 26 cruise missiles headed to syria. but we mou know some of those never made it.
