ash carter used a personal e-mail account for government business. "the new york times" reports that carter continued to do so after the flap of hillary clinton's e-mails began. the defense department says carter believes it was a mistake. >> i like the phrase "the flap." the federal reserve is raising interest rates for the first time in nearly a decade. it shows the fed's confidence in the u.s. economy. the announcement sent stocks higher. the rates for consumer loans, mortgages and credit cards are likely to rise. but not by much. a snowstorm that dumped more than 30 inches of snow in the higher elevations of the rockies has moved on to the upper midwest. snowplows were out in full force. you see there in minnesota. the snow slickened roads, making for some slow going. look for more snow in the upper midwest, as another storm comes in from the pacific. and here's our guide, justin povick, at accuweather. >> reena, richard, thanks.
