but until now, none have been able to get their cases heard in a criminal court. prosecutors announce for the first time since bill cosby has been accused of drugging and raping dozens of women over decades, he will be arrested on charges in one of those cases. >> mr. cosby is charged with aggravated indecent assault. this is a felony of the first degree. to charge himn comes one month before the statute of limitations would have expired in the allegations brought by andrea constand, the former temple university employee who says cosby assaulted her at his pennsylvania mansion. >> on the evening in question, mr. cosby urged her to take pills that he provided her and to drink wine. the effect of which rendered her unable to move. or respond to his advances. >> years ago when she first reported the rape, prosecutors

decided there was not enough evidence to pursue the case. she settled in civil court. prosecutors reopened the criminal case based on new evidence, including incriminating statements cause be made in a 1000 page deposition released for the first time this summer. in it, he admitted he had given quaaludes to women but insisted it was consensual. >> our team reviewed the investigation. we interviewed some of the witnesses, examined evidence from the civil case and information from other victims. >> the victim's attorneys have released a statement on her behalf. she thinks the investigators and says she will not comment further. -- she thanks the investigators and so she will not comment further. jummy: millions are dealing with the devastating flooding impact. as the mississippi river is forecast to crest at its highest level in history. elizabeth hur is in missouri. >> even though the rainfall has

stopped, rivers are still swollen and rising. louis arch,nic st. the mississippi river has spilled over its banks. residents have been evacuated and haven't seen flooding like this in 20 years. >> in 1993, we had weeks notice. this time it just popped up. >> nearly 600 roads and highways are closed. entire neighborhoods cut off. this mcdonald's surrounded by floodwaters almost to the roof. this gas station nearly submerged. across the state. businesses and homes underwater. up reallyer has come fast. >> some storeowners decided to try to save whatever they could, but they were no match for the rising water. >> we tried to get everything out. we got what we could. >> and now, a new concern. this water plant has stopped operating.

it is now spilling raw sewage into streams and rivers. >> we expect this plant will be flooded completely before the event is over. >> it's a race against time. the rivers have encrusted yet. haven't crested yet. >> we're going to get through it. >> officials say several rivers will reach their highest level in decades. we have at least nine feet of vertical water coming. jummy: snow in the midwest and northeast still causing problems for air travel. than 500 flights have already been canceled today nationwide. the worst delays right now in chicago and atlanta. at o'hare international airport, more than 50 flights have been canceled. , the fog is starting

to move out. we're expecting some rain in the late afternoon. doug hill is here with a look at the forecast. doug: the best chances for rain will be south and east of the city. cloudy skies right now. let's give you a look at the national harbor. just cloudy. i don't think we will see much sunshine at all today. temperatures are mild. i keep forgetting we are here at the end of december. 54 at reagan national. a little cooler to the north and west. cloudy skies. showers possible. we are tracking rain across the carolinas and coming across the virginia line. we are anticipating most of this should stay south and east of the metro area. futurecast kind of confirms

springfield interchange. we are in the teens. this is a 10 mile stretch. car hit a tanker truck. that is why we are so heavy. 395 is clear. capital beltway in great shape. no problems in virginia. a little bit of slowing in d.c. breaking. d.c. mayor muriel bowser just signed a bill approving police body cameras in the city. she says they will increase accountability and improve police relationssó with the community. john gonzalez is live outside the wilson building. john: it's going on right now. that signing ceremony to make this d.c.'s newest law.

stepped out of the ceremonial room, a very symbolic moment where the mayor spoke for a few minutes and then sat down and signed this into law with different pens. essentially touting this as one of the more innovative but transparent laws in the country, saying that it will protect people's privacy but it will be able to add accountability to different cases. many of these cases we have been seeing around the country with police officers murdering citizens. the mayor has now signed into law this new bill that puts 2700 $5 million to equip of the city's 3700 police officers with these body cameras. the video you are seeing was released just two weeks ago. the pilot program started last october. that is the video from the alonzo smith case. a school teacher who was detained and handcuffed by

security guards in november. that case was later deemed a homicide. moments ago, the mayor signing this into law. take a listen. >> we know the body cameras make our community safer and stronger. they increase accountability among all parties involved in public safety interactions. they improve police services and they help us create an environment of trust between police officers and our community. john: initially the mayor didn't want the video to be made public. but because of d.c.'s open records law, the city council voted on this last month unanimously. and they voted against the mayor's idea to keep the video private. so the only private video that will be shot by these body cameras will be crimes that are committed inside homes such as

domestic violence cases or sexual assault cases. to best will be open viewed by the public eye. the law goes into effect essentially this afternoon. jummy: thank you for that update. search crews are combing the potomac for a possible missing duck hunter. natural resources police found a boat near fort washington, but no boater. sam sweeney is that the search site with what investigators say is so strange about this case. the sam: good afternoon. the search continues here on the potomac for that possible missing boater. multiple agencies are out on the water. each of these is treating this as an emergency. take a look at your screen. yesterday a boat loaded with hunting gear was found on the side of the river with no one on board. nearby, a life jacket was floating in the water.
