captioning performed by the national captioning institute, which is responsible for its caption content and accuracy. visit ncicap.org] >> and that breaking news straight up this noon out of louisville, kentucky. these are live pictures right now of a federal building there. it has been evacuated due to a suspicious package. this is in downtown louisville. but that's all the information we have right now. you see that big white command post out there. we will follow this story and bring you any information as soon as we get it. in the meantime, also breaking right now, a security scare at washington college again. the school says it canceled classes today after receiving new information from law enforcement this morning.

officials say warrants have been issued for the student there. brad bell is headed there right now. he joins us on the phone with all those breaking details. brad? brad: yeah, i am at the campus of washington college in chestertown right now. and i can tell you that the story is changing, it is evolving. just in the last hour and a half or, so the order went out to students to leave campus. so what i've been seeing is young people packing up their belongings, big bags of laundry, like college students will do, as they head home or to friends' houses or someplace safe, a church in town actually offering a place to shelter for those who live perhaps too far away or can't find a friend to hook up with. what we're told is, as you said, there is concern about this student who left campus and reportedly went home to pennsylvania and got a gun. i talked to a number of students today as they were packing up, as they were leaving. they're all telling me they're scared. they want to get to someplace

safe. several of them also said they know this young man. they can't believe he would do anything to harm this campus, but they were also aware that he had some growing difficulties here on campus. one person saying he's not going to come back here. it's all over for him here at this campus. so there is concern. the school saying only in their statement that this is out of an abundance of caution. we are seeing police at the entrances to the school. i've seen state police staging themselves nearby, putting on body armor, getting their rifles together. stay trooper putting on a helmet. we have not seen them doing any sort of searching or anything of the sort, but clearly the concern is that this young man, perhaps troubled, perhaps armed with a gun, might return to this campus, so they are evacuating the campus. just about everybody leaving. it is a strange sight to be sure. so far, no problems to report.

everything here being done as the school says out of an abundance of caution. we'll bring you the latest throughout the afternoon. back to you. >> ok, brad. thank you so much. live for us on that scene there. in other developing news now, a sign of heightened fears following those attacks in paris. a security scare at b.w.i. this morning after four passengers were removed from a spirit airlines line. we explain what sparked that alert. >> it was about 6:00 this morning when things on a spirit airlines flight bound for chicago went from strange to concerning just minutes before takeoff. >> and a woman got one her small child and quickly rushed to the back of the plane. we initially thought she was maybe going to the ladies' room with her child. flight attendants told her to sit down and then we were told that we were returning to the gate for law enforcement. >> four passengers were removed, three men and one woman. they seemed to be in their late 20's or early 30's, of middle

eastern descent. but it wasn't over yet. later, three more passengers were called over the loud speaker and also escorted out. >> they were compliant. they rapidly got off the aircraft. didn't seem like they gave authorities any kind of problems. >> nearly 100 anxious passengers waited for the t.s.a. inspector to arrive. later, they were told to deboard because of a security threat. all passenger bags were inspected by k-9's. >> i didn't think there was something wrong initially, but when they said they were bringing us back to the gate and bringing law enforcement onboard, i was very concerned. >> the t.s.a. also looked over the plane and around 9:00, three hours after the scheduled departure time, they were finally given the all-clear. most passengers need understanding. >> people realize this is the new normal. >> meanwhile, the international manhunt is intensifying.

more raids happening overnight as authorities search for two men and the eighth attacker. the mastermind behind all of this. cnn is live in france for us where france's president has eclared a war on isis. >> that's right. and you know, it's not just france at this point. there were authorities, thousands of law enforcement officials all over europe just looking for information here. and we're starting to find out a lot about what these terrorists were doing leading up to these attacks. we've learned that one of the suicide bombers actually had a place in belgium, a bar that the police shut down just about a week before the massacre because of drugs. his brother is the man ho is still on the loose, that everyone is looking for. the fight against isis has included many countries for some time, but after friday's deadly attacks in harris, that fight has intensified. french war planes delivered a third day of air strikes.

now russian jets have also pounded isis targets. france has appealed to russia and the united states to join forces with their coalitions to fight isis. the u.s. secretary of state, john kerry, is in paris, meeting with the president. kerry says attacks like in paris cannot be tolerated. john: no, this is not normal. it will not be normal. it will not become normal. this is an aberration. >> meanwhile, in the hunt for those behind friday's bloody rampage through paris, french authorities carried out 128 new raids to help them carry it out, 115,000 law enforcement officials have been mobilized across the country. and they're looking for this man believed to be the eighth attacker in friday's rampage. he is a 26-year-old french citizen. french investigators are uncovering new links between the men who carried out friday night's deadly attack in paris and isis leaders in syria. they believe this man is a maffletter mind of the attack. he's a belgian citizen with direct ties to isis. a source tells cnn, the

anti-isis coalition trying to target him but failed. >> and to give you an idea, also germany saying that it has made some arrests. five people, in fact, in connection with that massacre here in paris on friday. they haven't released exactly what their roles are or how they're connected. they have said that it is in relationship to the attacks here. reporting live, back to you. >> ok, thank you. and the war against isis taking a toll here in the district. the terror group threatening an attack in washington and it has some staying away. john gonzalez has that side of the story. >> perhaps the concession lines here on the national mall will be shorter this week. that's because this latest chilling video allegedly produced and released by isis threatening to attack d.c. has already caused some to change plans. at least four school districts on the east coast, including carroll county in maryland, have canceled school field trips this week.

>> put an email out to the parents that if they didn't want their student to go, they were certainly in control of that. and there were a couple of kids' parents who said no. >> she says her school in laurel, maryland, debated it for some time this morning. a school official in carroll county says he knows that there's no specific threat against the united states, but it's a chance he wasn't willing to take. >> i think it's probably safer in d.c. right now than it is any other time. >> local and federal agencies have stepped up police paroles here in d.c., closely monitoring intelligence reports and still working to determine the credibility of this newest threat. these children from boston, massachusetts, are homeschooled. their parents thought about maybe altering their trip to the nation's capital. but voted against it. >> we decided that we didn't want to live in fear, and we decided to just go on with our plans and not take any unnecessary risks, but go ahead and enjoy our nation's capital.

cloudy later in the day. this atures cooler than time yesterday, but not yet cold or chilly. pretty seasonable with a 60 degrees at reagan national. 61 degrees in frederick. 56 now in hagerstown. so for the afternoon, we'll see partly sunny skies give way to increasing cloudiness. today we're going to top out probably about 60. and it's just a matter of time before the clouds approach and a little farther to the west areas of showers moving through indiana, illinois, pushing up to southern michigan right now. but the bigger story lies just to the west. this is a large system, a cold front with moisture pulling out of mexico, through texas, all the way to the canadian border. all this green you see here are flood watches that are in effect, and as the rain moves north, the entire pattern will shift to the east. so it's only a question of when, in the if, we see rain. looks like it will start tomorrow night through thursday morning, thursday midday. the rain could be heavy at

times. we'll talk about those possibilities plus look ahead to the weekend for you in just a few minutes. >> all right, doug. right now crew ress working on repairs to a water main break in arlington. this is at 13th street right near the route 50 ramp. a pipe burst around 2:00 this mornin it cause quite the mess. including for drivers during the morning rush hour. no word yet when those repairs are expected to wrap up. let's get a check at the rest of the roadways this morning. >> we're actually going to start off in that area. i want to give you a good picture here. they are still working in this area. traveling on courthouse road, you can't get in that stretch between 13th and 14th street. and this is in the courthouse neighborhood in arlington. a lot of people along this stretch. let's move to the maps to talk about alternates. if you live in the courthouse neighborhood, that's going to be again good option to access 50. but if you travel on 50 and are

>> right now a lorton man is fighting for his life after being shot in thinks own home overnight. police say the shooter is in custody this noon, but it's still unclear what pr a violent quiet neighborhood. >> good afternoon. this man was shot in his head inside his million dollar home off of ox road in lorton. you can see investigators still on this scene in the cul-de-sac here on forest greens drive, trying to figure out what led up to this incident. police say around 2:45 this morning, they responded to a call here on forest greens drive. when they arrived, a 20-year-old man was critically wounded and unresponsive. he was flown to fairfax inova in critical condition. police there were about five people in the home for a small

party. they immediately identified the shooter as a 47-year-old man. police say the two knew each other. neighbors tell us the homeowner is a kind man, owns a local landscaping business in town, and would often plow the neighbors' driveways here for free. he lived there with his girlfriend. it remained unclear if the suspected shooter lived in the home. >> he was a very nice guy. i mean, he was actually pretty close with me because him and us, we were living here, ctually we are in shock. he has a sister. but his mom loves him to death. >> right now we are working to confirm the identities of those involved. as soon as we have it, you can, of course, count us to bring it to you. as for this home, it did burn down several years ago. it was rebuilt in 2013, and is now on the market for $1 million. reporting in lorton, virginia, abc 7 news. >> and trending now after

charlie sheen confirming the rumors about his h.i.v. status. sheen revealed his h.i.v. positive status on "the today show" this morning. >> i am here to admit that i am, in fact, h.i.v. positive. and i -- i -- i -- i have to put a stop to this -- this -- this onslaught, this barrage of -- of -- of -- of attacks and of -- of -- of sub truths. and very -- very harmful and -- and -- and material stories that -- that are about the -- the -- threat ention the health of so many others, which is -- couldn't be farther from the truth. >> sheen said he has known for four years the diagnosis apparently came after suffering a series of migraines and hospitalizations. he went on to say he finally made the announcement because he was being extorted, saying he spent millions trying to keep it a secret. a badly burned fire fight ser

recovering this noon after receiving the most extensive face transplant ever attempted. take a look. he suffered major burns to his face 14 years ago in the line of duty. those burns covered his skull and much of his neck. another family donated their loved one's face and scalp to him. from start to finish, that surgery took more than 26 hours. >> what's it like to feel your ears forhe first time in 15 years? >> something i thought i would do again. >> the 41-year-old has been undergoing physical therapy since the surgery in new york. back in august, more than two dozen face transplants since the first one in france back in 2005. doug: wow. >> modern medicine. doug: absolutely amazing. >> unbelievable. doug: a life changer. >> i know. doug: congratulations. good luck. all right, you ready for some rain? >> no. doug: ok, not today, not

tomorrow morning. but there's a whole mess of it out there. tomorrow evening, tomorrow night and thursday are going to be really rainy. let's start off with a thing of beauty thanks to richard in virginia, in warrenton for sending this beautiful view of the sunrise in loudoun county -- right, i think it's still in fauquier county unless they moved it last night when i was sleeping. the red colors in the morning. red has the longest wave length of any of the colors, so what we wind up it can be sometimes under the right conditions, just magnificent displays of color. i can print this one out and just stare at it. thanks, richard, for sharing that. you, too, can share your weather pictures with us. right now a few clouds moving in, a lot of sunshine. 61 degrees in fredericksburg. 59 in winchester. and here's the system we're watching. this is all tied up to the blizzard system that's still

dropping snow over parts of colorado, the nebraska panhandle. 10 to 15 inches in the greater denver area eastward of the plains. and now the warmer air, this flow of moisture from southeast texas all the way to the canadian border, thunderstorms, too. flood watches in effect. areas of southern arkansas and mississippi. or louisiana. tornado watch. 41 reports in the oklahoma and texas panhandle area yesterday. 41 reports of tornadoes. so an active day. we don't think we're going to get violent weather when it reaches our area, but we do expect rain and the rain could be heavy at times. again, the timing is everything here as we continue to watch. a few scattered showers through midday tomorrow. but it looks as though it's going to be tomorrow night into thursday morning when the rain comes through. some could be heavy through midday. it should clear out by late afternoon drive. as far as the potential of rain around here between now and later on wednesday into thursday morning, looks like we're talking close to an inch of rain for most of the area. and there could be some

>> well, this just in to the abc 7 news room. we've learned that maryland governor larry hogan just released a statement regarding syrian refugees. here is part of that statement -- >> following the terrorist attacks on paris and after careful consideration, i am now requesting that federal authorities cease any additional settlements of refugees from syria in maryland until the u.s. government can provide appropriate assurances that refugees from syria pose no threat to public safety. we'll have more of this at wjla.com. in the meantime now, triple-a predicting a modest jump in thanksgiving holiday travel. nearly 47 million americans will get out of town and that's the highest number since 2007. the holiday is defined wednesday, november 250, through sunday, november 29. nearly 90% of travelers will drive at least 50 miles to their destinations. the national average gas price per gallon of regular is about $2.15. that's 65 cents less than this
