abc's kenneth mouton is in washington with the late-breaking details. >> i considered to do this with reluctance. >> reporter: congressman paul ryan finally says he's in, agreeing to seek the position of speaker of the house. the 45-year-old wisconsin lawmaker who chairs the powerful ways and means committee says he's willing to serve if endorsed by three major gop groups -- the republican study committee the freedom caucus and the moderate tuesday group. >> i think we are still an exceptional country with exceptional people and a republic clearly worth fighting for. the american idea, it's not too late to save, but we are running out of time. >> reporter: his decision comes at a pivotal point for the republican party, already in control of the house and senate, they're looking to reclaim the white house in 2016. but there's been feuding amongst the house ranks. >> how are you feeling today? >> just great. >> reporter: after speaker john boehner announced he was stepping down, his endorsement, california congressman kevin

mccarthy abruptly withdrew following comments about hillary clinton and the house benghazi committee. speculation grew about jason chaffetz who chairs the house oversight committee. but then a stunning announcement. >> i'm out and i'm in with paul. >> reporter: the big issue for ryan, can he unite the house gop in a time when it needs strong leadership? he gave his colleagues until friday to express their support. kenneth mouton, abc news, washington. >> well, speculation continues to swirl around vice president joe biden over his white house aspirations. biden has taken a number of not so subtle shots at front-runner hillary clinton over the past few days, and now he's backtracked on the version of the decision -- of his decision to go after osama bin laden. biden had long said that he was not in favor of the raid. but yesterday he said something entirely different. >> i told him my opinion, that i thought he should go but follow his own instincts. but it would have been a mistake. imagine if i had said in front of everyone don't go or go and

his decision was a different decision. >> the white house refused to say which of the biden versions is the correct one. not weighing in on that one. >> yeah, they're not weighing in. it's going to be a tricky situation. sounds like he's running. there's one less democrat, by the way, in the race for the white house this morning. talking about former virginia senator jim webb, who has dropped out but is considering a run as an independent candidate. webb never gained traction in the polls. he complained also about the lack of time to express his views during last week's debate in las vegas. webb served as secretary of the navy under president ronald reagan. an apparent case of road rage in albuquerque has left one person dead, a 4-year-old girl. the child's father says the other vehicle pulled up next to his and opened fire. both parents were inside the car. the little girl was the only one injured. the albuquerque police chief says he's seen children die in crashes but this was a first and he's very upset. >> this is a complete disrespect of human life, and we're

starting to see this throughout our nation. >> police are looking for the suspect but don't have many clues. they say they're getting a great deal of conflicting information. their investigation closed interstate 40 for hours. got some new details now in the fatal police shooting of a south florida man. he was killed while pulled over when his car broke down. the police chief is speaking out for the first time about the incident and says a handgun registered to the victim was found at the scene. here's abc's elizabeth hur. >> reporter: for family and friends of corey jones he did not deserve to die, let alone at the hands of police. >> i can't explain it. i cannot understand it. >> reporter: they say jones was a church drummer, a peaceful man, so they want answers as to how and why the 31-year-old was shot dead by police when his car broke down arly sunday morning. >> clean record. no criminal anything attached to

him. he's just been a lovely grandchild. >> reporter: according to palm beach gardens police in florida, at the time officer nouman raja was not in uniform, driving an unmarked police car. >> he stopped to investigate what he believed to be an abandoned vehicle. >> reporter: police say officer raja was in the area investigating a string of burglaries and he opened fire when he says jones, who was armed, confronted him. >> we have confirmed that palm beach county sheriff's office recovered a firearm from the incident. detectives have located paperwork showing mr. jones purchased the handgun three days before the officer-involved shooting. >> reporter: police say there is no dash cam or body cam video available of this incident, and so an independent investigation is now under way by the sheriff's office. and pending the outcome of their findings, officer raja has been placed on paid leave. kendis and reena, back to you. >> elizabeth, thank you so much.

st. louis area police are increasing patrols around predominantly black churches after six arsons in the past two weeks. authorities believe the fires are linked but aren't sure whether race has played a part in the arson. the aclu calls it domestic terrorism. the pastor of one of the churches is calling for a prayer meeting today at noon. >> if someone is attacking that or stepping on that, americans should come together in one voice and say this is wrong. >> the region of course has been rocked by racial tension since the shooting of a black teen last year. the churches include catholic, lutheran, baptist, and non-denominational congregations. a major health alert this morning. new breast screening recommendations from the american cancer society. it says women with an average risk for breast cancer should start annual mammograms at age 45 instead of 40 and women should get screened every other year starting at 55. the group also said it no longer recommends a clinical breast exam in which a doctor or nurse

feels for lumps. well, nasa says halloween is going to be a little more special this year because it will include a close call with an asteroid. no, we're not making this up. this massive speeding rock is set to zoom past earth at about 78,000 miles an hour next saturday. apparently, nothing to worry about. so it will be around 310,000 miles away. the asteroid was discovered this month. the next time it's expected to fly by, 15 years from now. >> so this is a frequent visitor. >> who needs a haunted house when you have a possible asteroid? >> yeah. and on halloween. oy. a couple of baseball teams are on the verge, as you know, of world series. and that's a perfect way to get into another short episode of "sports with reena." >> i like how you call it an episode like it's a telenovela. >> oh, it is. it is dramatic. >> here we go. let's start in the american league. right? the royals and the blue jays in toronto. it didn't take kansas city long to get going.

surveillance video shows the frantic moments inside a commuter bus before it bursts into flames in washington state. the driver asked passengers to leave the bus because of a fire. look at that. they exit as the flames start to spread. commuters line up along the side of the highway while the bus is engulfed in flames. the cause of that fire is under investigation. well, turning now to a terrible incident on a texas highway. a driver charged after swerving into a motorcycle, injuring two. but he claims it was an accident. >> he's defending himself now with a rather unusual excuse you might say. lauren zacalat from our dallas

station with more. >> have a seat right up here. >> reporter: 68-year-old william crum may be cuffed and in custody, but he didn't hold back when it came to his comments. >> i'm pissed off, just to put it bluntly. because the other guy didn't get charged with anything. and his own video incriminates him. >> reporter: in an unusual press conference set up at the hood county jail crum talked about his arrest and the charges against him. two counts of aggravated assault with a deadly weapon after he was recorded on video swerving his car into two people on a motorcycle passing in a no-passing zone. >> you hit them! >> i don't care. >> reporter: he maintains swerving was a reaction to getting bitten by a spider. he tried showing us evidence of the bite. >> a lot of people say there is no way that that was an accident when they look at that video. >> well -- >> what do you make of the video when you watch it? from a different perspective. >> it was another person that actually wasn't inside the car, i would probably think the same
