ars the whole time in there. the emotion is deep. >> jordan found guilty of child cruelty and abuse related to the incidents at the minnieland academy in woodbridge in 2013. the children just 18 to 24 months old. according to the court testimony, jordan would spray water in the children's faces intentionally trip them and laugh about it. and force kids tonight one -- kids to fight one another. the prosecutor said jordan established baby fight club in her classroom and added what miss jordan did to the children was cruel. saying were abused and neglected. the parents testified the children were sad irritable and aggressive. >> it hurt. reminded me of the pain when i first found out. reporter: minnieland officials said they never witnessed serious problems in jordan's classroom. and jordan defense attorney claiming today the client's action did not rise to level of cruelty, adding that the reaction from the children

convenience store. today her new attorney wants to change her plea. despite the prosecutors saying they plan to let her go free with credit for time served. she could remain behind bars until the trial in april. the other woman pleaded guilty and sentenced to probation. leon: the military given all-clear after a resident found what they believed was military ordinance in the backyard -- military ord dance in the backyard. initially the police evacuated eight homes but the military gave all-clear an hour ago. alison: breaking news tonight where it wmata is confirming several metro employees were arrested accused of smart trip fraud. roz plater is live in d.c. what is going on with this one? roz: a sophisticated scheme to make money using plastic smart

trip cards. we are told this involved seven station managers and two metro custodians. this was detected last year and happened all over the system. they targeted passengers who didn't have enough on the paper car to exit the station. they would turn it over to the station managers or the metro workers and the riders would be allowed to exit through the emergency gate. that he would load remaining money from paper card to smart trip card and sell it at a discount price. metro said this was not a big ring as far as the fraud goes. the employees were arrest and have been terminated. they face misdemeanor fraud charges. some are still awaiting their day in court.

leon: this is just in from prince george's county. man on video dragging police officers with his car has been acquitted of assault charges but they still convicted him on charges of fleeing and eluding police. it dates back to december of 2013 when the police were called to check on a man in the car. after getting out the video. it shows he got back in and drove off and dragged the officers a short distance. alison: questions remain about the capture and the release of the sailors in iran territory.

let's talk about tropical weather. it's a subtropical storm named alex out in the atlantic ocean. eastern atlantic. top winds of 50 miles per hour. hurricane center says it might get stronger. it's not a full tropical storm. it may be lacking the tropical characteristics. it's january. we have only seen on record four times in the month of january, tropical or a subtropical storm form in the atlantic. so there it goes through the azores. we will keep track of it out of the curiosity. here is what we need to know in the next seven days. temperature weatherwise tomorrow, after the clouds. partly sunny with 47. 49 with the increasing cloudiness friday. good chance by the evening. 49 in the afternoon. cold front will bring a breeze and flurries of 40-degree high on sunday. we round out the dr. martin luther king holiday on monday with 32 degrees. colder on tuesday. a little warmup beginning wednesday of next week. alison: not bad.

alison: get back to breaking news in prince george's county. news chopper 7 over the scene of a car submerged in a pond. so far the search is empty. to give you an idea this is happening, gallitan street near landover hills and we'll continue to monitor the story to bring you any updates when we get them. for the second time, a mistake by d.c. fire and e.m.s. is bringing grief to a d.c. family. leon: months after a child died awaiting a slow response the fire lieutenant responsem for response retired without facing discipline. that's despite a law in place to stop it from happening. alison: sam ford spoke with the child's father today and

is here to tell us more. hi sam. sam: we are in front of the fire headquarters where the officials are scrambling to put in effect a law passed last year and never implemented. we talked today with the father of young martin cuesta's toddler. the father was incredulous. >> from if beginning weren't informed. >> world bank economist jose is down on d.c. more so now that he learned engine 20 fire lieutenant who faced disciplinary action for neglecting to help his 18-month-old son that choked on a grape and later died that the lieutenant is being allowed to retire. >> a few blocks from the home. >> the lieutenant knew he was closer than another engine company dispatch and did nothing. it reminded in of the death of cecil mills across from a fire house that did nothing to help

two years ago. that fire chief colleen davis avoided disciplinary action by retiring first. the d.c. council in 2014 passed a law against that but it never took effect. cuesta's attorney. >> someone who failed miserably will be allowed to retire without any disciplinary action whatsoever. sam: bottom line the council bill constructed the fair chief to change the regs. nobody got around to it. >> what are we going to do now? what is this city going to do about it? >> the department is scrambling to make the law take effect in 30 days. >> people tell me i'm sorry. i think i know -- no. you have no idea what this is about. >> cuesta said on one level he is glad the fire lieutenant is retiring.

leon: breaking news now. news chopper 7 busy over the skies in the region. now looking at the scene of a fire now in adelphi. alison: this is on new hampshire avenue. and we understand that news chopper 7 came upon this. we have very little information because of that. however, we could see it's certainly fully engulfed in this top what looks to be apartment building. leon: on the fourth story of apartment building there. not a high-rise. but this is a structure and it's hard to tell. we don't see any people we understand people have been, or are in the process of being evacuated out of there by the use of the ladder. see them at the bottom. you can barely make it out. you can see a veryctive scene. that fire and no hoses working the fire so it's fully engaged in the top half of the structure there. alison: it looks like if you look closely at the ladder

fire crews are pulling, perhaps pulling somebody from artment building. obviously a really scary scene. this is live again in adelphi, maryland, new hampshire avenue. leon: new hampshire and metserot road. if you know that area in adelphi. you can see there once again there are firefighters now going into the building. obviously still trying to evacuate people. you see people on the ladder there being taken off out of the building off of the floor there. hard to tell how many units may be involved in this fire. this looks like two of them now are burning. one is fully in flames right now. again, you can't see any hoses working the fire. firefighters right now concentrating on getting people out of the building. alison: from what we can tell, there is two people perhaps taken from the building at least in this image we're seeing now. we can see the fire crews

trying to help them get to quickly as possible. scary scene. leon: we are told this is a two-alarm fire. the camera shot is a tight one. they are on the ladder. which has to be terrifying for the people caught up in that situation. we can't tell we can't see the response from the vantage point but we are told this is a two-alarm fire. so there are a number of units working the scene. this is going to go on for some time. we'll keep an eye on this. the roof now now the fire spreading in to the roof area. at least one or two units now that are fully engaged in the fire. alison: one other thing to help you get a sense of where this is if you are familiar with the adelphi. this is across the street from the university of maryland golf course. if you know where that is you know where the apartment building is. leon: do we know whether it is

part of the university residential system? we do not know that. we do not know that. alison: new the observatory. leon: that is not far, by the football stadium and the golf course. all that over there. college park area. alison: wider shot you get a sense of the size of the building. not particularly tall. four stories. the fair on the top. we can see the fire crews going up and down. possibly a firefighter with a stretcher or some sort of device with a person on it who may have come out of the unit. leon: they are working methodically here. it doesn't appear to be a rush. they are taking their time. safety being the foremost concern here at the particular point. all of the units right now look dark. is it possible that the power has been shut off or has gone out because of this fire. we cannot see any response of any firefighters going into the building are to fight the

fire. someone is walking under that awning there. alison: earlier there was an angle from the chopper that we could see the door under the red awning. i saw firefighters there at the doorway. we are not quite sure what they are doing there. leon: i can't tell how many people may be in the building. but we don't see any hanging off the balconies there or reaching out to the firefighters. one firefighter on way down and one on the way up. we don't see people in windows. it doesn't appear to be -- it appears that the power may be out as well, although some of the outside lights, the emergency lights. hard to tell. but it now looks like the fire is spreading. and eating further and further in the roof of the structure. alison: trying to take a closer look here at what the situation is on the ladder. our brad bell, who is out on the scene in silver springs

said he could see the smoke and the flames from where he is. so obviously people taking a lot of attention to this. adellny maryland this is new hampshire avenue. if you are just joining us. we are following breaking news of what appears to be are rescue situation that firefighters are attempting to get people to safety from the apartment fire. it's on the fourth story. very little information. news chopper on the scene and watching it as the crews work hard to make sure people are safe there. we will continue to get more information. leon: the close shot and you can see the firefighter walking with one person who is seated down this ladder from that fourth story of this apartment building. you can see the flames beginning to spread to the unit where the person may have come from. we didn't see where they got off the ladder but it looks at the top floor.

the blaze eaten itself to that side of the building. the fire spread to the left as well. smoke coming out of a large portion of the roof there. again, we can't see any other people there in any of the windows or any of the balconies. it's possible that everyone may have been evacuated from that scene. we have to get more information on that. alison: one more time the location for you across from university of maryland golf course. in adelphi. so, we are going to watch this very very closely. bring you any updates as soon as we have them from the fire officials. leon: we understand that this is near the university's golf course and near some of the residential buildings in that area for students but we do not think it is a building that is in any way connected with the university. there may be students who live in the building but we don't know it for sure. alison: tight shot from news

chopper 7 of the firefighter working with what we believe to be a person evacuating from the building. perhaps getting on the stretcher and being pulledto safety. leon: they are going about the work in a methodical fashion here. we have only seen the stretcher used since we have been watching this video a couple of times now. they seem to be going back up so apparently there are more people who are still inside that building on the fourth floor. once again this is a fire that is now burning in a building at adelphi of the new hampshire and metsorat road. a wilder shot from news chopper 7 that shows you the response from the two-alarm blaze. you can see a big response from the firefighters who have shown up on the scene. still we don't see anyone going in and attacking that fire. we don't know why that is. alison: huge response when you see the wide shot. certainly a lot of people there.

but like you said hmm. not sure why they are not attacking the fire right now. leon: also hard to tell how many people may be in the building considering the time of day. there may be people still at work. if there are students who live will they may not be there. they may still be in class or whatever. we are seeing a ladder. single ladder rescue operation underway now. we have been watching this for some time. we only see one ladder. we don't see multiple ladders working to get people out of there. they all seem to be coming from the fourth floor apartment next to where the fire is burning. they could be funneling people in the unit to get down the ladder. it's hard to tell from the vantage point. alison: doug, i know you are watching this with us too. a few minute ago we had a story i think from philly where they were they were dealing with a water main break and they had all this water freezing. that was causing a problem.

could that potentially be an issue here? doug: the temperature, closest reading is in largo and 28 degrees. temperatures will drop in the next couple of hours. given the force with which the charged lines are discharging water, i don't think the water coming out of the lines and the hydrants and the bumper trucks will be an issue. any water, residual water will be subject quickly. any ground parking spot and surface, ice is a problem. discomfort and the challenge in the sub freezing temperatures of put something much water on the fire right now that it clearly is not under control right now. i'm looking at the pictures. have you seen water on the fire yet? attacking it from the rear? i haven't seen water yet. alison: that is what we were talking about, doug. leon: we have been watching for that and we haven't seen it yet. all we are seaing is what you see here right now. that is what appears to be the top priority. that is to of getting people out of the

build og posed to getting them in there and fighting the fire first. doug: on the exterior in front of the fire there is a security light on, but everything else is dark. i think one of the first thing the fire department will do is cut the power there. that is something you don't want. but right now there is no strong winds. backed off the shot. no shortage of the first responders on theson right there. don't really see another steady stream of anyone evacuated. we don't know is it fully, a fully rented out facility? is it an apartment building where every apartment is occupied? there is a lot we don't know. we see more ladders going up now as the firefighters carry them to entrance way. clearly that fire in the top unit is spreading. you can see just to the left of the fire, see venting of the smoke coming out. [ly in a fire they will -- normally in a fire they will try to attack it through the roof. but with the very cold temperatures, it will spread

more before they get any chance to get it under control. leon: we are learning from steve rudin who is helping us gather information about this, he is saying this is a condo building. it's a structure that has been there since 1964. it's not connected to the other buildingsings that are also on the complex. so it could also factor in to how they are gaining how much they should try to attack the fire to keep it from spreading. concentrated in one apartment and maybe two apartments at the top. beginning to take away more of the roof. as you see the firefighters there are working the scene on the ground. not so much inside the structure. doug: the weather bug site at adelphi elementary school is 27 degrees there. i don't think the temperatures will be an issue but splashing

down where it will start to freeze again. that is an inferno. leon: three ladders now. now more and more people -- there we go. the fire, the water. we saw them put in place three other ladders not attached to the truck. two ladders on the ground. they may still trying to get people out of the building. they put the ladder where the fire is. alison: adelphi maryland is the location.

near the university of the maryland golf course. alison: we saw a tall ladder evacuated there. they were waiting to start with the ladder. that has begun. you can see how huge the response is. and the traffic slowing down. next to it. this is quiet a scene. leon: it could be encouraging that they aren't putting up more ladders or the other units. the water is cascading down. it could be that all the people that may have been inside that structure have now

been taken out. that is what we hope. leon: they are about to redeploy the truck ladder back up top from above the roof. doug: they have an issue there with the manual climb ladders. perhaps they get another bumper there. they are putting it down quickly. leon: they fought it back quite a bit. it was just pouring from the unit there but perhaps they have been able to limit it to that particular unit and the one next to it. but as you can see now they are starting to beat the fire back a bit. hard to tell if it's a foam they are shooting up or the water turning into ice.

alison: there is a lot of steam coming off of it. doug: cold air and the intense heat with the cold water coming on. i don't know if icicles could form that quick. it's possible i guess. leon: see what is pooling under the ground under the ladders that is coming down cascading down off the ladder. it may be a foam they have inside that they have mixed up with the water they are shooting in. it is working very quickly. they are now starting to bring the fire under control. alison: we don't know what was happening in the moments before we came up on the scene. but we have not seen people running around the grounds and stuff. hopefully before we came up on the scene there was a huge evacuation. if anybody was home, they were all out before we came up because we haven't seen many people at all. leon: we also haven't seen ambulances up to the scene to attend to casualties there. so again, there could be good news in that. not seeing people attended to

out there. with any sort of medical muslim equipment on the ground. alison: mostly smoke with what was a lot of flames. bright flames earlier. with the water. seeing the smoke there. so hopefully they are getting it under control. leon: hopefully brad bell will make his way there. he is on his way to the scene. as soon as he gets there he will check in and let us know what we has been able to glean from whoever he can talk to there. get word from people two came out of the building and are in the parking lot area watching the fire burn itself out now. to get their side or their story about what may have happened here. i can tell you i have been in that position before. there is nothing like sitting and watching your home burn. alison: i can only imagine. doug: you have to wonder if they had fire alarm systems there. it's one of the reasons we see very few people. maybe alarms went off and even self-evacuated. a nice thought that they heard the alarm and go don't look

back. they knock it down in a hurry. we can't see from the back if there are other units or water from the back side of the building complex or not but certainly the visible fire is subdued. alison: a few minutes ago on the wide shot we could see the traffic nearby slowing down. jamie sullivan is here to touch briefly on the situation there. we saw huge response jamie. that is affecting traffic. jamie: we have closures in place. the closure on new hampshire at metsorat. zoom in. you get an idea. 6-mile-per-hour in the area. chopper is showing. you can see the activity but not as much on new hampshire avenue. new hampshire avenue and adelphi we have a camera in that area that shows you just how much volume we are seeing in both directions because of this. again, best to avoid new hampshire avenue now because it's blocked. back to you. leon: we wondered whether or not they were fighting it from

the rear of the structure. it doesn't appear to be so. the camera shot. do you see any -- i didn't notice any strucks or any hoses coming from the back. doug: look at the search lights from the top. somebody is up there. in some position. you can see the light shining down from up above. somebody in there internally gotten in. or from the back. i would guess the fire is pretty much knocked down. alison: a little bit off to the right of the screen. to the credit. leon: the fire that to my untrained eye is something that could be a massive fire situation. completely destroying. maybe even destroying much of that building and they have been able to preserve it. it's amazing how quickly they knock it down. took all but five minutes. alison: absolutely. like we said there is a little bit few flames remaining to the right side on the top.

it does seem to be smoke. we do see the search lights and the firefighters on the ground with the search lights as well. leon: that is a good sig if a firefighter is in that unit. in that unit walking around on the balcony. they don't believe the floor is compromised. perhaps the damage is limited. as bad as it looks maybe it's situation where maybe the damage is not as widespread as it appeared to be and everyone can get the most important thing. alison: of course. we are still waiting to hear obviously the fire officials are busy with this right now. we haven't heard from them about the people who were in this building. hopefully everybody is okay. we are waiting to hear the official word from the fire officials about the evacuations. about how everyone is doing. what happened here to start

this. leon: doing it the old fashioned way. stomping it. okay. looks like they have it under control. we'll make sure -- do we know where brad is at this point? still making his way there. now we are seeing them throwing, pushing debris out of the windows there. that is understandable. our brad bell is having difficulty getting there. as jamie is telling you how traffic is tied up in the area. it's tough to get in there. brad is probably walking to make his way to the scene now. by the time he gets there the fire should be completely out. again, as we say you can see the scene there. as the firefighters have arrived. i shouldn't call this a rescue. we could call it a rescue situation. they did evacuate everyone from the building.

good sign, we don't see ambulances rushing in and out of there. alison: we saw people coming down the ladder when the news chopper 7 first arrived on the scene, 15 20 minutes ago at this point. leon: still one little nagging part of that fire there that will not go out. but apparently they are not that concerned about it. there we go. we are now seeing someone getting some kind of medical attention, bag taken out there on the gurney there. over to where the ambulance stage there on the road there. new hampshire. but again we ar seeing anyone else inside the building or anyone coming out. we're not seeing the firefighters inside. looking to see if there is anyone inside they didn't get to. alison: it's been dark from the beginning. perhaps all the electricity was shut off as they were fighting the fire. this has had a sense of being vacant from the beginning.

we have seen very few people which is a good sign. doug: see the water from the inside. they are knocking it down inside rather than from the outside. you can see the water coming through the facade, through the front of the building. they are up in there. they have other lines and getting it out quickly there. what they will do now is search for the extent of the fire damage to sea if there are any other hot spots around to see what they can see going unit to unit. i bet there are concrete floors between the units. that's one of reasons it didn't spread. that is good news indeed. leon: unit detached from the other structures on the property there. no real concerns about it spreading. fortunately as doug mentioned a while ago the winds are not what they were early this afternoon. which could have been a different situation if it had been around 1:00 this afternoon. alison: right. exactly. well our brad bell like we said is on his way to the scene. he was in silver spring. he is died up in traffic that

jamie sullivan was telling us everybody is dealing with over there. as soon as he gets there he can give us a bitter idea where this is. what it is close to. give you land marks and of course give us the latest that hopefully they have a public information officer on the scene to give updates for us. leon: you see on the screen there, on the right side. you are seeing them, the police there trying to manage traffic there that building up on both new hampshire and the roads in the area. that is a bit of a headache for anyone who has to use that area to get home or get to school or to work tonight. that is for sure. they will be there for some time tonight. good news is we have not seen a number of people number of injuries or casualties of any kind up to this point. alison: you heard while you were talking the producer said brad bell did speak with mark brady from thement for -- from the fire department and they said several people are being

evaluated right now. at this point no word of any serious injuries. is that right, brian? okay. no word on significant injuries. however, several people are being evaluated. that is the initial word from the public information officer mark brady. that is good. leon: on the right side smaller box is what we saw when we first checked in with the story. this is a story we happened to fly over this evening. we see the scene and by the time we got there they had deployed the truck ladder and were trying to walk people down from theth floor. ee apartment building adelphi. this is near the university of

maryland golf course. not on the university property. this is not a university-owned building. we understand this is condo unit. we still do not know -- thank you very much. presidential park. that is what we're told. if you are familiar with the area. alison: okay. is that the name of the building or the neighborhood? we don't know. leon: do we know? alison: neighborhood. leon: presidential park is that the name of the apartment complex? that is the condo complex. for those who may be familiar with the area. alison: it looks like at least three separate buildings there. the one where the fire is, the one next to it and it looks like one behind there as well and this is contained to the one building. the top floor. the fourth floor there. when we first came up on this 25 minutes ago we saw firefighters brings people down the ladders to safety. now the official word from mark brady so far is no major

injuries and people being evaluated. we hope that remains the same. leon: presidential park condominiums. when we have a camera shot pulled out by the appearance of the furniture and the balcony it appears that the unit was fully occupied. but again by the time we got to the scene, we were only seeing a handful of people there, taken out. taken out carefully. walked down the ladder from the fourth story all the way down to the ground. we did see a person taken over on a gurney to the ambulance. that are safe on the road. still, right now we surmise that the word we got there were several people being evaluated. alison: quite a few firefighters inside the unit in question. i see four.

at least. that is a good sign they are comfortable being in there. walking on the floors that they have it under control. not worried it will give way underneath. leon: wonder out loud if there are hoses used. they are upstairs with the flashlights looking for embers or smoldering hot spots up there. they are going by hand with the hose they have got. the truck ladder there. this fire is contained under control. it will be a mess for residents or commuters in this area. it lot be that way for some time. for sure. definitely. hopefully as soon as brad gets there he can give us a better idea the early juncture if they have any sense of what happened, what caused the

fire. leon: you can see there the firefighters now walking out of the we don't see much activity up there outside from what appears to be inspection process. there does appear to be now we see more flames flames in that other unit on the right-hand side. that is the unit ajissant. burning the most. don't know the lay-out of the particular of the units here so we don't know if it is one apartment or a condo or not. you can see they are going through the structure now. by hand. they appears to have small fires there or embers now from the roof that have been there the longest. just over the head of the firefighters in there now. where you see the smoke pouring out.

again this fire -- all right, again the fire is now completely under control. we'll still continue to follow what is happening on the scene in adelphi. announcer: from abc7 news this is a breaking news alert. leon: here is what is breaking now. fire crews on the scene of a massive fire in adelphi. we are looking at the 9200 block of new hampshire avenue. we watch as they rescued the residents from the upper floors of the four-story structure. two-alarm fire. it appears to be completely under control. no reports of injuries. we understand several people have been taken over by evaluation by the medics on the scene. our brad bell made his way to the scene an
