lane. brianne carter live on the scene with the latest on this investigation. brianne: right now, police say they are still looking into this. the intersection here to determine exactly whether or not that 19-year-old was in the crosswalk at the time this all happened at 6:00 this morning. according to police witnesses say the driver had a steady green light here in the intersection. police say that is still all part of the ongoing investigation. the 19-year-old was struck this morning. in this, you can see a car with front end damage. the 66-year-old driver stayed on the scene and that no charges have been filed. mean will we learned the 19-year-old was a recent graduate of the laurel high school and lives in nearby

wondering how that went. sam: well, people came in droves to talk about this. a lot of these were emotional. the increasing speeding fines for speeding in the city. the proposal to increase fines from $350 to $1,000 for vehicles going 25 miles or higher over the speed limit did not sit well with the transportation chairman this morning who repeatedly asked the director of ddot what data he had to show that such high fines would result in bicyclists and pedestrians suffering fewer death and injuries. he had no direct answer but said overall traffic fatalities in d.c. have plummeted. but -- >> but with regard to bicyclists and pedestrians we are not seeing reductions. >> you don't think the case has been made. you have to make it, i believe, for some of these

he is a tough guy. i love him. i'm very proud of him. >> the .9-millimeter gun used to shoot the officer was a police firearm stolen in 2013. investigators are trying to figure out how the suspect got ahold of this. marci gonzalez, abc7 news. jonathan: a few hours after what happened in philadelphia, an officer in boston was shot in the leg. the plain-clothes officer working with the drug control unit. he pulled over a known drug dealer and that guy got out and opened fire and ran off. the shooter was tackled by other officers and arrested. the officer shot in the leg is expected to be fine. alison: these shootings come as president obama pushes for more gun control, of course. after last night's town hall at mason university in fairfax, he held a conference call this afternoon with grassroot supports of his plan. he announced an executive order to tighten gun laws this past monday. today marks five years since the arizona shooting that killed six people and injured 13 others including former

north dakota was in d.c. superior court facing criminal charges. he had checked in a hotel room near the d.c. convention center and the secret services agents arrested him there. in a sitdown interview, he claims he drove 1,600 to washington to announce his candidacy for president and lobby for a more cost effective healthcare plan. they found his dodge ram pickup truck in a surface lot near the hampton inn. inside they recovered a .12-gauge pump shotgun, bolt action rifle, machete, billy club and 350 rounds of ammunition. he was not a registered goal owner in any jurisdiction and they -- gun owner in any jurisdiction.

american, hawaiian virgin atlantic and united. jonathan: nice. speaking of united, anxious moment on flight forced emergency landing. a passenger accused of screaming and attacking a flight flight attendant. much of it was caught on camera. we have the story. >> police questioning this woman after an in-flight outburst last night. that forced the pilots to make an emergency landing. >> the united express flight with 69 passengers and four crew members on board took off for laguardia airport after 7:00, headed for chicago. 30 minutes into the flight the passenger asked if e could get off the plane. a flight attendant said no. passengers claim the woman lost control. >> went crazy and attacked her and started to scratch her face up. >> at one point the woman yelled she was bipolar.

jonathan: remember this? the great escape. red pandas haven't been at the national zoo since rusty the red panda made his way all the way to adam's morgan. wanted a pint. two years later, red pandas are now back at the national zoo for the first time today. 1-year-old tusa and 1-year-old aisa will stay in the small mammal house until upgrades are made to the pen finished

this summer so they don't have a repeat performance. >> good idea. jonathan: as cute as they are, all eyes are at the national zoo lately because of little bei bei. alison: so the giant panda cub will not be going on display to the general public until next weekend but friends of the national zoo don't have to wait that long. jonathan: mike carter-conneen reports bei bei is attracting them in big crowds. mike: if only you could hear the ooh's and ahh's at the panda house at the national zoo. look behind me. this is the first time zoo visitors are getting a look up close and personal at baby bei bei. this is a big crowd here of friends of the national zoo members. many of them lining up. some of them traveling far. taking days off from work to be here. in the last few months, bei bei has transformed from a pink hairless cub weighing five ounces to a robust 12.5-pound black and white cub now capable of crawling, sometimes walking on his own.

afternoon. the best shot of rain for the weekend doesn't come until saturday night. saturday night we could have heavy bands of rain sunday. we could be near 60 by gametime. it will fall back to 40's but it will be improving. sunday afternoon shows promise. we head to next week, a different story. feeling like the season. temperatures on monday are upper 30's with the wind chill to feel cooler than that. by tuesday, wednesday, watching a little swing that could possibly bring us nighttime flurries or light snow tuesday night. by wednesday, thursday, dry but cold. temperatures below average in the 30's. all in all, improving news on the weather front. what about the roadways? jamie? jamie: it's a nasty afternoon to be driving in. up fortunately we don't have the camera. that would have been bad to try then. we have a lot of the spots so keep in mind you may have road spray. 18 miles per hour is what you

have heading southbound on 75. getting closer toward dale city. we pretty much stay on the break. 11 miles per hour heading outbound from the pentagon to the mixing bowl. no big issue right now. this is typical heading north or south after you cross the 11th street bridge. the crash earlier is in place with better news. northbound georgia avenue. this is near kansas avenue northwest. all lanes were blocked. now they have the one lane blocked. if you are heading southbound they are fact open.
