sam in sam: we are in front of vincent gray's home. you can see there are a lot of christmas decorations around the house. clearly, he got a big present today. certainly for a happy christmas. this has been going on for a while. a cloud was lifted from the former mayor. good news for mayor, former mayor vincent gray. a press release came out at noon from u.s. attorney channing phillips office saying no one else would be investigated in the probe of campaign of 2010 because there was insufficient admissible evidence for a conviction. that meant for the case that started against the former mayor by former u.s. attorney was over. some criticize manchion for holding a news conference all but accusing gray of three weeks before a primary election that gray lost to the current mayor muriel bowser. a list of gray's associates pleaded guilty to charges mainly lying to the f.b.i.

they were associated with gray but nevertheless the situation where the mayor, gray, was not charged and the number of people around him were. we talked to gray's attorney robert bennett. >> pleased and happy. feel vindicated. it was clearly the right decision. you know, there is an old mark twain saying that a lie gets halfway before the world before the truth gets its boots on. sam: you know, during this campaign with mayor gray had to deal with reporters trying to talk to him about this. one interesting thing we saw a fish on robert bennett's wall. he said he caught it in the missouri river. under the fish was a tag saying, "if i had kept my mouth shut, i wouldn't here." one thing he told gray was to keep his mouth shut. for the most part gray did keep his mouth shut. he was not indicted in this case. a number of other people were.

we were not able to talk to the former mayor yet. but at some point we think he will be having an appearance on television. he issued a bitter-sweet statement about how he feels about what has happened to him. we will have more on this on "abc7 news at 5:00". reporting live from southeast washington, i'm sam ford, abc7 news. jonathan: thanks. baltimore the first police officer to go on trial in freddie gray's death took the stand today. maryland bureau chief brad bell joining us live with what the officer had to say. brad? brad: well, a few minutes ago the court took a break and the testimony is going to start again. officer william porter will be back up. he has been there all day long. now we should tell you that officer porter is not one of those who took part in the initial arrest of freddie gray. not one of those bicycle officers wearing yellow that you can see in the video shoving mr. gray in the back of the van. porter's roll in this was to

be called afterwards to check on gray, the prisoner in the back of the van. he is accused of not responding to gray's request for medical help and not picking them up and seat belting them in the chair. so porter on the stand today said a number of things. one, in 150 arrests he has never seen a prisoner seat belted. they say the officer say it's dangerous for them to do so because prisons can grab at their guns. with regard to the request for medical help, porter acknowledges that gray made it but porter said he never saw any outward sign of injuries in two checks. it wasn't until they got to the police station the so-called sixth stop of the van they realize that gray was in distress. this trial is getting close to wrapping up. there are concerns in this town about what will happen. will there be rioting as f people don't like the verdict? so today, the mayor and the police commissioner held a press conference to deliver

essentially a stern message. >> we need everyone in our city to respect the judicial process. we need everyone visiting our city to respect baltimore. >> we will head back in courtroom and be back at 5:00 with what happens next. i'm brad bell, abc7 news. alison: thank you for that. a traffic stop turns into a chase and ends with shots fired. plus an officer hit by the suspect's car. it all started near lake forest mall and ended near the suspect's mother's home. kevin lewis in gaithersburg with a look at the damage left behind. kevin: this light pole put an end to a dangerous game of cat-and-mouse that went on for half an hour around 1:00 this morning. an officer tried to stop 32-year-old leonard slaughter near the lake forest malibu slaughter would not pull over. instead he led police to his mother's home along this

gaithersburg cul-de-sac. that is where the officers cornered slaughter's toyota camry. guns drawn. the 32-year-old hit the gas and hit a cop in the process. he navigated through three landscaped backyards and get back to apayed road before driving a quarter mile and crashing in the light pole. they arrested him following a short foot pursuit. online search of his criminal record shows american than a dozen arrest for crimes like attempted arson, criminal assault and disarming an law enforcement officer. >> he was driving and didn't stop. the officer trying to beat down the window almost ran over him. >> he did not want to be stopped at the police. he had many opportunities to do so. why? we're not sure. he will have a day in court to

says the meeting is still on because he meets with all presidential candidates. abc news, washington. alison: the fight over using race in college admissions returned to the supreme court today. justices heard oral arguments in a challenge to admissions at the university of texas. that case is brought by abigail fisher who says she was unfairly denied entry to u.t. seven years ago because she is right. justice kagan recused herself because she was involved in the case while solicitor general. jonathan: a live look at the capital where there is still no deal on the $1.1 trillion budget. congress is expected to pass the funding to keep it open until friday and give them time to work on a final deal. congress approved a budget outline this fall but they are setting spending levels for each agency and departments. there you go. alison: turn to the weather. not as much sun but pleasant. jonathan: foggy and misty. you wonder if it going to rain

alison: let's get to breaking news we are following out of northwest washington now. jennifer donelan live on oglethorpe street at the scene where someone has barricaded themselves in their house. what is going on there? jennifer: right. we have a suspect that police are looking for. 14th street in military road. northwest playing out now. you can see we have a lot of police presence, everything set down. the neighborhood is shut down. they have been negotiating for hours with this person. this has been going on this morning when the person refused to come out of the house, they declared a barricade situation. i'll have the photographer jim move around so you can see that we have some kids coming

out of school. for two hours they negotiated with the school system to do a safe release. so they know the children who live in the area. i'm told by the police those children will be kept at school until the barricade is over and the situation is deemed safe. we have students there across the street. this is off of military road. so you can imagine entering the rush hour so it's a mess out here. thanks to the city, they have ddot workers here who are managing the traffic right now. if you can avoid the area at all costs, i would. we'll update you. jonathan: thank you. turning to the war on terror and the latest on mass shooting going on in san bernardino, california. today the f.b.i. director james comey announced syed farook and tashfeen malik were

radicalized at least a year ago and they talked about jihad a year before they were married. today the question is whether the center at the inland regional center -- shooting at the inland regional center was all they were planning. >> we are working hard to understand whether anybody else was involved, assisting them, supporting them and equipping them. working to see if there were other plans for that day or earlier. that work continues. >> some of the electronics they were trying to destroyed had a list including on the list was a high school. 14 were killed and 21 others were wounded. the government's vetting process did not detect anything to raise a flag when tashfeen malik asked to come to this country to get married. that will be part of the conversation tonight in the town hall meeting on the new normal. bureau chief scott thuman is hosting it with the sister

station newschannel8 at 7:00. so much to talk about. since the last town hall we have had a terror attack. scott: it's an always changing situation. there are thousands of people in the border that may or may not be radicalized and it will be a process that grows with the level of concern. one of the people we talk to is senator tim kaine. he has been on the forefront of the argument as far as what he kneaded -- we needed to do. >> they were radicalized and they used gaps and weaknesses in the gun laws to amass huge arsenal of assault weapons to kill people. there are things we have to take steps to guard against. security, especially in the wave of bringing thousands of folks every year.

alison: an indiana town hall meeting quickly turned into a boxing match. take a look. wow! this town hall meeting. cell phone video shows the brawl last night 90 miles from indianapolis. the drama surrounds the firing of the town's head marshal who just charged at the new marshal in the heated discussion with the residents and the board members there. no one was arrested. indiana state police are investigating that incident. jonathan: wow! alison: oh, boy. jonathan: not a good representation for the kids. this is how you settle your differences, go at it. alison: at a town hall meeting. goodness. see how it is moving on the roadways. hopefully smoother there. the traffic is a nightmare. one lane is blocked with an accident. we had a crash on the outer loop of the beltway.

passengers. northern virginia bureau chief jeff goldberg joining us live to explain why that is it. jeff? jeff: we are hearing mixed reactions to this plan. at this time of day you can see the traffic build up on 66. it's a real nightmare. the virginia transportation leaders have a plan to reduce the pain on the roads. this morning in a unanimous vote in alexandria the commonwealth transportation board agreeing to move forward with a plan to add tolling on i-66 inside the beltway. it will have solo drivers paying to use the h.o.v. lane similar somewhat to the hot lanes on 495, 395 and i-95. vehicles with two or more drivers will still be allowed to use the lanes for free. the price of the toll will depend on the traffic volume but it is expected to be in the average of $5 to $7. transportation officials say the move could open the door

for widening 66 as well at some point in the future. >> if that is the case, there are mechanisms set up to do that. but this is really about choice. than it is trying to impose tolls. jeff: construction is beginning in the summer and the tolls opening in 2017. there are a lot of elements we have yet to cover. what it mean whence the tolls beyond the beltway i-66 and the virginia drivers who are not thrilled at all with the plan. we will have those sides of the story covered coming up at 6:00. until then, live in arlington, jeff goldberg, abc7 news. jonathan: thanks. in maryland the state highway administration is working on the plans to rebuild the interchange between the beltway and the greenbelt metro station. that plan would add lanes to three miles of the beltway to cut down the traffic there. public meeting about the project is scheduled for tonight at 7:00 at eleanor roosevelt high school in green

jonathan: getting you back to breaking news out of chicago. we are keeping an eye on things now. the protest moved from the loop to michigan avenue. they are targeting the shopping district. so far the protests have been peaceful. hundreds of people are still out there on the street. they are demanding the resignation of the mayor. rahm emanuel for what they say is the perception it was covered up that a black teen was shot to death. 16 times he was shot. a year ago. but the dash cam video wasn't released until recently. after it was protested. and then a judge released the video and that is the reaction we are seeing now. protests. we have seen the superintendent of the police department has been forced to re-sign. now protests are asking that
