>> now, abc 7 news at noon on your side. >> coverage of lizard 2016. >> taking a live look outside are now at the nation's capital, a look at arlington and iwo jima. the blizzard is over but the big dig out from all of the snow continues. let's get to meteorologist brian van de graaff with a look at the forecast. brian: we should say good afternoon. up yesterday.ped we have been doing the clean up the last couple of days. we will talk about how the roads are doing. weather-wise, we are doing a gradual, slow, melting trend. it toow what to do quickly because that could lead to flooding. i want to show you the extent of the storm. this graphic from lisa gray in virginia, look at that snowman. that snowman is a massive one.

is that a pear-shaped snowman? is that an hourglass shape? if yous you the extent, will, of the big snowmen, the bigs now we had. that was a massive snowmen right there. take a look outside. temperatures are slowly climbing. we jumped up this hour at reagan national airport. we got up to 36 degrees. we will continue to see temperatures on the rise through the afternoon, upper 30's to near 40 degrees. 36 and andrews, 32 and culpeper. frederick in hagerstown, you are below freezing. the potential see for melting. as long as the sunlight gets through, melting will continue to happen. forecast for the afternoon, temperatures in the 30's will drop back slightly tonight that we won't see much colder building and tonight. we will see the potential for some fog and low-level clouds. we will talk about that and our next precipitation chance coming up in the full forecast in the

next seven days. not all the good stretch of weather for the mountains. onlet's get you up to speed what is not open today. the federal government is closed along with ddc, maryland, and virginia governments. also closed, the smithsonian museum as well as the national zoo. all area national parks. local school systems are also all closed. we are running those at the bottom of your screen right now. while d.c. schools are closed, they will still serve pakistan lunch to students and families at 10 locations in all four quadrants -- they will still serve breakfast and lunch. you can see on your screen the complete list of schools i went to get the meals at wjla.com. that snow and ice is still impacting traffic in the district. it is all about snow removal right now. as they haul the snow away, too much to push on to shoulders. that is what we are looking at on i-95. northbound crew working its way into springfield blocking the

right side of the roadway. if you look at our traffic camera, what you find is the heavy volume coming out of newington and getting by to the left. there are crew set up on the southbound side. those crews are blocking the right side of the roadway heading into woodridge. a note to the hov lanes. the hov express lane between 610 and the pentagon is going to remain in the northbound direction. that is because crews are still clearing snow from them. in order to get them enough time to complete that and haul away the snow, et al. 11:00 tomorrow, the hov express lanes are open in the know -- northbound direction. brianne carter has a look at the roadway's life. brianne: here is the main issue. we are starting to see all of this, the snow, mounds of it pile up on the side of the roadway. take a look, you can see, not

enough places to put all of it. we are seeing mounds of snow all over the area. crews have been working diligently to try to clear the roads, but many areas we don't have enough of a clear path for two lanes, three lanes. what you want to watch out for is making sure you have enough space to get out onto the roadway. you will want to make sure you know you can get out. through the neighborhood, there is still 6, 7, 8 inches of snow that has piled up, areas were close have come through on secondary roads and pushed that for the neighborhood roads. you may not be able to get to the end of your neighborhood streets. onge lanes and turn lanes the secondary roads are still snow packed and snow covered. a careful making those times. we have seen a number of people stock. we are along the gw parkway. we are checking because it is expected to reopen the lane of the northbound gw parkway from to the beltway. the southbound lane remains

open. there will be an additional closure tonight on the northbound lane because of the icing conditions i saw late into the evening. we are continuing to monitor the roads and watch the conditions throughout the day on abc seven news and news channel 8. we will have much more throughout the afternoon. brianne carter. jummy: thank you so much. metrorail is running limited service today. above ground service is being slowly restored this afternoon. an unprecedented decision to close all weekend because of the big as her. stephen is live at mcpherson square with a look at how service is going this noon. better now is going mellow here at mcpherson square. , relievedpassengers to be back on metro. service is still limited. service was restored belowground on the orange, red, and green lines this morning at 7:00. metro has announced it will be restoring above ground service on the red line or has restored

above ground service at 11:00 between medical center and glenn moss, boston and new carrollton and branch avenue's on the green line. more service will be restored, metro is assessing be makingion and will more determinations later on in the day about one to restore more service. as far as bus traffic, bus traffic has been limited, restored in a limited process. we have yet to see about coming down 14th street behind me. there are some passengers it will be taking advantage of that limited service. betweentoring service airport and, dulles greenbelt to bwi airport. the three and five a. it has not restored service if there is any service to come out to reagan national airport. that is where jacqui jeras is. our things looking out there?

jummy: we will get to jacqui jeras and just a second. in the meantime, slowly but surely the airports are getting back to normal. she is actually at reagan national airport where she has been all morning long. she has more on the snowfall controversy. something broke out there, right? jacqui: i am sorry. what was your question? jummy: something broke out there at the airport and that is what the controversy is about? jacqui: there has been a little controversy about that and whether or not our snowfall thel was verified because normal way that they do that with their instruments, he didn't work the proper way. they had to do estimates more than anything else. there is a little bit of question as to whether or not that number should have been higher. 17.8, the national weather service says they are standing

by it and it and is the most accurate measurement they can get. we will keep looking at that. can you hear the noise behind me? that is an airplane that just took off. finally, 7:00 this morning, we started getting landings and also departures, more than a dozen planes have come in and out of reagan national since thousands were canceled over the weekend. still about 100 flights canceled here today. however, things are beginning to slowly get back to normal. one runway remains open. it will be limited throughout the day today. obviously, we know why that is. look at all of this snow. again, how much may be in question just a little bit. you can see it certainly is a lot for people to have to clean up. on thean 200 miles tarmac, on the runway, as well as on the taxi rank. they also have to do this. the sidewalk so that people can get around. also, the road so people can get in.

take a look behind me. look at all of the cars, the congestion that has picked up in the last half hour or so. they have done a good job of cleaning off this main roadway. also, you can see piles of snow. a huge one people are going to have to get by. when you come into the airport, they cleared out a couple of lanes so people can get by. this snow continues to block other areas. we have heard success stories today and we have also heard failures. there is a church group here from kansas city, missouri. they have been trying to get home for a couple of days. their flight was scheduled for 3:00 today. one of the guys just came up to me and said our flight has been canceled yet again and they are not getting home until tomorrow. victories and defeats today. by the middle of the week, it should be back to normal around here. back to you. jummy: they are not alone with those canceled flights. we want to get some breaking news right now. we are learning of a partial building collapse in montgomery

county. look at these live pictures from his chopper seven. according to montgomery fire rescue, this is at the shiloh christian fellowship church. the sanctuary has collapsed, the roof there. a partial collapse. no injuries. we know a building inspector is on the way to the scene. there is no fire hazard, but you can see the weight of all of that snow that we received over the past couple of days has brought part of the building down. the roof of the building. we have crews having to be seen and we will update you with the latest information on this as soon as we get it. wow. while the main roads may look good to you out there, it is a different story on many of the side roads. some of the side roads have not even seen a single plow pass yet. our john gonzalez is in silver spring were residents of one neighborhood are starting to get frustrated. john: good afternoon. the cabin fever has kicked in. some in this neighborhood are doing something to try to get out of the cabin fever and get out of their homes.

we have been talking to people from around the d.c. who are essentially trapped inside their homes because snow plows have come through these neighborhoods. this is one right here in silver spring. right nearenue, blair high school to give you a lay of the land. take a look. you see the tracks, the marks on the snow? those aren't tire tracks. those are footsteps of people coming in and out of the neighborhood. not one plow has come through here. folks have been doing what they supposed to. they shoveled and plowed their driveways, doug out their cars, they have even done this over here, the fire hydrants. they cleared out the fire hydrants, the three foot rule. the problem is they still can't get out of the neighborhood. there is a story within the story. for the past several hours, the neighborhood children said we are going to at least get six of the homes out. this is brewster court where six families live. take a look. these children started shoveling at the end of the cul-de-sac

this morning. look how far they have gotten. if they go a little further, they can probably get out. there is a church over here. if they shovel a few more hundred feet, they can get to the church parking lot that is plowed and i will give them freedom. karen, your daughter is in here shoveling proudly. what do you think about the never had? >> it is a great place to live. it is a little mayberry here in silver spring. we love it. you can see it. a story within a story. john: how about the fact that the positive and come through, is that a common occurrence? >> it is a common occurrence. we have a couple of main roads in the neighborhood they get hot, but by and large the site treats -- sidestreets never do. john: as for professional workers, we have put in calls and they tell us they are asking people to be patient with them. they have about 5000 miles of road to clean and plow and they will get to them eventually. they hope to get to everyone by the end of the week. back to you inside.

jummy: thank you so much, john. remember, several local counties and cities have ordinances in place to clear snow from your sidewalk. in arlington, you have until noon today. in prince george's county, 48 hours after the snow stops or you can be hit by a $100 fine. in the district, eight hours after the first night after the storm or the potential for a $25 fine. we reached out to the city to see if a regular for has been extended at all. we are told that the city is encouraging people to shovel, but officials understand because of the magnitude of the storm. we did not get an answer on whether that means no fines or not. coming up on abc 7 news at noon, we take a look at how the winter storm is affecting other cities along the east coast. eyere also keeping a close on that roof collapse at the church in montgomery county. a live look from news chopper seven right now. the latest information com

jummy: as predicted, the blizzard of 2016 hit the whole east coast hard. there were at least 27 weather-related deaths across 12 states as a result of the storm. we are the number could be going up. elizabeth hur has the story. elizabeth: 80 million people on the east coast buried by the blizzard of 2016. >> i was in complete panic mode. elizabeth: digging out from the record-breaking snow including major cities as philadelphia and d.c. paralyzed. ita lot of cleanup to do and is still not entirely safe. >> we are working hard to get d.c. government open tomorrow.

elizabeth: the monster storm dumping feet of snow, 28 inches in new work, 29 in baltimore. in one town in west virginia, 42 inches. the storm is responsible for 30 debts. carbon monoxide poisoning in the car block by snow. it also created a travel nightmare at the airports. >> i just want to get out of here and go home. elizabeth: and on the highway. >> we have been stuck in the a half hours.nd elizabeth: for some, the wait was nearly 30 hours after finally heading home after being stuck on the pennsylvania turnpike. thousands of flights are canceled or delayed this monk at all on the jersey shore, of icets saw chunks floating down streets after powerful waves and high tides flooded entire communities. this storm shattered records in so many cities. here in new york city, it turns out we missed breaking the

all-time snowfall record by 1/10 of an inch. elizabeth her, abc news, new york. jummy: it is so unbelievable to look at all the pictures, still. brian: and we have pictures to share. there is just so much. jummy: there is. brian: you try to quantify it and you look at pictures and it blows you away. jummy: will it be warm enough for any of it to melt anytime soon? brian: it is not warm, but we have the sunshine. we have some moisture tomorrow with rain that could end wednesday morning. some computer models have been running -- wanting to bring snow later in the week. it looks less likely now, but if you see it on your app, don't get freaked out. we are looking more closely than your app. taking a look at what is happening, what shows up and goes on the social media. said!ent -- app look at these beautiful shots from justin, beautiful sunrise. thank you for sharing.

good to be a kid from sherry kempton, they are the ones having the most fun in the snow. gus enjoying snow in alexandria. here ise confused -- one more. monster icicles. look at that. those are big. the careful out there. right now come across the area, we continue to see conditions in the mid 30's. to the northwest, we are a little cooler and frederick and hagerstown. mid 20's or so. look at fredericksburg at 36, 30 in charles though, 39 in easton. i mentioned, although we do have sunshine, even if your filled, we not sun are still looking at the potential for some of that melting to occur. we want to show the futurecast. we are good today. as we head through tomorrow, we see more clouds moving in. our best chance of moisture will be late tomorrow night. at this point, we should be warm enough that we are talking about a little bit of rain. tuesday night into wednesday, it could possibly makes with a

couple of what snowflakes early in the morning on thursday. south and east of town. not a big deal. something we are keeping a close eye on. 30 for the next couple of days. slow but steady melting. you wouldn't want to melt too quickly but that could lead to big problems by the weekend. looking pleasant for temperatures in the 40's. jummy: i never thought i would be so happy to see 45. m: these snow has to go somewhere. the district got 24 plus inches. it is coming in on these dump trucks one at a time. up to 200 trucks poor hour. and lot number seven in rfk stadium. they dump it and go right back out on the street. today,y had one goal for many goals, but the major goal was to get the main passages clear. they are having a lot of success with that. you have to understand it takes time. 4400 miles of road throughout the district. a are working around the clock with these trucks and parks to help get the city clear. the mayor and the manager of the department of emergency management came out and said we need more time and we will be dumping trucks here at rfk all the way through next week. >> our priority is to clean the entire city. we are going to all of that and a methodical and thought-out manner.

thiswe see in a storm like with as much now as we get, we want to concentrate our thatrces in certain areas we have laid out across the entire district. clear out an area, get as clear as we can there, and moved to the next area. overding the resources all and just barely scraping along throughout the whole city is not a good way to do it for this storm. sam: again, it is going to take time. the goal for tomorrow is to get the downtown area clear, get the city government backup, get people back into their home, into their offices. it will be around the clock all the way through the end of next week. the good news is all but one metro station in the district is reopened. they're are looking to reopen everything on metro fully tomorrow. that still has not been confirmed. they will make that announcement later on tonight. as for schools, they are waiting to see what happens with transportation and then they will make a decision later on.
