volume. here near seven locks road it gives you idea on the inner and the outer loop of the beltway. you may see we see this heavy traffic in this area. we do. just expect the delays that are sometimes three or four miles to be five or six. because a lot of people who don't get out there and don't know that this is a normal rush hour for us will be getting in the slow traffic. let's move to the maps because a few issues are already popping up. a crash on the outer loop of the beltway near university boulevard has you dropped down to 10 miles per hour from 95. heading southbound on 789 -- southbound on 95 from cherry hill row, we are seeing delays as well. tysons closer to the american legion bridge continuing to wrap around. that stretch from 270-spur continuing to 95 will take you just under 35 minutes. the bigger picture right now on the capital beltway, of course, we do have the slowing. if you are heading south on 95 in virginia, a lot of that stop-and-go traffic, 66 right

now pretty typical as you work your way from arlington closer to falls church and continue outbound. watch for a disabled. this is on the freeway, so leaving d.c. trying to access the 11th street bridge at 12th street southwest. the right lane is blocked. stay left to get by. of course, we will keep you updated on what to expect if you are getting ready to leave this evening. that is a look at traffic. back to you. alison: very good. thank you so much. we'll check back in with you shortly. one spot that is always tricky for drivers, at least in virginia is where the express lanes rejoin the main line in stafford county. however, governor terry mcauliffe says he has a solution. today he told the radio that the express lanes will be extended south by two miles. construction could begin as early as next year. driving around the area this week, you will need a lot of gas. fortunately we are paying less at the pump than we used to. according to a.a.a. the average price for gal listen of regular unleaded is down to

leave the air space. russia claims that the jet never crossed into turkey. the russian military says one of the pilots was shot and killed after he ejected. nato leaders held an emergency meeting after the incident. >> we stand in solidarity with turkey and support the integrity of the nato ally. jonathan: the fate of the second russian pilot is not yet known. a crew member on a helicopter involved in rescue operations was killed by syrian rebels. the united nations strength general urged them to deescalate the situation quickly. today president obama met with the french president francois hollande to discuss the fight with isis. it comes a week and a half after 130 people were gunned down in terror attacks in paris. >> we cannot and we will not succumb to fear. nor can we allow fear to divide us. that is how terrorists win.

>> we will not allow those who want to destroy what we have built, we will not allow them to do it. to destroy generation after generation. jonathan: today french prosecutors reveal they believe the man behind the paris attacks was planning to attack the city business district before he was killed in that early morning raid just last week. in the last hour and a half, tunisia's president declared that country is in a war against terrorism after an attack took place on a bus carrying presidential guards. six people were killed. tunisia now is under a state of emergency. what can the world do to build a coalition against isis? senior political reporter scott thuman is looking at that piece of the war on terror puzzle. that is a good question. 65 countries are supposed to be part of the coalition. so a lot of people in the stands are saying what are you doing? scott: 65 is a significant

number that you wouldn't need any more support. the problem is to some degree it's a loosely structured 65. it hasn't had the formidable kind of gathering as far as what resources are going to be put to which position. as a result, there isn't necessarily that galvanized approach in attack. also, of course, the critics are saying there is not a direct strategy so it's hard to go in one direction. the u.s. will say they have been doing the heavy lifting. if you look at the air attack over iraq, two of third of those by the u.s. forces. in syria 95%. france is stems up quite a bit -- stepping up quite a bit. running a lot of air raids now. great britain is considering adding to area in syria, too. it has been a u.s. led effort. the other nations chipping in. the heavy lifting is done by a handful of countries. jonathan: if we have two countries, france and the united states, carrying out most of the airstrikes,

everybody, all the analysts from all level say you won't accomplish the goal unless you put boots on the ground. where are those going to come from exactly? scott: the white house says they have to come from somewhere else. there is no appetite for it here in the country. it doesn't mean there won't be assistance training or the president's announcement two weeks back with the special forces operators will be on the ground. but no country is stepping forward saying they want to do that. now everyone is changing perhaps advancing their strategy a little bit by not just going after the fighters in syria. but also going after the resources and what isis used to make money like the transport of the illlition oil sales. we have seen that on the oil tankers. if you bleed them dry financially it hurts the ability to raise funds and go after western targets like the united states, france, britain. jonathan: that is one

strategy. scott thuman, thank you. the refugee debate is becoming another part of the conversation, the war on terror. more than half the gores in the united states, including larry hogan say the states don't want to accept refugees seeking asylum because they are not properly vetted. at least that is the fear. we want to know if you think the government should be accountable if the terrorists enter the country through refugee resettlement programs. take part in our poll through the twitter feed. please do. alison: we have new information in the freddie gray case today. a baltimore judge has ruled jurors in the trial of the first officer charged in gray's death will not be sequestered. officer will porter's trial is set to begin monday. at a hearing this morning, the judge again denied a defense motion for a change of venue. video of gray's april arrest will be allowed and six officers as you know are charged with gray's death while in police custody. a judge denied bond for a white chicago police officer charged with killing a black teenager.

officer jason van dyke faces a first-degree murder charge in the 2014 shooting of mcdonald. mcdonald was shot 16 times after van dyke says he refused to drop a knife. prosecutors say the teen was walking away when he was shot. >> all evidence in the case show he he gan shooting approximately six seconds after getting out of the vehicle. alison: van dyke is the first on-duty chicago police officer charged with first-degree murder. a judge ordered dash cam video to be released by tomorrow. more americans say racism is a problem today than at any point in the past 20 years. a new cnn/kaiser family foundation poll found 49% of americans say racism is, "a big problem." that is a higher percentage than in 1995 when 41% of americans said the same thing after the o.j. simpson trial. in 2011, 28% of those surveyed

jonathan: developing no a pennsylvania state trooper is recovering after being shot in a wild state that ended in a fiery crash in the school bus. that is the end of it there. how it started is crazy. troopers pulled a car over on interstate 76 this morning. life guys bailed out and took off. fourth guy jumps behind the wheel and he takes off. trooper chases him down but it ends when the guy driving the car slammed in the back of the school bus, catching both vehicles to catch fire. guy budget done yet. he got out and exchanged gunfire throughout the whole thing. one of the troopers was shot. >> our thoughts and prayers are with the trooper. he is in stable condition but he was shot. i did have an opportunity to talk to him before the medical personnel took him to the next location. jonathan: there were no students on the bus when this happened. the driver is not hurt. two of the suspects are in custody including the guy who

was pulling the trigger. alison: all right. well, jonathan, back here locally, an entire football team burned. the culprit, a tem call solution that -- culprit -- a chemical solution sprayed on their uniform. this happened last year. five players filed lawsuits. montgomery county reporter kevin lewis has a story you will see only on 7. but first we have a warning that some of the photos are disturbing. kevin: the players hired attorneys because they say an apology from montgomery county public schools was simply not enough. matthew robinson and jordan gillespie vividly recall the burns they received at football practice last year. robinson says his open wounds led to a blood infection and fever topping 104 degrees. they ultimately discovered a custodian sprayed a cleaning solution called virus 256 on the virus football team's gear. according to amazon.com, the solution often used in

hospitals is strong enough to prevent the spread of mrsa and hiv. but certainly not suited for human skin or clothing. robinson, gillespie and their teammates up knowingly suited up and soaked in the potent substance. the suit alleges excruciating pain, loss of athletic scholarship and permanent scarring. >> i work hard to be the best at what i was doing and to come up with nothing, is a big disappointment. >> it's still hard to look at. i mean my skin is blackened, more than my skin color is. >> five student athletes are suing montgomery county public schools in excess of $150,000. no comment from the school system. tune in at 5:00 to see if that changes. for now, reporting in silver spring, i'm kevin lewis, abc7 news. alison: new developments today, abc7 cameras were on the scene as some of the people living in tents under whitehurst freeway decided to

move back in. just last friday the city removed many of the folks telling them, they had to find other places to stay. the topic came up at the morning's breakfast between the mayor's office and members of the city council. >> we have been giving a charge to go back out and make sure that we are doing the appropriate posting that the teams are engaging the individuals and that we are moving them into permanent housing. if the areas and the city administrator and i talked about last night and this morning. if the area can be fenced we have decided to do that. alison: so deputy mayor brenda donald says the city is in the process of finalizing permanent housing for several people living in the tents. jonathan: well, 24 teams teams m architectural design firms are competing in a building competition. there is one catch in the deal. the only building materials are allowed are canned goods. transportation, the med sculptures are all on display at the national building

jonathan: this is exciting. right now 17 people are getting ready to receive the medal of freedom from president obama. maryland senator barbara mikulski is just one slated to receive the highest honor. this year's recipient list includes stephen spielberg, gloria est ee ifae in and the late -- gloria estefan and yogi berra. we have more tonight at 6:00. alison: a white house turkey tradition is underway. the national presidential turkey and the alternate arrived at the will lard hotel. president obama will pardon the bird tomorrow. this year's turkeys have been raised for nearly four months at a ranch in modesto, california. after the visit to the white house, the turkeys will live out the rest of their days on a farm in leesburg, virginia. that's not bad. jonathan: lucky birds. coming from california they are like do you know how lucky we are? alison: awesome. all right. well in the last few minutes,

the st. maria's meal program started to hand out meals ahead of thanksgiving. jonathan: this is the same charity that pope francis visited in the area this past september. stephen tschida is live in northwest with more on this. stephen: the door just opened. hundreds of homeless people will come to the facility. this is the pepco facility for art. they provide for non-profit for various events. tonight we have hundred of homeless people coming in here for traditional thanksgiving meal. joining me is father john from the catholic charities. how did you get to put this on? >> we have been doing a meal for two years and pepco came to us and said let's have a nice meal, stable cloth and utensil and a nice turkey meal. we said of course, we'd love it. we started doing it and it's been a great event every year.
