us and several departments. they pulled it together. tremendous work. jeff: the two suspects are in jail in prince william county facing a long list of charges for these crimes. a third suspect also in custody and more arrests are possible. coming up at 5:00, we will take a look at why authorities believe these criminals targeted asian restaurants. more on that coming up in an hour. until then live in sterling, jeff goldberg, abc7 news. leon: thank you, jeff. new information today on a deadly stabbing on a prince george's county playground. you saw the story first last night on "abc7 news at 4:00". now police tell us they have made an arrest in that case at gaywood elementary school. suzanne kennedy is live in seabrook with the latest. suzanne: last night the area i'm standing in was a crime zone. now authorities know who was responsible for stabbing the man who was sitting on that bench right there. prince george's county police arrested and charged 31-year-old alex jones with

first and second-degree murder. they say jones stabbed 24-year-old douglas reyes around 3:45 monday afternoon. reyes' family say he is mentally disabled and has been since he was involved in a car accident when he was 5 years old. they can't imagine why someone would hurt him. >> i can't understand why somebody would do that. he was not a bad kid. he was a really good kid. i still can't understand why he would do something like that. my brother was harmless. he brought a lot of happiness in the community. he brought a lot of care to everyone. always had a smile on his face. he never asked nothing from anyone. suzanne: police say the two men did not know each other and the attack was provoked. coming up in one hour at 5:00, we talk to suspect's mother and we will hear what she has

to say that police say the attack was unprovoked. reporting live in seabrook, maryland, suzanne kennedy, abc7 news. leon: new developments in chicago tonight where a white police officer pleaded not guilty to first-degree murder in the death of a black teenager. dash cam of officer jason van dyke shooting laquan mcdonald 16 times sparked protest and led to the resignation of the city's police commissioner. van dyke's attorney told reporter's today he may request change of venue. >> if we make the decision that a change of venue is something needed for my client to get a fair trial, then we will absolutely explore that option. leon: the u.s. discuss tis department is -- justice department is investigating the practices of the chicago police department now. protesters called for the resignation of the lead prosecutor and the mayor for their handling of the case. >> what is going on? calm down. calm down. that's my son.

get him some assistance. no one did anything. leon: that is the father of laqueer the teenager shot and killed by a chicago police officer over the weekend. he spoke to cnn an hour and a half ago. a 19-year-old and a woman in his building was killed when an officer opened fire. >> i want to administer c.p.r. at any point, no one. at this point, i didn't know what to say or what to do. i saw my son and no one assisted him. leon: his son had mental problems but they called the police to help him and to protect everyone in the building. he was hitting the door with a baseball bat. his family filed a wrongful death lawsuit against the city on monday. kellye: developing right now people in alaska's largest city woke up to the sounds of a plane crash. the small plane clipped an office building and slammed into a second building in

downtown anchorage. it happened around 6:15 this morning when both buildings were empty. the pilot is the only confirmed fatality. the mane belonged to the civil air patrol whose member take part in search and rescue missions. >> we have 36, 48 hours to get ready for the top. leon: people living near the mississippi river in missouri are being urged to evacuate while they can. the governor just activated the national guard. 13 people have died in the state in the last few days as the river rises to near record levels. the governor says most of the victims drove into the floodwaters. waters already breached a levee near st. louis, not far where the rivers converge. the same storm that drench the midwest is dropping snow on the northeast. we have team coverage of the impact from the storms around the nation. >> i am meteorologist katie kraimeer in green bay. 12 inches of snow fell last

night. we have the yardstick out to measure how much snow fell in downtown green bay. nearly 12 inches. folks are out this morning cleaning up after the massive snowstorm makes the way through the area. we have seen people shoveling, snowplows, snow blowers. it's all to help clean up the mess that fell overnight last night. >> i'm bill rafferty in providence where we were welcomed with a winter mix. around freezing. switching between snow and sleet. freezing rain. slush. but fortunately the highway crews got the sand and the salt on the roads early. so the highway is pretty much right down thepayment. the traffic is moving better than most rush hours but it is vacation week. the kids are out of school and not as many people at work. providence getting the first taste of wenter this morning.

>> i'm lauren brigman in asheville. overnight several roads were closed or washed away. look at the damage left behind. crews say it will take several days if not weeks to repair the section of the roadway that washed away by floodwaters. this closure is impacting 40 homes here. residents who were unable to get back and forth using this route. they now have to use a dirt road. a secondary route to just make it home. now we are seeing sunshine. crews have been out all night responding to weather related calls. manufacture rain in the forecast. flooding concerns remain for asheville. >> i'm meteorologist from macon, georgia. this time yesterday i would be under water. along with the river. reaching the highest point since 1994. still in flood stage but slowly receding this afternoon. but even through the weekend, still expected to be at or just above that flood stage.

leon: a man in hawaii won't be flying a drone anytime soon after flying it near president obama's motorcade. he said he didn't know it was in the area and landed it when they asked him to. the first family is in hawaii for holidays.

in the capital, many people are enjoying the drones they opened in the holidays but do you know the local rules if you have one? according to the federal aviation administration website, there is a 30-mile radius around the national airport considered a no-drone zone. in a statement today, the f.a.a. says unmanned aircraft, even model airplanes are suspect to the f.a.a. rules. but the agency is currently working with several groups to try to set up some rules for the model aircraft to operate within the 30-mile zone. kellye: time now to check on the traffic situation out there. we have robert altman with details. robert: traffic 95 to virginia. southbound. toward the potomac mill. northbound is just as bad outside of fredericksburg moving to quantico. 32 is stop-and-go.

york, l.a. and d.c. brianne carter is live at the reagan national airport with a look at delays. brianne: look behind me. it looks relatively calm and quiet. the past half hour or so. a big change we have seen here. this is the security line building. some people going nowhere fast. >> why some feel the hustle and the bustle of the holiday travel. others are going nowhere fast. >> we are going through d.f.w. in dallas. garland is wiped out with the tornadoes. they couldn't fly with the winds and the weather and so far. coming in from new mexico. here we are, two days late. brianne: for two days this couple has been trying to get back to louisiana. weather in the midwest canceled sunday flight. now after hours on the phone they are finally checking their bags. >> we are leaving right now. brianne: by midday at reagan national airport the arrival and departure boards were peppered with delays and a few

chicago o'hare international airport for 50 hours. five-zero. he was supposed to flight home over the weekend but the flight was delayed twice. but he didn't let it stop from popping the question. he took a picture of the diamond ring and proposed by a text message. >> i have been stranded in the airport for 50 hours. holiday travel. all i can say. and the weather. leon: his girlfriend, heather is her name. she seemed surprised by the proposal and texted back are you serious? i think she texted back yes. kellye: i love that story! he had to get it done. leon: you have a keeper there. kellye: a decent ring. c'mon. >> doug: worked out well. kellye: it did. kellye: we are fine here. a little cloudy. then some sun and then dark and fog. tomorrow is quieted up. we get to the holidays.

leon: new develop in the the affluenza teen. couch reasoned his mother were captured in mexico. reporter: he tried to evade authorities but the mexican officials tracked them down monday in puerto vaiar -- vaiar the. >> they wanted to make sure they were not sticking out. they were wise to go to the area. reporter: authorities said not only did they use the mother pickup truck to cross the border they threw a party before hitting the road. >> what suspected all along, they had planned disappear.

they had a going-away party. reporter: couch was 16 when he killed four people driving drunk in 2013. prosecutors asked for 20 years but he got probation using the affluenza defense. his lawyers argued his privileged upbringing prevented him from knowing right from wrong. now he had been on the run after the twitter video allegedly showing him at a party surfaced and he missed his mandatory probation hearing earlier this month. >> the maximum sentence is four months of confinement. that is not a efficient punishment for the taking of four lives. >> authorities are requesting to move his case to adult court. his mother in the meantime is facing charges of hinterring apprehension, which carries a maximum of ten years in prison. in new york, elizabeth hur, abc7 news. kellye: a manhunt is underway

in oklahoma where the lead singer of the band back rode anthem has gone missing. strickland and chase went missing in the middle of a storm and neither returned home. yesterday the troopers pulled the body of the friend from the lake. heavy rain and flooding this weekend resulted in the death of five others. the world says goodbye to another star. he founded the rockband motor head and continued to tour with the band until his death. a number of rock legends including ozzie osbourne and nikki sixx bent to social media to pay respects. he was 70. leon: coming up at 4:00 -- >> she is considered a leading doctor in her field but she can no longer practice. i'm joce sterman. coming up, the stunning allegation of drinking that cost a frederick county doc her license.

city streets. police across the region working to crack down on the problem that is proving tough to tackle. "7 on your side" i-team investigator chris papst is looking into the issue in northwest. >> driving dirt bikes on public road is illegal but in the district, recently it's becoming a bigger problem. the video you are about to see you will see only on 7. it was taken here on a busy road downtown in the district. this video was taken by an abc7 crew just last week. they were driving, surrounded by a group of illegal dirt bikes on 14th street northwest. heading west. some riders cover their faces. others don't bother. they pass a police officer who doesn't do anything largely because they can't. in this district like in many other jurisdictions, i wills cannot chase the vehicle unless they are part of a larger crime, which makes

enforcing the a.t.v. and the dirt bike laws a challenge. so earlier in year, mayor muriel bowser's administration launched the bonus campaign where people can get $250 reward for information on who is riding and storing the illegal vehicles. he started in the district. the way we addressed it is ask communities to help us. we will tell you how many people have been arrested for driving the vehicles illegally. it might be more than you think. chris papst, abc7 news. kellye: thank you, chris. over the weekend, a group of people on dirt bikes slowed down traffic on the capital beltway. they were going in the wrong direction and doing stunts. the maryland state police are

leon: controversy. only on 7. maryland doctor with a decorated resume now without a license. fighting back. the i-team investigator joce sterman spoke with her for a story you will see only on 7. joce: the doctor says she consulted from everyone from the e.p.a. to the lung administration can no longer see patients. practice brought patients around the world to maryland is now shut down over public discipline record she drank on the job. she works out of an office in rural frederick county and is considered one of the world's expert on a controversial topic. chemical exposure. but the doctor's potential exposure to alcohol has board of physicians taking emergency action. we pulled public documents that claimed she was what pitch wally intoxicated, that

leon: right now out to live pictures from chicago. protesters gathering outside the home of rahm emanuel. the mayor is getting back from a vacation. a vacation he was criticized not coming home from sooner after a police shot and killed two people over the weekend. that is on the heel of the criticism from the police department of another officer-involved shooting last year. we'll keep an eye on the situation and update you as we get more information to see what happens there. kellye: "7 on your side" with a consumer alert. companies will start phasing out plastic micro beads from face wash to shampoo. yesterday, president obama signed a bill banning the manufacturing of products with the micro beads by july 1, 2017. they pollute oceans and can be
