no evidence of injury. when asked why he didn't secure him with a seat belt he said in 150 arrests he never seen a prisoner belted. porter charged with manslaughter, accuse of neglecting his duty to help. maureen: virginia transportation board approved tolls on i-66 for solo drivers. the northern virginia bureau chief jeff goldberg live along the interstate with when drivers can see tolls coming up. >> set to begin next summer and the construction complete in 2017. the average price is $6 a ride. it will change the look of the freeway. a lot of drivers don't want this going forward at all. the virginia transportation

sam? sam: we did not catch up with gray but we wanted to show you the christmas lights outside his home. he received a gift of sorts. former mayor vincent gray lived four years under a cloud of possible indictment. when the new u.s. attorney channing phillips shut it down today saying the evidence is likely insufficient to obtain and sustain criminal conviction against any other individual. gray's lawyer questioned at the press conference about the possible guilt. it came weeks before a primary that gray lost. >> it was the u.s. attorney's office virtually convicted the mayor in the press.

before they had any evidence really. or good evidence. >> it is about time. it should have happened along time ago. >> gray issued a statement today saying that the justice delayed but justice denied but he would continue to be involved in public service. of course, one of the questions will be a candidate for d.c. council next year? either here in ward seven where he lives or city wide. reporting live from southeast washington, sam ford, abc7 news. maureen: d.c. mayor muriel bowser and police chief cathy lanier yesterday reached district homicide investigation. lanier says police closed 12 homicide cases in the last month. also today new information about where the crimes are happening. >> 110 of the homicides have occurred in the fifth, sixth and the seventh district.

110 out of 152. are in the three districts. >> william lewis and john james are still at large. they are two separate homicides. if you have any information call police. leon: we have new insight from the f.b.i. tonight a week after the mass shooting of san bernardino, california. investigators are now saying that the shooter, syed farook and tashfeen malik discussed jihad as early as 2013. it is believed they were both radicalized before they started dating. sources tell abc7 news that images with the electronic device show the location including a high school but it is not known if those were the other potential targets. coming up tonight a national town hall. discuss about the war on terror. experts will discuss what is at stake and how to prevent another attack. the special town hall new normal airs at 7:00 on the sister station abc7 newschannel8

leon: get back to the breaking news of the barricade situation in northwest washington. jennifer donelan still on the scene. what is going on now? jennifer: d.c. police tweeting out to public saying that the suspect on oglethorpe street, barricaded suspect is safely in custody. so according to police this is over. but the police are still out there but that is the report from twitter. leon: thank you. appreciate the update. maureen: tonight a vigil is held to remember a young woman found dead in a car in spotsylvania county.

>> it's a murder investigation. stephen tschida is live in spotsylvania tonight with what we know about the case. stephen: dozens of people are gathering in spotsylvania county for a candlelight vigil for 21-year-old heather ciccone. we can show you more of what is going on here as they prepare for the vigil. they will be walking to the ciccone home to hold a vigil in front of heather's house. this is what investigators are telling us. there have been new developments today. they say they have spoken to as many as 50 individuals regarding case. a woman who was the focus of attention early on, woman who is dating the same man as ciccone has been ruled out as a person of interest. meanwhile, all the people here, many of them knew heather and they are mourning the loss of a kind lovely woman. >> she was taken from so many people.

maureen: the arlington county police department today announced a partnership with a popular new app. mike carter-conneen reports police use the private social network next door to communicate with specific neighborhoods. >> i want to know who my neighbors are. people need help. >> stone was the first in the neighborhood to join next door and then invited others to do the same. >> it's nice to nice to walk around knows those passing through the neighborhood. >> neighborhood watch in your pocket. users can access next door on the smart phone or desk top computers and there are a range of options. they can post classified ads. but probably most popular crime and safety postings. >> what the community chooses to talk amongst themselves. we are not a member of the community so we don't see the information. >> residents should still call
