robbery suspect and the d.c. police. police charged 121-year-old ned mcallister who is believed to be the woman's accomplice with armed robbery. closing arguments start tomorrow in the alexandria trial of accused serial killer charles severance. the defense rested the case today. the final moment had an odd exchange between the judge and severance. the judge asked severance if eunderstood he had a right to testify. in reply severance began ranting about the origin of the fifth amendment. he is accused of killing nancy dunning, ron kirby and ruthanne lodato and faces life in prison if convicted. you can follow tomorrow closing arguments of the severance trial and be the first to know the verdict by following abc7's jeff goldberg on twitter. leon: a baltimore judge sentenced episcopal bishop

heather cook. she apologized in the sentencing. she pleaded guilty to vehicular manslaughter. maureen: there is a push to make the roads safer for everyone. today, the transportation leaders from across the region gathered in old town alexandria to kick off the street smart safety campaign. starting today, more law enforcement will be out monitoring the roads and encouraging drivers, pedestrians and the bicyclists to be extra caution while commuting. they will ticket those who don't follow the practice. >> if it makes people pause to think they should be more careful, it is worth it. it might save a life or injury. >> the safety program comes days after three pedestrians were struck and killed in the region in a 24-hour period. coming up on "abc7 news at

tomorrow at "abc7 news at 4:00". we'll have coverage throughout right here. maureen: in what may be his last act of house speaker, john boehner reached a two-year budget deal with senate leaders and president obama. the deal would increase defense and domestic spending by $50 billion next year. $30 billion in 2017 and extend the debt ceiling until after the presidential election. though it has bipartisan support many republicans are upset with how the deal came together. >> this process stinks. this is not how we do business. >> i made it clear a month ago when i announced i was leaving i wanted to do my best to clean the barn. i didn't want him to walk into a dirty barn full of you know what. maureen: the additional spending will be paid for in part by the sale of nearly $60 million barrel of oil from the

arlington and the washington lee high school. everybody is overcast now. the rain is falling west of the city. it is cool across the region with the mid-to-upper 50's. the river is at 60 degrees. cool spot in culpeper at 49. across if area now. so the rain on doppler radar is inching closer. but the good news the rain is inching our way all day long. no rain drops in the metro area because the air is dry. high pressure north. that is slowing down the advance of the rain. fingers crossed. dew point circle. all the metro area stays dry. a lot of moisture will move from the gulf of mexico. the warm front developing heavy rain and the thunderstorms offshore to the carolinas. all of this is pulled northward to the next 24 to 36

hours and we will have the stretches of steady rain. heavy at times. this is what it should look like at 7:00 in the morning with the steady rainfall. it will have a rainy day impact on the wednesday morning rush and the thunderstormy afternoon impact tomorrow afternoon. later tomorrow night a cold front will come through. there could be late night showers or a rumble of thunder in spot as that comes through. what is cool is the cool air will lag behind the front. so the front will move through tomorrow night it's not cooler. it's warmer for thursday. thursday night the cooler air arrives. with that it will feel like late october. rainfall potential, highest in the mountains, three or four inches. elsewhere is an inch, inch and a half by the time it comes to an end thursday morning. next seven days, 100% chance of rain tomorrow. isolated thunderstorms in the an. high of 70 degrees. partly cloudy. breezy. 74 on thursday. friday looks cool.
