least. all morning long, all the talk here what been about paul ryan. would those on the hill meet conditions to run for speaker? then we get word that vice president biden would make remarks from the rose garden. that announcement that he will not run for president. >> unfortunately, i believe we're out of time. the time necessary to mount a winning campaign for the nomination. scott: the words joe biden probably didn't what out theer but did anyway. getting in the race this late with delegates and dollars lining up behind the competition would mean a bumpy road to white house. the bailing is a gift to hillary clinton who tweeted he is a great man and she is inspired by his optimism and commitment to change the world for the benter. on the flip side, donald trump supported for a different reason. i would rather run against hillary because her record is so bad, he said. republicans are jockeying for

position. at the center of the scrum paul ryan potentially the next speaker. if you want him, you play by his rules including weekends reserved for families, not fundraising. >> it's in their hands. i will leave it up to the colleagues to decide. >> it's a matter of paul meeting with those in that particular caucus that have concerns. scott: namely the ultra conservative freedom caucus. >> i think everybody is open to anybody who can unify the conference. >> he is a father and he has young children and he does not have time to do the speaker's job as it has been done in the past. >> what if they balk or ryan decides not to take the job? what is plan "b"? >> don't know. scott: house freedom caucus has a plan b. daniel webster out of florida. if they, the caucus, which is 30 to 40 members want to, they could perhaps rally enough to block paul ryan. we don't know. we have to wait to see. the votes are scheduled for wednesday and thursday.

reporting live on capitol hill, scott thuman, abc7 news. leon: thank you. hillary clinton will testify tomorrow before the house committee looking in the terrorist attack on u.s. facility in benghazi, libya. four americans including u.s. ambassador chris stephens died in the attack. the committee has been under fire amidst accusations that the goal is to derail her presidential campaign. republicans are denying that is the case. >> i'm convinced the american people will view that as being professional, complete and legitimate effort to try to get answers on behalf of the families of the four dead americans. leon: this will be the third time the former secretary of state testified about benghazi. but the first time she will be doing it before this particular committee. maureen? maureen: legion, the parents of accused serial killer charles severance took the stand today as defense began its case. severance is charged with killing three people in alexandria over the course of a decade. his parents testified about his mental health troubles leading back to the 1970's.

tomorrow the defense will focus on severance's erratic writings. you can track the entire trial by following abc7's jeff goldberg on twitter. alexandria prosecutors say they have identified the driver involved in a hit-and-run crash that killed a woman more than a month ago. but they say there will be no criminal charges. prosecutors say there is no evidence the driver of the construction truck knew she hit 60-year-old debra bogard. there is no evidence she drove erratically before or after the accident. leon: now an update on the murder of an upper marlboro woman. police have in custody a suspect in the death of amanda jones. the suspect's name has not been released. but jones' daughter says the victim and the suspect once dated. the relationship, though, ended badly enough for her to get a restraining order. jones' body was found in her home yesterday morning. alison: hour-long de -- maureen: an hour-long debate wrapping up in the district. the suspect the police body
