sam: chancellor henderson said she knew the test scores would fall when they switched from the traditional d.c. cat to the new test called parcc. partnership for acceptance and readiness for college and careers. only 27% met or exceeded expectations in english. just 12% in math. worst for the charter school. >> this is a tenth grade test. we have 11 and 12 to get them ready. >> it's realistic objective of what the students need to know and how to perform. sam: some charters did well. thurgood marshal scored well but below in math. at schools without walls, english 97%. math 76%. banneker high, english 74% and math 32%. three highlights scores zero.

washington. alison: updating on the former tenants of a southeast apartment building. forced out of their homes when the land lord didn't keep the building up to code. today was the deadline for the families to leave a hotel and find new places to live. the city pushed back the noon deadline after delays in getting them vouchers for new housing. we will keep you posted on what happened. leon: right now we are following a developing story out of the district. they released this video this afternoon. you see the video showing the arrest of a man monday afternoon in an arrest that has the department investigating the use of force. the unidentified man is damaging the car before being hit with the nightstick. the officers wrestled him to the ground and then hit him repeatedly. we have a crew heading to the neighborhood where this happened and we will have more information tonight on abc7 news at 11:00. jurors will hear closing argument in the charles severance trial tomorrow

morning. the defense wrapped up the case, but not before the clients spoke in court. northern virginia bureau chief jeff goldberg has been in the courtroom for every day of the alexandria murder trial. he joins us now live from fairfax. jeff, what is the latest? jeff: in the hearing leading up to the trial we heard outbursts from charles severance yelling and interrupting the proceedings. throughout the trial he has mostly remained silent. usually staring straight ahead. today in court he did say something. while his attorneys presented new video evidence in his defense. in court, the defense showing never before seen surveillance video from inside the target on the nayday of nancy dunning murder in 2003. it shows dunning shopping for a while without being followed by anyone. effort to counter the prosecution's claim that severance tracked her in and out of the store before then following her home and committing the crime.

earlier defense sarah burke went through the descriptions where he writes violence and anger, "i hate all of mankind. i'm bitter and unhappy." but the defense highlights it covers a host of other topics like history and religion. when charles severance asked by judge bellows whether he wanted to testify on his behalf he replied, "a man witnessing against himself. that is a 1791 idea." before talking about the virginia militia and the fifth amendment. then after asking that all charges against him be dropped, severance referred to himself in the third person. "the accused in this case was being held. the accused was also being held to answer for a capital crime. there was public danger at the time the accused was being held in march 2014." closing arguments start tomorrow at 10:00. after that, probably in the late morning or the early afternoon, jurors will begin deliberating the ten charges

police confirm the body in the upside down submerged car off the b.w. park yesterday was that of 26-year-old marcus lee freeman. reported missing october 16. his mother and father now trying to be strong. we talk about him as is because he's with us all the time. >> they searched for the missing cell phone signal. >> the car was so far down it was hidden from view and likely there for ten days. today mark and josie freeman say they wish they could have done more to find their son.

way down. it will change tonight. 60 in annapolis. it's warmer there because the bay temperature and the river temperature is warmer than the air temperature. i know it's the much. but i like to throw the information in. but it's true, by the way. the rain on the doppler radar is diminishing as int approaches. that is temporary. through the everything the rain will become more widespread and the air will be saturated. every drop on the radar will fall to the ground. this is just the leading edge. larger area of rain. wilmington, the area in southern section of north carolina. this will get pulled north while the actual storm center is way to the west. we have rain and plenty of it the way it looks in the next 24 to 36 hours. there is the low pressure system we talked about. eventually, last friday night it came on the shore in southwestern mexico and

pacific coast and drenched. we have seen the news stories, texas and the louisiana with the torrential rain. now the storm system moves north. moisture from the atlantic and the gulf of mexico. the warm front with the active part of the storm for us with plenty of rain. that is the story through the day. thunderstorms, too. we get near 70 degrees tomorrow and b breezy. possibly isolated heavy storm. cold front is going to come down and shut down the rain. we see cold front for the cold air that lags behind the cold front. that is the deal for us. thursday in the mid-70's. friday the cooler air will arrive and we will be in good shape. we will be good to go in the weekend. the story rain wise with the future cast goes. this is the precipitation total from the rain. an inch, inch and a half in metro. higher amount north and west.

leon: parents in prince william county are asked to speak with their children after death of four teenagers in three days. diane cho reports they want the adults out there to be on the lookout for the signs their kids may need help. diane: antonio says he can't belief his best friend is gone after learning lyle ferringer was found dead on saturday. >> it was a shock. diane: ferringer a senior found dead with 17-year-old indya davis. the bodies were discovered in the minivan a few blocks away from ferringer's home. diane c both died from stab wounds. they have ruled end end's death a -- davis' death a suicide. but they are not categorized

the death of ferringer. ferringer's father said the two had been dating for two years and reientably broke up. since friday four teens in prince william county have been found dead. christopher owens a student was last seen at his home on found dead two days later. police say the investigation into his death is still ongoing. another student was found dead on friday in an apparent suicide. >> if there is a death it's difficult and devastating. >> the public school superintendent send out notifications to parents on monday at middle school and high schools asking them to speak to their children and posted a link to suicide prevention tips on the website. you are not alone. there is someone to talk to. >> grief counselors will remain at the school as long as they are needed.

in prince william county, diane cho, abc7 news. leon: maryland man accused of shooting two students appear in court for a pretrial hearing. prosecutors say brandon tyler shot two teenagers outside of frederick high school in february. they suffered non-threatening injuries in the incident. judge granted defense motion to postpone the trial until may of 2016 but the judge denied a motion to move it to another county. tyler is charged with four counts including reckless endangerment. alison: new developments tonight. former baltimore episcopal bishop is sentenced to seven years in prison. heather cook pleaded guilty to man slaughter in the 2014 incident that killed 41-year-old cyclist tom palermo. she had a blood alcohol content of .22. after the crash. she was the second highist ranking epist call leader and first female bishop in the diocese. the push is on to keep bicyclists and pedestrians safe across the region. the creator of the street

leon: we have new developments tonight after four months of searching for the police k9, he is back home in maryland. alison: kevin lewis shared the emotional reunion between a two and a four-legged partner. kevin: k9 chip is back home. in july the montgomery county police department retired chip, sending him to an unnamed rescue facility. the department said chip was uncontrollable and dangerous, with a bite in a training exercise. last week, a judge ordered chip's adoption paperwork be made public. so yesterday, chip's former partner officer gill drove ten hours to reunite with the 5-year-old. >> i pilled up. the male driver looked at me. i said you wouldn't happen to have chip with you?
