scene, just where the blue flashing lights are. we are in the southbound lanes of 95, right near the franconia exit. eight: 30 tonight, fairfax fire responded because a person was struck by another car on i-95 and taken to the hospital. that person has been since pronounced dead. we were the backup that extended about a mile. we drove by to see what we can see. there was a black sedan up against the jersey wall, but one of the doors, it appeared to have been ripped off the car and there was lots of damage to the car. investigators are still on the scene, trying to piece together what happened. we don't know if somebody had car trouble, but they are trying to figure out the details. for now, they are still on the scene, and probably will be for a bit to come, but the traffic act up has eased up, just one or 95 --es shut down on any

on i 95, but still he tragic accident with one person dead. roz plater, abc 7 news. alison: roz, thank you. georgetown, news in a busy strip flooded with swat teams and the police after nearly eight hours of a barricade switch wishon -- a barricade situation at the waterfront. the suspect surrendered just moments ago. tom roussey is on the scene. what's happening? son, things are finally over, but this situation lasted more than seven hours. this is washington harbor, where police swat team members were going through the afternoon and into the evening before they were able to talk the man out of an office. here is video that we talk within the last hour of the police bringing the man out. this all started before 3:00 this afternoon.

they got a call to do a welfare check on the man. they did, and when they talk to him, he was threatening to harm himself, so that started the barricade situation. finally they were able to get him to come out peacefully. this is video from earlier in the evening when things really started to get wild in the k street area of georgetown, a lot of officers with big weapons, the swat team, negotiators as well. this affected a lot of people because washington harbor is a popular development and a lot people work and live here. i got to the first floor and i was more confused than anything. did not really think anything was happening until i saw the police officers with their guns drawn. and this is some of the

the new carrollton home sunday afternoon. inside was the homeowner, her two euro daughter, and her fiancé. first she heard a noise, then saul the utility wire smoldering. >> all the electricity was flickering. roz: she immediately ran outside. lockers -- one lookers across the street pointing to the side of my house and saying, your house is on fire. roz: they got out safely but were shaken. >> extremely frightening. it was not 3, 4 minutes, everything was in flames. roz: prince george's fire investigators say the cause of the fire appears to be accidental, the origin and electric utility line, something the homeowner cannot even imagine. this is like an electrical cord coming off the side of your house. roz: her neighbor helplessly watched and could not sleep last night. >> terrifying, absolutely.

roz: the power lines coming into her home are identical to the house next door. she called an electrician to check the home. >> you take every precaution to take care of your home properly. and something beyond your control happens. it's crazy. roz: roz plater, abc 7 news. alison: we reached out to pepco to ask what may have happened to the electric lines. they would only say that the information has to come from the fire investigators. leon: tomorrow morning, president obama is expected to announce 10 different executive actions on gunter troll. today he met with attorney general loretta lynch. jonathan elias has the possible changes that we can hear about this tomorrow involving gun control, and the debate already. jonathan: the announcement is expected tomorrow after days of speculation that he will invoke executive action on gun control.
