it. france is vowing an all-out war on isis after friday's attacks killed 129 people and jured hundreds of other international manhunt is underway for a suspect libeeved to be connected to the attacks. the u.s. facing questions. today, president become bam with responded -- president obama responded to criticism about his plan to target islamic state terror. president obama: when i said we are containing their spread in iraq and syria, in fact they control less teitory than they did last year. the more we shrink that territory, the less they can pretend they are a functioning state and the more it's apparent they are simply a network of killers who are brutalizing local populations. maureen: we have team coverage of the war on terror tonight. including the live report from paris in a moment. leon: now first days after the

horrific violence played out in paris. d.c. now falling to the cross hairs of isis. maureen: the terror group releasing new video promising to strike america in the stronghold, here in washington. leon: stephen tschida live with the response of the threats. at are we hearing about this? steph: the video is under intense scrutiny. but tonight it is adding to security concerns and to the already simmering fear present in the nation's capit. the video billed as an isis production. the intent announced washington, d.c., is on the terror group's hit list. >> this is a very real threat. it's imminent danger. rter: security is heightened. in the row launched intensified effort to keep the passengers safe. >> we are increasing our patrol effrts whether it's the uniform patrol, plain clothes officers or the random explosionive bag screening as well as the k-9 control.

stephen: tension so high, unrelated roadblock today in downtown d.c. sparked ccerns over terrorists. >> i talked to a cop over there and he said nothing to do with it. nothingto do with the france incident or isis. stephen: terror experts say it diers from al-qaeda. one went for major land marks, isis hits soft targets such as restaurants. >> they roll up on them. they fire off rounds, they go inside or drive by. that is what they did in paris. how do you stop something like that? you don't unless you know about it. >> but many we spoke with said they won't changeei thr behavior even though they believe the threat is real. >> the chance of it happening to any one person are so slim. there is not much you can do. >> terrorism analyst brad garrett sa he and other agencies are well aware that isis imp theseers if not about -- sympathizers if not

the senior political reporter scott thuman is in paris tonight and he joins us live. scott, what is the mood like there tonight? what has been done with the intelligence failures surrounding the paris attack now? scott: you know, leon, there is the sadness that would come with any sort of tragedy like this. you would expect that. it is stil pleatly on every level evident. you see it and hear it from everybody. but what is complicating matters is is there is an overwhelming sense of fear people are concerned there will be another shoe to drop, something terrible to happen. especially in light that french military fighter jets are attacking syrian fights overnight yesterday. they believe that there could be retaliation and citizens all over the city tonight are very concerned about the possibility. leon: scott, folks at home watching may not realize that you left beirut after the

terror attacks there to go to paris. now that you are there, do you see anything in connection between the two? scott: you know, leon, it was interesting today when we were everyone was gathering because we saw a lot of lebanese flags next to french flags and signs that echo the same sentiment. we had just been in beirut for the attack in the hezbollah district, in the southern portion of downtown beirut where dozens of people were killed. more than 200 injured. isil quickly taking responsibility for that. we wer there covering that. this happened and we rushed here to paris. unfortunately it seems like a wave that is continuing to grow. maureen: scott, what do you expect in the next few days in paris as far as tracking down the suspects who are still at large? scott: yeah, this is remarkable, maureen, to walk

down the street, drive doing the street and the amount of police presence you see. people searching bags. armed military on every corner of the major stretches here in paris. they want it to be known that people can rest to some degree easy. but we were talking earlier tonight, president hollande is asking for a three-month state of emergency. he says this is war. this is an act of war. declaration of such. so it is easy for to us say here is a big store, focus on it for weeks and something else happen and you move on. the city won't move on readily from this. it will be a long process. they just hope it is a one-time occurrence and they can somehow dismantle the terror group. not an easy feat. no one is suggesting it will be. but until then, this is a city that will be on edge, inclother cities around the country liwashington, d.c., and across the united states. leon: they have been saying to us this will be a long-term process and a lng-term war.

maureen: maryland governor larry hogan diagnosed with cancer months ago tay delivered good news about his

health. >> i'm very thankful to be able to report that incredibly as of today, i 100% cancer-free and in complete remission? [applause] maureen: applause for the governor. hogan was diagnosed with stage tee non-hodgkin lymphoma in june. chemotherapy.treatment that leon: a new report says that the baltimore police department was under prepared and disorganized in the protest and the riots following the death of freddie gray. they sensed police command center was overcrowded with the officers inadequately train and unsure of who was in command. the new department says they have made several changes called for in the report. freddie gray died a day after he was injured in a police van. maureen: still ahead on "abc7 news at 6:00" -- a teen charged with a felony after an alleged locker room hazing incident.

leon: a disturbing hazing incident. two student athletes were attacked an one teen is accused of attempting assault here. northern bureau chief jeff goldberg reports. >> sadly this is the kind of thing you hear about from time to time. >> i was upset about it. >> it's different when it happens here. >> of course you don't expect it in your backyard. jeff: friday morning, spotsylvania county seriff investigators got word of a hazing incident at spotsylvania high school on october 23rd. authorities determined two male student athlet 14 and 15 were his and assaulted by

older member of the football team in the football locker room prior to an away game. officially the victims wehesitat eventually confirmed what happened. >> of course i was surprised. in the world would think of doing something like that? >> detectives were able to identify one of the uspects. a 15-year-old boy. he has been charged with attempted somy w an inned a -- sodomy with an inadamant object and being held at the juvenile detention facility. sherry's son is a freshman at spotsylvania county high. she never expected this from one member of the football team. let alone multiple players. >> i would think othercides knew about it, honestly. i don't see how it could happen in the locker room and only one or two kids knew about it. jeff: spotsylvania county sheriff investigators spent several days intensely working this case, interviews students, parents and staff members of the school and collecting new evidence. it does appear that the
