from abc news, this is "world news now." good morning, everyone on this thursday. i'm reena ninan. >> i'm phillip mena. we were just talking about the baseball game. >> i'm surprised you made it in. >> well, we stayed up to watch it, that's for sure. people here in new york are obviously excited the mets are moving onto the world series. that's just new york. the rest of the country i think were pulling for the cubs who hadn't won since 2008 and that's going to continue. >> how much did the pulling for the cubs have to do with the back to the future movie? >> it was a convergence which we know did not happen and that combined with the fact they hadn't won for so long of was rooting for them but here in new york mets fans are happy. we turn now and begin with politics and the end of a political guessing game that has gripped the country for months. joe biden announcing that he will not run for president. >> we had been waiting for this one. will he, won't he.

aides close to the president say he did not make up his mind till tuesday night simply saying it was too late to launch a successful bid. kenneth woeten has the late jest. >> reporter: still grieving the loss of his son, vice president joe biden says his time to jump into the race has passed. >> it may very well be that that process but the time we get through it, closes the window on mounting a realistic campaign for president i've conclude it has closed. >> reporter: he stooded with president obama and his wife in the rose garden of the white house but only biden spoke about his decision just a few months after his son beau died. >> beau was our inspiration. unfortunately, i believe we're out of time. >> reporter: getting into the race now would have been a major challenge for biden. our new poll shows the vp with 16% i support for the nomination

versus hillary clinton's 54%. >> a few weeks ago, it seemed like there was was a fervor and interest in his candidacy. people aren't sure about bernie sanders as an alternative. then debate happened. >> reporter: clinton called biden and tweeted she was inspired by his optimism and commitment to change the world for the better. donald trump said biden made the correct decision. >> and frankly i really want to run against hillary. i really do. >> reporter: and more reaction to biden's announcement poured in. the super pac said it was grateful for supporters and bernied saers thanked biden for a lifetime of public service. >> kenneth, thank you. as for the republicans, donald trump is the clear front-runner according to our latest poll. 42% say trump is most likely to win the gop nomination. just 15% say carson will get it. and 43% say trump has the best chance of winning the general election against a democratic opponent. ben carson, jeb bush, marco rubio, ted cruz and carly

fiorina are way behind trump. hillary clinton takes a break from the campaign trail today to go before the benghazi committee on capitol hill. for the an least eight hours, she will face tough questions from seven republicans and five democrats. about the biggest crisis she faced as secretary of state. four americans including the u.s. ambassador died in the benghazi attack. republicans say they're pressing for new information. clinton supporters say the gop is playing politics. wikileaks has published what appears to be hacked information from the personal e-mail account of cia director john brennan. the cia is calling the postings a crime. they apparently include his security clearance application when he was seeking a job as white house counter-terrorism advisor. the hacker claims to be a teenager protesting u.s. foreign policy. there's no information it is classified. the case of road rage ended with a 4-year-old girl shot to death.

police have arrested tony torrez and charged him with murder after a search rng on tuesday afternoon. as ryan owens reports, the death of that little girl has rocked the entire community to its core. >> reporter: she is the face of the most heartbreaking case of road rage anyone can remember. and word of a possible break in her murder. >> there's an adult holding, it looks like an unresponsive child. >> reporter: they also just released this 911 call of a motorist who saw what happened to 4-year-old lilly xwarz garcia. her father just picked her up from her second day of school on tuesday. she and her 7-year-old brother isaac riding in the back of this pickup when lily was shot in the head. >> i cannot imagine being the father of little lily. >> reporter: albuquerque police say lily's father and another driver kept cutting each other off as they were approaching an exit on interstate 40. police say the other driver pulled up next to the family and opened fire. the police chief is still begging witnesses to come

forward. this city coming together to catch a child killer. ryan owens, abc news. so heart breaking and more breaking news from albuquerque. a police officer is fighting for his life after being shot during a track stop. police say the shooter remains at large and they have urged residents in the area to stay inside with doors and windows locked. the suspect considered armed and dangerous. the officer was shot multiple times. he's been on the force for eight years. and here in new york, a suspect in the murder of a police officer has been arraigned. tyrone howard still limping from a bullet wound to the leg was brought before the judge in a room packed with police. he's been charged with murder in the death of officer randolph holder. the empire state building going blue overnight in the officer's memory. according to nasa scientists, the los angeles area is likely to be hit by an earthquake measuring at least a magnitude 5 sometime in the next three years. they based their findings on how the earth's crust was changed by a 5.1 quaking in that same area

last march. the u.s. geological survey has done its own analysis and pegs the probability at 85%. and in the southwest, some extreme weather. hail was the problem in new mexico. some of it coming down was the size of an egg. at one point, the storm was so intense it forced some trucks off the road. there was also large hail and strong wind in the el paso, texas area. the storms across the lone star state are far from over. here issious tin pavek at accuweather. >> thanks and good morning to you. it looks like one extreme to the other on the way for the south plains whereas we've been tracking dry conditions and drought major drought, in fact. now we're switching gearser and we're moving it to flash flooding potential. this become a likelihood later on thursday into friday and saturday. two to five inches of rain alone on thursday could cause some rivers to jump out of their banks but i'm po more concerned
