21-year-old deandre smith from montgomery village. there is a dumpster and a signed tilted on its side. the gunfiree happened. a witness said he saw the whole thing while he was cowering in his car parked nearby. ries of anguish at this gaithersburg shopping center, now a homicide scene. it just happened so fast. it was kind of scary. richard: a witness saw the gunfire at 5:50 thursday night in this back parking lot. he saw the victim surrounded by five teenagers. there was an argument and then one of them pulled a gun. >> they argued, and it happened so fast. i do not know what they argued for. from the beginning to the shooting took two minutes.

richard: the witness heard four to five gunshots. after a medical examination, they determined the person was a man who was badly wounded. >> they found the victim suffering from an apparent gunshot wound to the head. the detectives do not believe this was a random shooting. he died at the hospital. officers searched rooftops, garbage dumpsters, and on the ground for evidence. they are also checking surveillance video from the nearby laundromat. customers were shaken up. >> it's a shame that somebody lost their life. you have to be aware of what's going on around you. richard: left behind at the scene, only a light-colored purse. the police have a lot of evidence to look through, including surveillance video. right now, no book out or description of the suspects in this apparent homicide.

maryland are moving forward to remove a statue. they approved a resolution to move forward with removing the fromof roger brooke tawny city hall. he was the supreme court justice who wrote the 1857 dred scott decision which affirms slavery. the meeting coming just days after it was vandalized. the police released surveillance pictures of suspects, but so far no arrests. the: starting next month, state of maryland can recall license plates with the confederate flag on them. they judge lifted the 18-year-old injunction. the recall goes into effect november 17. owners of the confederate plates will be contacted by the mva about the next step. leon: u.s. -- alison: u.s. troops will remain in afghanistan longer than planned. as many as 5500 soldiers will stay there through next year. president obama: i believe this

mission is vital to our national security interests. alison: he had planned withdrawal all forces by the end of next year, but u.s. commanders believe afghan forces are not ready to operate on the road to combat the recent surge in violence by the taliban and isis. they will focus on counterterrorism and training afghan forces. leon: tonight, we're hearing from the teenager at the center of a video that has gone viral, pinned to the ground by d.c. police officers. jason goolsby says that he and two friends i just left an atm in southeast monday when the police raced up. the officer told him that a man accused him of making a real uncomfortable. goolsby explained why he ran when the police arrived. was to run instinct because i did not what to die. i feared for my life. of d.c. mayorce muriel bowser released a statement saying the police department was reviewing the incident. alison: another day of emotional

testimony at the charles severance murder trial. chris dunning told how he returned home in 2003 and found his mother's body. jurors heard the 911 calls. the police question james dunning at the time but never charge him. charles severance is accused of murdering three people. jeff goldberg will be in court for the entire trial. keep track of the developments by following him on twitter a @abc7jeffg. in charleseowner county saw three teenagers running away from his home in white plains. jay korff has the details. leon, a lot of people talking about this bizarre case, in part because one of the suspects tried to run for congress.

charles county police say the crime happened in this home next to the woods on billingsley road in white plains, maryland. that threeallege , one of whom had political aspirations, got involved in it attempted home invasion. they try to get into a home but were thwarted by a barking dog who woke his owner. they fled and were eventually caught. the authorities found a duffel bat, duct tape, rope, and gloves. >> it's crazy. they need to stop and get a job. in: there has been a spike crime of light. the police are trying to determine if this is tied with other recent crimes. >> we have had the police out here several times. a quick online search reveals a perplexing aspect -- one of the suspects announced his intentions to run for congress in the fifth district
