hearing from witnesses and seeing pictures of evidence, things like a gas mask used by the officer to try to make meth. it happened in july. explosion in this building. explosion so loud the neighbors heard it. you can see in these photos obtained by abc7 news it blew windows out of the building. arriving firefighters found the police lieutenant chris bartly on scene, suffering from burns. claiming he had had an accident while filling a lighter. police quickly found the evidence we can now show you in the photos just released by federal prosecutors. drano, bottles, gloves a gas mask. used to make meth. he confessed. >> he was remorseful. in a few hours after the incident he sent an e-mail to the supervisor and apologized

for the incident. >> he claimed it was an experiment and wanted to show the fellow officers make meth. the prosecutors didn't buy it. last august he pleaded guilty to trying to make meth in the federal lab while on duty. now he is facing up to 20 years in prison. today's all-day hearing aimed at determining how much danger his actions really posed. >> the best case scenario he will accept a punishment which would not involve incarceration. if there is any incarceration it would be home detention. brad: he had just enough materials to make enough meth to barely cover a dime. it would have been just about a gram. maximum is 20 years and the minimum is no jail time. the hearing underway that looks to go in the evening. brad bell abc7 news.

alison: thank you. officer william porter has been ordered to testify for the prosecution in case against caesar goodson. he was the driver of the police van where freddie gray suffered what turned out to be fatal injuries. he faces the most serious charges of the six officers involved in gray's arrest and death. goodson's trial is set to begin next week. officer porter was the first officer to go on trial you will remember. that case ented with a hung jury. he contend being forced the testify before the retrial violates his fifth amendment rights. we look at the next step in all of this at 5:30. leon: tensions were high in paris after a man wearing a fake explosive vest confronted police who then shot him to death. police say the man was carrying a cleaver and he had a piece of paper that included the isis flag that claimed responsibility for the attack.

france's antiterrorism unit is investigating now. france has been under a state of emergency since november. the attack left 130 people dead. today east attack comes one year after the gunman stormed the offices of the satirical magazine "charlie hebdo" killing 12 people. they marked the verse with a controversial cover. reads "one year on the aanalysis sin is still on -- the assassin is still on the run." french president francois hollande had a ceremony that thanked the police and the military and promised changes to prevent future attacks. alison: to days after president obama tearful announce of the the new measures to limit access to guns he is making a public push for gun control. this is taking place at george mason university.

>> the numbers are going up. leon: other numbers are d taking people with them. wall street off to the worst start of the year. dow lost 392 points today. it lost 900 points since the start of the year. only a few days in. the nasdaq and s&p 500 saw similar drops today. the selloff is fueled by the uncertainty over china's economy. the crime happened last month in the 6th block. they slashed tires of a vehicle to get in parked car next to it. alison: there is concern amongst metro riders after three high profile attacks in recent weeks.

do the statistics back up the story? stephen tschida has more on the attacks. stephen: the metro police released surveillance issue of the suspects. we just got an image 20 minutes ago. these are the suspects from an incident which took place tuesday night at the "u" street station. they are wanted in connection with a robbery and aggravated assault. metro transit police released the surveillance images monday from the suspect on vicious attack on red line train from the station in northeast d.c. christmas week. not an isolated incident. go days ago a man was slashed

in the attempted robbery at the u street station. >> tried to keep an eye out. >> the statistics don't core late with an increase in concern. 2013 saw 109. 2014 had 108. last year metro logged 113 aggravated assaults. >> i'm not concerned about it. however the brutality of some of the recent incidents such as the violent murder of a young man on a red line train last summer still troubled some passengers. stephen: the metro transit police are joined in the just announced robbery intervention task force. a coordinated effort to track down robbers to stop them quickly. keep in m recent aggravated assaults did start out as robberies.

alison: miners have all been rescued in new york. the workers huddled together for warmth until the emergency crews were able to use a crane to lower a basket below ground. lifting several workers at a time to the surface.

a state investigation is underway to figure out what caused the elevator to malfunction. monster wav crashing along the california coastline and the storms batter the state. some folks report 40-foot waves along half moon bay. california is taking a beating from a series of storms. after 24 hours of extreme flooding and one dramatic rescue after the next, the damage is extensive. look at the water pouring in wednesday from the salvation army store. now the concern is slapped slides. the boulders -- concern is the land slide. in southern california the saturated ground is shifting.

rapid city at 14. that is the coldest we have seen in the continental u.s. but st. louis indianapolis, well in the 40's. 55 in nashville. 58 in atlanta and mild air mass will come in. by the time the mild air gets here to take up residence saturday and sunday we have another cold air push from canada to put us below average next week. short term the high pressure moves out. low cloudiness here. the atlantic ocean. you think it's a tropical storm. it's not. but it is organized with top winds of 60 to 65 miles per hour. that is crazy to see. good thing it wasn't 150 miles northeast or we'd have a heck of a nor'easter. we have this system move in. clouds and rain tomorrow. future cast, the rain here by tomorrow morning across the ohio valley.

leon: a $1,000 reward is offered for information on who killed a man in a waldorf parking lot. wood was gunned down yesterday afternoon after he and another man got in a fight there. if you have any information call crime solvers immediately. the defense in a mclean home invasion case plans to use a rare involuntary intoxication

defense. andrew schmuhl accused of assaulting leo fisher and his wife at their home in 2014. this is coming after schmuhl's wife was fired from fisher's law firm. fisher claims that schmuhl stunned him with a stun gun bound him and split his throat and stabbed his wife. he plans to argue that the mental state at the time was result of medication he was on. alison: a federal agent is facing charges after they say he exposed himself to a restaurant employee and threatened her when he didn't like the bill. the army special agent curtis davis arrested two weeks ago. he is charged with abduction extortion and forcible sodomy. they lowered the bill and he left without hurting anyone. he has been suspended while the case plays out in court. leon: the top stories now. police officer accused of

turning the standard and technology in a drug lab could be sentenced in the hour. he pleaded guilty to charges to the charges last summer and faces maximum three years in prison. hosting a town hall meeting on gun control at fairfax tonight two days after he i.r.s.ed the executive order to expand background check for gun purchases. leon: how the fever keeps growing. the jackpot is soaring to the record territory after no one came up with the winning combination last night. the jackpot is a whopping $7020 million that may approach $1 billion. alison: the yacht club found a temporary home following a devastating fire at the club last month. the club will operate from the harbor grill restaurant at the city dock until it's rebuilt.

alison: "7 on your side" in health matters. tonight the new guidelines are out after years of lobbying and directtives from congress. here are the guidelines that recommend limiting added sugar to 10% or less of your calories. they also recommend people eat more fruit vegetables and whole wheat. the guidelines suggest cutting

salt and saturated fat but they stop short of telling people to eat less red or processed meat despite strong evidence that both can cause cancer. this is for the first time. the new guidelines actually mention coffee. moderate coffee consumption can be part of a healthy diet. >> they are shifting to say rather than this much of this. we want to be loading the plates with vegetables. and beans and whole grains and focusing more on the foods that we can be adding rather than making the specific suggestions that really can become overwhelming and confusing. alison: according to the new report americans on average get 13% of daily calories from added sugars. teens get 17%. the natural sugar like raise sins apple and -- raisins, apple and milk are not considered added sugar. leon: toy-like cardboard

alison: volkswagen told atheater how sorry he is for the company letting down america at the consumer electronic show. >> of course the current issue is the diesel engine is certainly nothing to be proud of. we disappointed our customers and the american people for which i truly am truly sorry, for which i apologize. we at volkswagen are disappointed that this could happen within the company we love. alison: we are learning tonight the company is set to buy back more than 100000 cars in the u.s.

no formal announcement has been made about that yet. but the company says it will have to either refund the purchase price or offer a new car at a significant discount. leon: speaking of emissions issues drivers in northern virginia can now skip their trip to emissions inspections stations every two years thanks to a new program called rapid pad. as mike carter-conneen explains drivers can simply zip through the mobile testing sites with no appointment and no waiting. mike: last month without realizing it matt howard was a first virginia driver to have the emissions tested by the rapid pass getting this notice in the mail. >> renewed my registration and that was it. >> a month after it launched virginia leaders are promoting the program now because many drivers mistakenly suspect it's a scam. >> to be frank i thought it was junk mail. >> this technology is rotated around 150 different locations across virginia. as the cars pass through the two mobile testing boxes use infrared and the ultra violent
