>> well, leon, earlier this year, montgomery authorities filed charges but the case is so coplex that the feds had to step in. they are now probing an exemployee at this luxury car dealership to accuse him of concocting an illegal strategy to make a lot of extra cash. >> the feds are investigating the former sales manager at the manhattan imported cars in bethesda for fraud. special agents say the manager was part of an international crime syndicate that bought fancy cars hiring phony customersed in other cases used random people stolen identity. the vehicle, many range rovers were shipped overseas and sold three times the u.s. sticker price. >> represents 220 d.c. area car dealers and says this is a

problem. >> 30,000 issue is not an issue -- $30,000 value is not an issue. the higher price point the bigger the issue. >> it impacts their foreign sales so they are finding dealerships whose cars end up overseas. the annual fines can near $1 million. >> the manufacturer really can't expect the dialer to police every buyer who appears to be a normal citizen. >> in north bethesda case alone, they track $900,000 in ad laundered money. >> bottom line is it a problem. that doesn't appear to have an answer. >> the owner here at manhattan imported cars had no idea of the alleged fraud. he considered his family-owned business to be a victim, as it will likely now have to pay heavy fines to range rover.

alison: a partially submerged boat. search teams are looking for someone who may have gone missing while duck hunting. a vote filled with hunting gear was found on the virginia side of the river. empty life jacket was found floating nearby. leon: a different situation for fishermen. a life jacket that inflate automatically. they made a big difference for a pair of fishermen days before christmas.

>> you say you see the aircraft overhead, sir? leon: that was a dramatic 911 call from one of the men as the boat was sinking. they ended up in the potomac river after the boat capsized. the doctors treated both for hypothermia after the rescue. >> the water is getting closer. it's dark. you are floating around like an empty water bottle in the water. wondering if anyone heard you. >> the key point here rescuers say is it should serve as a reminder while the air temperatures outside may be unseasonably warm the rivers and the streams are still dangerously cold if you are in them. alison: meanwhile, power images of survival out of missouri. this is where historic flooding is underway. look at the video. a man and his dog rescued from the roof of their home. and we are told they spent the night up there. it took coaching to get the dog to come. so much, in fact, the man fell

into the water. elizabeth hur looking at the damage. is there are fears for safety and also the drinking water supply. tell us about that. reporter: yes, alison. it's true. we are told, the authorities just announced today and asked the residents to conserve drinking water because a water treatment plant is not working. so until they remedy that, people are asked to conserve drinking water. as far as what we are seeing, we are running into these. road closure signs. we are in st. louis along the mississippi river. the walking trails are

submerged. you only know that there are trails because of the street signs. people are taking pictures because they are in awe of what they are seeing. what is more amazing to the local residents here is that this water hasn't crested yet. so that is what the authorities are keeping a close eye on. this is still rising. this is not expected to crest until a day or two. that is why the authorities are asking residents to stay vigilant. we have people taking pictures of the wears. the officials are warning residents to give the room for the emergency crews to get where they need to, to help those in need. the governor here declared a state of emergency, activated the national guard. they are in position to respond to the emergencies but they can't do that if people are in their way.

this is the worst flooding since 1993. the first 30 days of the month of december. st. louis had a foot of rain. some of the areas like st. louis, nine inches above average for the month. we have rain in the metro area. the winds are out of the east at six miles per hour. temperatures are steady all day long. with heavy cloud cover are. this won't change much tonight. later tonight after the skies clear in the overnight hours we will drop to the 40's. the wake-up temperatures are 43 in brentwood and aspen hill. the latest radar, we have batches of rain. all the source of it is way

leon: maryland state police are stepping up patrols on beltway after more than a hundred motorcycles took over the inner loop in prince george's county on sunday. alison: the video has gone viral of this. the "7 on your side"'s chris papst has an update for us. chris? chris: in this video you are seeing here, the maryland state police were criticized for what some feel was a weak response. but now that is changing.

announcer: you're watching "abc7 news at 5:00". on your side. alison: an attempt to get a computer fixed ends with the computer's owner in jail charged with abducting the repairman. but the suspect's wife says that is not the whole story. northern virginia bureau chief jeff goldberg is in arlington with both sides of the bizarre story. jeff? >> it is, alison. 50-year-old joseph vondella granted bond this morning in court. he has yet to post a bond so he remains in the arlington county jail on abduction charges. he was taken into custody by police on monday while his wife and son watched the whole thing unfold. >> we don't know how this is happening to us. >> she says her husband joseph, lobbyist and lawyer sits in jail in total disbelief. she is overwhelmed. >> i'm sorry for my husband and my son.

alison: video obtained by abc news showed the affluenza teen before his capture. at his 2014 trial the defense argued that the teen was unaware of the consequences of the actions. because his wealthy parents protected him while growing up. the woman accused of can i feeling a person and injuring others after plowing her car in people on the israel strip tested positive for marijuana. lakeisha holloway had active marijuana in the system if crash that happened this month. the toxicology report does not affect the murder charge filed against her. she is due back in court january 20. leon: four secret service agents are recovering after a fatal car crash in new hampshire. police say a driver crossed the center line and hit the agent's car head on. the driver of the other car died at the scene.

now. announcer: now "abc7 news at 6:00". on your side. leon: maryland state police are stepping up patrols on the beltway after more than a hundred motorcycles took over the interloop in prince george's county on sunday. maureen: "7 on your side" chris papst was with the patrols and will tell us whether anyone else will be arrested. chris? chris: that video you are showing has gone viral. soon after it first hit the internet maryland state place were criticized about what some felt was a weak response. but that has changed. it happened after they brought it to a standstill. the riders are popping wheelies, taking selfies and spinning the tires so much that the plumes of smoke can be seen above the car.
