crime and the nation's capital, a man who worked tirelessly with underprivileged children and a man who ascended to the pulpit, pastor of his own church, pleaded guilty to making child born into sexually abusing two underaged girls. >> how are the hamburgers? this is the only meal some of them receive. reporter: we did a story on him over 15 years ago. he eventually took the helm of his own church. he faced charges of sexually abusing two girls ages 16 and 17. both of them said they attended his god of a second chance ministry church in southeast d.c. that, ad investigators 25 year veteran assaulted one of them inside his office and the other in his church. 's child for not the charges stem from new photos they found on his cell phone. prosecutors say he took the photos of the girl inside his

church. reporter: as part of the deal prosecutors agreed not to pursue more charges against him. if he had been convicted on all counts, he would face a maximum of 52.5 years in prison. if they just accept the plea agreement, he will get 18 years behind bars. stephen tschida, abc 7 news. alison: thank you very much. two of the six police officers accused in the rest and death of freddie gray want charges against them thrown out. officer william porter and lieutenant brian rice say the assault charges against them should be dropped. they say their failure to put freddie gray in a seatbelt does not break the law. he died after suffering a spinal injury in that police van. 's death set up a riot that caused millions of dollars in damage. leon: it happened again. for the third time at just 24 hours of pedestrian has been killed in our area. it was 18-year-old college student michelle hoya.

alison: a family of five this place after a massive fire. the home was fully engulfed. two people were in the home of the fire started. luckily they made it out ok and nobody else was injured. no word on what caused the fire with a believe it started in the garage. people have to find a place to stay tonight after a fire ripped through an apartment building in silver spring. firefighters say the fire --rted in a third 4 billion third floor better. elect more than $350,000 in damage. investigators are looking into the cause. leon: they believe man is facing a big bill after he tried to put a plan in the ground. he cut the rate utility line in the process just a few inches below the surface. of where the line was is raising a big debate. 7 on your side.

>> whoever is responsible did some research and scatter the area out and you they can get in and out without possibly being seen. seventh: this is the suspicious fire in two weeks set in the middle of the night and started at the front door. officials have already linked the previous six fires. they were all predominantly black congregations located within three miles of each other. >> i want that person to get help. i want people to find out why. reporter: the latest church targeted is outside the radius and the congregation is mostly white. all seven churches are just miles from ferguson, missouri, still recovering from the riots following last year's shooting death of owner teenager michael brown by a white police officer. for fire investigators, they want to determine a motive. >> because somebody who has a beef against a church or

>> you're watching abc 7 news at 5:00, on your side. for a second straight day concern over passenger safety dominated a meeting involving metro. now more voices are joining in the discussion. react -- brianne carter covering this first tonight. reporter: imagine being stuck in a tunnel on metro on a train and trying to dial 911. and not going through. the officials today say that happens all the time. only about 20% of those calls actually making it through. now a push to get that changed and get it done quick. froml to action for metro first responders and local leaders to get 911 cell service up and running inside metro tunnels. >> it's a problem of public

safety. we need to make sure people of access to 911. reporter: he says right now 80% of metro tunnels you can't get service to call 911. he says under the current plan the probable be fixed in 2020. >> five years to get cell service and permitted in the tunnels is unacceptable. intoter: metro is entering an agreement with cell carriers. the general manager told abc seven the agreement has not been signed. >> we're down to crossing the t's and dotting the i. reporter: he says it will be difficult because metro can't lay a new phone cable all the trains are on the track. >> without further closer to the system, it will be difficult to speed the process of. his considered a top priority. reporter: firefighter communication underground on metro rails were highlighted in the tragic yellow line smoke incident. they say -- officials say since

leon: a dirty little secret buried in a backyard beads to tens of thousands of dollars of trouble for a woman. alison: she received a bill for three decades for a service she knows she never received. when he try to get her money back, things got clogged up. that is when she called 7 on your side troubleshooter horace holmes. reporter: it started as a little leak in the basement. it ended up unearthing a pile of problems and buried secrets for gina. >> the first thing he said they have to refund me for 30 years for the sewer.

reporter: she bought this home 30 years ago. for 30 years she's been fatally paying wssc for water and sewer service. a few years ago they rented out her maryland home with no issues until she received the call from a renter telling her about the leak. the management company does care for her property called in a plumber. >> the plumber dug into the super line. reporter: he began trying to trace pipes in the house to the county sewer line. they don't end up all around the house in search of that sewer line. they did not find it. they came back to the backyard and doug several feet below where i'm standing to find a septic tank. it turns out was from her home was going into a septic tank all this time. it should not -- it is not been cleaned out and 30 years. the house and never been hooked up to the county sewer line even though by law it should've been

and wssc records indicate it was. she had no idea this machine bought a home in 1985. >> i paid for 30 years. how about reimbursement? reporter: she was required to a private plumber $20,000 to connect the home to a sewer line. when she asked for help when -- with what to solve their error, >> it's a check for the knot of $414. reporter: reimbursement for three years of that sewer bills. 7 on your side got in touch with wssc and we got a statement saying "we incorrectly billed the customer for sewer service." they recognizes the error and is in the process of calculating a refund." a few days later she received this letter from wssc offering her and $18,000 settlement.

leon: more teenagers are dying in virginia roads and many are preventable. statistics show 25 people died this year in crashes and that number is nearly 20% higher than
