is one of the scenes in france on friday. now today police in paris say 16 peple havebeen arrested in connection with the attacks since sunday. police believe they found the rental car. one of the suspects used to escape aftr the attack they are still searches for the driver. salah abdeslam. >> that is mohamed abdeslam calling on his brother to turn himself in. he was detained on the day of the attacks and later released. french officials are now looking for a second person directly involved in last friday's massacre that killed at least 129 people. and wounded another 350. they are not yet identifying that person. today, france became the first country to invoke article of the european union doctrine

which oblidges all member of the 28-nation bloc to give aid and assistance by all means in their power. president francois hollande says he is planning to come to d.c. to meet with president obama about fighting isis next tuesday. while the u.s. house of representatives passed a resolution condemning the attack. secretary of state john kerry was asked today if this is new normal. >> this is not normal. it will not be normal. it will not become normal. this is an aberration. alison: in the last hour and a half france announced it dropped 16 more bombs in syria just today. destroying what it said were command and training centers for isis. jonathan? jonathan: well, germy's interr minister says the syrian passport found with one of the paris attackers may have been planted to make the appearance fearful of the refugees. if that is the case it appears to have the same effect there and here in america. today, maryland governor larry hogan joined the chorus of governors saying that they

just don't want syrian refugees in their state. kevin lewis picks up coverage from the satellite center. what did hogan say when it came to the topic? kevin: the first-term republican governor said security is his top priority. so effectively immediately, he has had the feds to keep syrian refugees to settle in maryland until there is no threat to public safety. the u.s. has 1,800 syrian refugees this year alone. maryland has 31. virginia accepted 13. those numbers coming from the u.s. state department. virginia a much softer tone where democratic governor terry mcauliffe did not restrict syrian refugees from entering the commonwealth. mcauliffe spokesman telling us every refugee undergoes intensive security screening. we did reach out to d.c. mayor muriel bowser's office for its syrian refugee data but we have not heard back. that is the latest in the

satellite center. back to you. jonathan: the issue is the vetting process. a lot of folks are showing one no documentation. it's not like we can call assad and say what do you know about this guy? oh are they vetting the people to make suhey are not a threat? kevin: the state department says the vetting is much more stringent than other nations. the normal vetting is significant in and of itself. a lot of people we talk to on the street say they are not convinced that they want syrians coming to america at this hour. we'll have much more of their opinion coming up. jonathan: look forward to it. thank you very much. today's twitter poll is asking if yo think the state should be allowing refugees to come into our country from syria? we will have the results and someof your answers coming up later in this newsroom. alison: tense moments on a british airways flight two hours ago when a woman tried to open an exit door during flight. that plane was headed to boston. police were waiting when it arrived. it turned out the woman had too much to drik.

so that incident came just hours after four people were removed from a flight trying to leave b.w.i. marshall airport. abc7's suzanne kennedy happened to be on the plane. zeus i'm suzanne kennedy at b.w.i. airport where a situation is often folding. this started 6:15 on spirit airlines mk 969. 6:00 a.m. flight was supposed to head to chicago. it was five minutes into taxis when a woman got up with her child and went rapidly to the back of the plane. she was asked to immediately sit down. it was at that point that the captain came on the overhead speaker and said that the plane was being brought back to the gate. alison: all right. so suanne is here now. she did not take the trip today. i would like you to pick up the story from where you left it that the woman got up quickly, sat back down. then what happened? suzanne: they brought us back to the gate immediately. i want to stress she was not the problem. although they were concerned about the fact that she stood

up at that time during the flight. it was that she had gone to the back of the aircraft to tell a flight attendant or a member of the crew that she had concerns about several people that were sitting around her. there were four people sitting nearby her who were watching some sort of a news report. she found it to be suspicious. she got up quickly, went to the back of the plane and reported it following the "see something, say something" and she went back and said it doesn't seem right to me. alison: what was the mood on the plane? were people concerned at this point? suzanne: initially people were not as concerned that she got up and went to the back of the plane. they thought it was strange but no unwas shocked by it. when maryland transportation authority police came on the plane, it was pretty frightening. people didn't know what was going on. they went to the four passengers, three men and one woman. got them up. escorted them off the plane. we didn't really know why. we didn't know what was happening so there was a certain level of uncertainty

if you will. more so if there had been just last week prior to the french terror attacks. alison: sure. ultimately what happened? they took everybody off the plane an then he flight left what? several hours later? suzanne: they ended upkeeping us on the plane a half hour after the four were initially taken off. then they went on the overhead speaker and took three more people off. we're not certain why that was the case. they left us on the plane. we all waited for a half hour, waiting to see if the t.s.a. was going to come. we were waiting for them. they ended up taking us all off the plane. they searched the entire plane. t.s.a., the f.b.i. was there as well. then at 9:15, that flight was able to take off for chicago. some people had to be rerouted. because of connecting flights to chicago. but people were getting back on the plane. albeit, leery about what had happened. alison: thank you for your first-hand account of what happened there, keeping us posted. jonathan: that will get your full attention. thank you. just across the bay, students were told to evacuate the college campus. a threat by a student closed

washington college in chestertown for the second day. maryland bureau chief brad bell is live on campus with the latest. what is going on here, brad? brad: well, yesterday, they said shelter in place. no classes. today they said everybody leave. what is going on? absolutely nothing. take a look across this historic campus in justertown. you won't -- chestertown. you won't see faculty members or students. they were told to leave at 10:30 this morning. we can show you ny of the students just quickly grab their belongings, big laundry bags of students will do, load it in cars. and he or to friend's houses, wherever they could go not on the campus. the reason is concern over a fellow student. his name is jacob marberger, 19 years old from pennsylvania. he had been a student held in high regard here on campus. member of the student government. but this fall, things started to happen. things started to go wrong for him.

on monday he actually left campus. he went to his parents' house in pennsylvania and it is believed he got a gun. he hasn't been seen since. because of that, the school here, the president of the school, the campus police chief decided that until they know where he is, until they know there is no danger, they had to get everybody out. we talked to students. they are of mixed minds. some are frightened and some are more worried about the schoolmates. >> mostly we are concerned for the safety of the campus, jacob's safety. i'm not nervous. i'm concerned for his safety. brad: when we come back at 5:00, we will give you more details what was going on and how they believe the young man had been bullied internet chestertown, brad bell, abc7 news. alison: brad, thank you very much. let's turn to the weather now.

alison: new information on a russian personal plane that crashed last months killing 224 people. russia's security service is offering $50 million reward for information leading to an arrest in the case. the service says a homemade explosive device called it to crash and deemed it a terrorist attack. the islamic state already claimed responsibility for that attack. it is just one of the reasons security is top of mind heading to the holiday travel season now. jonathan: keep in mind thanksgiving is next thursday. the local airports want you to

know they are ready. brianne carter live at reagan national with details on how they are preparing to be ready for this. brianne: airport officials tell me at the busy season starts this week, this friday. they do tell us that more than a million people are expected to do this. take off from an airplane in the d.c. area. they say they are prepared. at reagan national airport, a visible police presence days after a video reportedly released by isis naming the nation's capital as a potential target. >> you have the basic concern. you see the news. you know it's a possibility. we have to live our lives. brianne: airport officials wouldn't give specifics but said security is a job at the airport 365 days a year. >> the bottom line is we need to be vigilant.

say they don't want those refugees coming to their states anymore. jeff barnes is at the capitol hill bureau with a look at whether the states have the right to turn the refugees away. >> this is a moment where it's better to be safe than sorry. house speaker paul ryan introducing a measure to solve syrian refugees from arriving in the u.s. following the paris attacks. >> in order to verify that terrorists are not trying to infiltrate the population. jeff: senator ted cruz plans to introduce measures to cut federal funding for refugee resettlement. senator rand paul plans to introduce a measure calling for 30-day waiting period on all entries to the u.s. >> who has more power in this fight? the federal government or the states in your opinion? >> ultimately legally the federal government has the authority to put these refugees into the states. and the states have very

little say. jeff: much of the president's power comes from the 1980 refugee act. the president may admit refugees who face persecution or well-founded fear persecution. but they can make it difficult like withholding state funding for services like job training and teaching english to newly arrived refugees. there is nothing to stop a refugee settling into one state to move to another state later on where they would be more welcome. >> these are people like anyone else. they can travel from state to state. >> congress does have the power to change or amend the refugee act. making things difficult for president barack obama. >> if the states take a stand and try and bring it in the courts there is always the possibility it could make its way to the supreme court. >> in the meantime, president obama has no plans to change

tried to arrest clark but a struggle ensued and he was shot. >> i welcome all avenues and the resources to find out the truth so we can be clear on what happened. alison: despite protesters calls to release the name of the officers involved in the shooting. the state public safety officials say they cannot mes until the officers have been interviewed. jonathan: one man is in custody and another is fighting for his life after an overnight shooting in fairfax county. police charged 48-year-old michael wassup. police say he lived in a $1 million home on forest greens drive along with the victim. when police got there they found 20-year-old male with a gunshot wound to his head. he was rushed to the inova fairfax hospital in critical condition. neighbors were shocked to hear this news. >> really in shock.

you have probably already seen the video. safe to vay it went viral. of two women twerking on a male customer and grabbing him. the police deemed it was sexual abuse and locked a woman up. the man on the center of the video is going on camera. he said what happened went well beyond what you saw on tape. he sat down with us and said it lasted ten minute and it continued outside where the woman tried to get in his car. there was a group of men nearby. he wasn't sure he was being set up. he said the two women kept coming at him and showed up in the car wash and even though it was running, that didn't stop them. >> i thought they were going to shoot me or stab me or whatever. that's what i thought. that's when i called 911. it wasn't about the twerking crap. it was the constant coming at me. jennifer: you can hear

bring an light -- light to an issue that needs more education is a good thing. he is not the best spokesperson but i see a lot of really great things he is saying around the responsibility he took to this. using condoms and so on. what he describes in the open letter i read around going through like suicidal period where he was really binge drinking and doing a lot of drugs and engaging with sex workers and so son is not uncommon. it's all about how heavy that stigma is about the fear that you have hiv and share it with others. alison: so the fact he is as controversial as he is, is outweighed that it is bringing the issue back to prominence. it has been a long time since we have had a select bring this much attention to -- we

have had a celebrity bring this much attention to the issue. >> i also hear he intends to carry on being a representative of how to take care of yourself, the fact that being in care and on treatment means he can have a full life. -doesn't have to be the health issue that he has to struggle with. he said, look, i was trying to kill myself through drinking and drugging and all the while i was taking my medicine and hiv was stopped in my body. it wasn't the hiv hurting me. it was the fear that he had around having hiv and the status. the biggest fear someone has when they learn they are positive for me it was 23 years ago that still happens today is i'm going to be alone the rest of my life. no one will want to have an intimate relationship with me. we as human beings are meant to be connected in intimate ways. that is a huge fear. it is not a truth. it's a lie. but it is created by the stigma we have created over 30-some years of hiv. alison: thank you for sharing
