>> people ride these illegally in the district and that is a problem in the summer months. with the warmer weather it's a problem in december. this is a busy motorcycles disrupting the traffic. this video was record last week by an abc7 crew. they were driving and popping wheelies and speeding. some have faces covered. others don't. they pass a police officer. >> in may, the administration launched a bonus campaign where people can get a $250 reward for the information on who is riding the illegal-vehicles.

76 people have been arrested for riding a.t.v. it's up from 2015 but down from last year. >> folks are storing them and working on them in other places so it is important that people will let us know when they see the illegal a.t.v. use. >> the nephew died sunday when the a.t.v. he was riding hit an s.u.v. similar, police in the prince george's county cannot pursue the vehicles unless they are part of a larger group. which makes enforcement a challenge. instead they work with a regional team tasked to find the people. >> they are investigating who is riding the vehicles.

to get the numbers how many people they arrested riding the a.t .v. and the dirk bikes. or with told they don't keep the numbers. maureen: is investigating this scene that shut down the beltway on sunday. it shows 200 motorcycles and the dirt bikes clogging the beltway in landover. they received thousands of calls for drivers. doing stunt and going the wrong way. you can see the video on the entirety on wjla.com. police say the man arrested for yesterday's playground murder confessed. alex jones is accused of killing douglas reyes yesterday at the playground in seabrook maryland. police say he was sitting on a

bench and the suspect walked over to stab him for no apparent reason. >> he had been diagnosed with mental illnesses so i don't know what could have happened for this to take place. i'm in shock. a weather story from missouri. 13 people died from flooding in the last few days. most of the deaths are from the people trying to stride through the floodwaters. the mississippi record is expected to crest above the records in 1993.

you wonder how it is tonight at the local airport. karetny is live -- brianne carter is live at reagan national. for some it's smooth sailing but for others, look at the red on the arrival and the departure board. severe weather over the weekend plaguing the holiday travelers trying to get to their destination. many people spent extra time here but others spent days in d.c. after they showed up to find out the flight had been canceled altogether.

authorities believe that the businesses were targeted because they were likely to have cash on hand. additional arrests and charges are possible. tomorrow d.c. mayor muriel bowser will sign a bill putting more police body cameras on the streets. the bill will increase the number of officers wearing cameras from 400 to more than 2,000. bowser's office says the measure balances transparency and the right of the public and the police. the bill passed the d.c. council by a unanimous vote two weeks ago. the father of the teenager killed by chicago police over the weekend has taken legal action against the city. lagreere filed wrongful death

maureen: the u.s.-led coalition killed several key figures inside isis including someone connected to the ring leader of the no. paris attacks. spokesman for the coalition says ten senior isis leaders in syria and iraq have been killed in airstrikes. some of those killed were planning attacks against the west. a possible terror attack for new year's eve thwarted in europe. two men arrested in belgium and police are trying to figure out if more might be involved. seen your political reporter scott thuman in brussels looking into the terror threats. scott has more on the worries overseas as well as at home.

scott: the arrest for specific threats is less common and that one reason they are ramped up worldwide. this may have been the target in the newly uncovered alleged plot. law enforcement officers and the famous grand plate, the gathering spot for the events were among the targets. this is video we took earlier of the seasonals guarding that site. two machine were arrested -- two men were arrested. this member of parliament told us they are still discovering the warning signs in this phenomena. >> we need to have the mo decemberty to say we don't understand and we don't know everything that is happening. that is why i hope we will be able to argy haddist alive so

we can learn more. >> this is the first time we have had a full-time dedicated force and number in the city. >> they tried to counter the 500-strong terrorism team. they moved new year's eve party from the hilton downtown to philadelphia due to the security concerns. national guardsman will join firefighters for the biggest attraction of the year where some 300,000 people are expected to ring in the new year. >> everybody is all hands on deck. everybody will be working new year's eve. >> back to brussels, even though no weapons were found. the police call this a serious threat. there is no connection in this raid to the paris attacks, remember several of the paris suspects were from brussels.

the fog has formed yet. it's cloudy. we think the overhead skes will clear because we are partly cloudy. the best we could muster is 53. that is above the normal low. i'll sigh we will get back to a -- i don't want to say normal but a customary winter pattern. the temperatures are where they should be. statistically for early january. the moment in the lower 50's. hagerstown, 55. in the evening hours it will become partly cloudy. areas of fog that could linger through the rush hour tomorrow. sunshine in the day tomorrow. not sure because another cold front is coming with the own clouds and the own threat of showers. we will see how we go. a colder air coming in. always the case here. cold air moving in from the north and the west.

we will see the highs at 34 degrees. the cold front to slide eastward to increase cloudiness. the snow is like the snowshowers in upstate wisconsin as the storm is fading away. we will get some fog. the wind direction all over the place to settle in southeasterly direction tomorrow. tomorrow evening and tomorrow night the last batch of rain with the cold front will move through. mainly south of metro washington. overnight to new year's eve we have clearing skies. the winds will turn southeast early. for new year's eve, this is what we have. partly cloudy day. high of 55.
