bound rockville pike. there is a guy on a bike going through the water. we saw another man, he had his baby behind him trying to navigate his way through the water. the call came in at 1:04. a 16-inch broken main. crews are determining the exact location of the water main break. they are turning valves to do that. it is unclear at this point how many people are affected or what caused this. however, the spokesperson said the old pipes could be to blame. boy scouts of america is also located here. the employees there were able to leave early because of what is happening. they said their water has not been affected. no word on how long it will take to have this broken main repaired. the w.s.s.e. spokesperson said it could take four to six hours. however a worker told us he expects for the work to continue into tomorrow morning. reporting live in bethesda,

it's interesting because up to this date it has been a civil process between the five democratic candidates for the most part. but this is the first time they will be on stage together. the big question is will that civil attitude continue? las vegas is a city down for its antics. so will the presidential hopefuls misbehave or play nice? hillary clinton and bernie sanders the top two contenders have been relatively speaking pleasant toward each other. >> i respect his enthusiastic and intense advocacy of his ideas. >> i respect, i admire her. scott: so maybe the types will come from those who only have up to go. like martin o'malley who hasn't been shy about taking on clinton. jim webb and lincoln chafee facing long vegas style odds. >> fireworks. i'm sure there are people trying to make a name for themselves.

scott: it's about point fingers and they will be asked to double down on gun control to immigration. the issue that the fellow dems say should be where they put the political chips. >> i think there are slight differences in issues but not the personal attacks or the name calling or the assault on the character we saw in the republican debate. scott: either way the sin city appearance is where they plan to stop letting donald trump and the g.o.p. steal all the spotlight. >> there is too much attention focused on the 17 and the 15 members on the republican side. donald trump, give him competition and hear what the democrats really stand for. scott: one other big name that is being mentioned quite a bit is vice president joe biden. many of the supporters hoping he would have declared a candidacy by now. of course, that is not the case. i will point out an hour ago we saw on television here a very extensive and a very well-done television commercial ad campaign pushing

for him to run. so a lot of pressure out there. the democratic field not necessarily set just yet. we will have live coverage throughout the night. reporting live from las vegas, scott thuman, abc7 news. maureen: thank you, scott. meanwhile let's look at the numbers. while hillary clinton tops the democratic party in recent polling, she is lagging behind with the younger voters. 18- to 20-year-olds credited with driving the successful obama presidential campaign. this time around, senator bernie sanders is winning them over. when the young voters were asked about their views of sanders he is 18 percentage point in the positive. vice president biden is at plus 15. yet to make a decision on running. hillary clinton is far behind with the younger voters. join us for abc7 news at 11:00 tonight. political reporter scott thuman will be back to recap the first presidential primary democratic debate. leon: look at the weather. tonight is all about location, location, location. depending where you are, you

could see the heavy downpours or maybe seeing sun. chief meteorologist doug hill in the weather center now with who is about to get rain. doug: the heaviest rain continues to be east of the metro area. new areas of the showers and the storms to the west and the southwest. all ahead of a cold front. at the moment it's dry and cloudy outside the belfort furniture weather center. there you see the satellite and the radar. showers and the storms get heavier past the longitude. they get east of washington. more showers to the west. we will keep an eye on in the everything hours. we will do the zoom-in and show you where the heaviest showers are in the metro area and one to the west of burke is going to move west to east. so scattered showers will be the deal. later tonight, clearing and breezy and cooler. in the morning 49 to 57. pleasant weather tomorrow but a substantial change in the weather pattern by the weekend. we'll explain what you should look for in a few minutes. maureen: thank you, doug. last july montgomery county mandated paid sick leave for

all employees of the county after the state did not. some in the neighboring prince george's county thought their county would follow suit but it didn't happen. maryland bureau chief brad bell has both sides in ongoing fight. brad? brad: supporters of the bill say like increasing the minimum maje this is simply something that should be done for lower income workers. they were optimistic coming in the hearing today but there was a bizarre turn of events and the bill stalled. curtis black drives a metro access van. he gives mobility to the disabled. but if he has a problem, the he gets ill, he has a tough choice to make about calling in sick. >> that means that that is going to be less on my paycheck. brad: his employer doesn't give him paid sick leaves. today he took time between shifts to make his case to the prince george's county council considering a bill to mandate county employers allow workers to accrue sick leave at one

hour for every 30 hours worked. >> we have a lot of people in county that are hourly workers and that are working every day. if they have a sick child, if they take off, they don't get paid for that. brad: in the council committee hearing shortened by an unexpected fire drill, the bill ran into trouble. a number of business people pushed the council to let the state legislature tackle the issue. >> it's a policy that should be state wide, uniform. brad: so the council decided to table the effort to push for a paid sick leave bill in annapolis. curtis black says for him, it means more tough decisions. >> because, of course, you know they get paid for sick days. why wouldn't your employers get paid for sick days? brad: so everyone here on the council says they are in support of the idea. but they believe in a majority it should be a state measure.

so they say they will go to annapolis and push for the passage of a state wide paid sick leave bill. if that doesn't happen, they say they can revive this bill and try to do it here in prince george's county. very weird turn of events with the fire alarm that went off today. people felt like they were being hurried so they said let's just go ahead and slow down. in upper marlboro, brad bell, abc7 news. leon: thank you. coming up at "abc7 news at 6:00" tonight -- did this confrontation with a d.c. police officer go too far? the confrontation and the m.d.p.'s response next. maureen: win for prosecutors in baltimore. the evidence they will be able to use against the police officers charged in the death of freddie gray. still ahead. leon: and driving in d.c. can be difficult. parking even harder. coming up, te confusing amount of parking and the payment options. and how the city is addressing that issue. leon: we've got breaking news coming in now about a shooting near elizabeth seaton high school in bladensburg. police sources are telling abc7 news that one person is dead and another is injured. the shooting happened on 57th avenue. that is near the school but we're told the incident is not school-related. we have a crew on the way to the scene and we'll have more right here as soon as we learn

it. cell phone video shows a d.c. police officer forcibly handcuffing a teenager. police say the teen ran away from officers who were investigating a possible a.t.m. robbery. while he was handcuffed the teen was not arrested. officers also briefly detained the person who was shooting the video citing police interference. dozens marched down pennsylvania avenue today in support of the teen. maureen: a judge has ruled the statement of two baltimore police officers charged in the death of freddie gray can be used at their trials. the six accused officers were in court today for series of pretrial motions. defense attorneys argued the officer statement to investigators should be thrown out because the officers were not read their rights before being questioned. leon: still ahead on "abc7 news at 6:00" tonight -- >> a number of new parking changes in one neighborhood. but why are they a little different than others? why is there not a unified system?

maureen: finding street parking in washington is hard enough as it is. when you finally find a space, how do you pay for it leon: they vary in different ways from how long you can park in a spot to how you pay for it. brianne carter is in northwest looking at the confusion out there for us. also finding a way that the city is addressing it. fill us in. brianne: absolutely, leon. they are addressing it today by launching yet another new program. this program you pay by space. it looks so similar to other programs out there some drivers say they show up not knowing what to do. from single space meters -- >> i put in my credit card and says approved. brianne: to multiple space kiosks where you pay and print a receipt and return to the

car to display it. parking payment options are popping up all over d.c. >> as confusing as the city is, it's better to have a streamlined process for parking. brianne: today, vdot ruled out another. new pay by space markers are part of a new pilot program. the drivers entered the space number in the kiosk pay and walk away. there is no need to return to the car. abc7 reached out to find out why there are so many ways to pay. the agency's director of research and technology said there isn't one type of technology that fits every different need. >> it's like there are signs all over the place don't park here. you are going to get a ticket. there should be signs for this. >>brianne: officials tell us they are working to make it easier for drivers looking for curb space in the city. part of the technology would be that they would be able to track the number of available spaces and make that available to drivers on an app.

of the potomac. the heaviest downpour in place is morning side to andrews air force base and extends south and east toward the upper marlboro. temperatures are mild. they will fall tonight. not terribly so. we will hold in the 60's for the overnight lows. upper 50's in the area. the extreme outlying suburbs may briefly get the upper 40's. the big story will be the change coming in the next couple of days here. we will see pleasant weather. all because of high pressure building in behind the cold front. by the time we get to friday a stronger cold front will knock things out. tonight is pleasant, tomorrow is pleasant with temperatures in the 60's. a big change, colder weather. not january or february cold but much colder than average. in some part of the area might get their first frost of the season on sunday and monday mornings around here. get ready. erin hawksworth has the latest on tuesday sports. erin: thank you, doug. it's cold here at verizon

erin: we're live at verizon center where alex ovechkin remains a game-time decision. he missed this morning's skate due to personal reasons. so it's unclear exactly what happened or if he will play tonight. the players are scheduled to begin warmups any moment now. as for the rest of the team, well, they are looking forward to seeing their old buddy joel ward who makes his return with the san jose sharks. >> good to be back to play a game. erin: joel ward, a fan and a teammate favorite in his time with the capitals is back in the house. >> on the ice he performs as anyone. off the ice he's an even better person. erin: ward was mr. clutch with the caps to deliver some of the franchise's most famous moments in the four-year run here which ended after last season. >> the one that sticks out is game seven boston. it's just huge. >> i think mostly it's friendships with the guys that i will carry with me for the rest of my life. erin: but tonight, ward is a
