snowblowers and dug and pushed until they saw black top. one guy said to me, "we don't need montgomery county." all kidding aside this has been a hassle for a lot of people. many complain about the mammoth wait times on the 311 line, in addition to the county map that inache rately shows which streets will be plowed next. >> i think under the circumstances i think we have done a very good job. keep in mind 40 inches of snow in the county. 5,000 lane miles, having to haul in urban areas all the snow. i'm standing before you and say we made a path in every neighborhood by 7:00 a.m. tomorrow morning. how many jurisdictions can stand there and make that claim? kevin: so where should you turn if county executive ike leggett doesn't keep up his end of the deal? i'll explain in a report at 5:00. but for now, live in olney,
4:01 pm
i'm kevin lewis, abc7 news. jonathan: thank you for that. michelle: sam ford will let us know how the schools are getting ready. sam: we're in the r.f.k. parking lot. we are starting out with the school situation in d.c. ten schools opened up for families that needed a hot meal. people came and received a lunch of spaghetti, meatballs and broccoli. tomorrow the schools will reopen. nay repeated the need for neighbors near a school to clear the sidewalk. we looked at the elementary school in northeast. the only place no path was cleared along the school parking lot. presumably the city will have
4:02 pm
that taken care of by tomorrow morning. for how students in the city feel about going back to school tomorrow, well, we found that the views were mixed. >> i em ready. >> you are happy about it? >> no, but yeah. >> my shoes messed up. >> if it's not too slushy i might go to school tomorrow. >> i don't want to go to school tomorrow. >> this is on tape. sam: those werestudents from dunbar and coolidge high schools. now, the school system issued a statement that the schools will open on time tomorrow. but that all absences and all late arrivals will be excused. they said it's up to families at their discretion to determine whether it is safe
4:03 pm
for their kids to actually go to school. coming up on "abc7 news at 5:00" -- we'll look at this melting machine they have for all the snow coming off the streets of d.c. and out here to r.f.k. stadium on "abc7 news at 5:00". reporting live from -- i'm not sure what part of town i'm in. northeast washington. [laughter] i'm sam ford, abc7 news. michelle: sam, before we let you go. curious, obviously the students are not ready to go back. what are the parents of the younger kids saying, those that may have to stand outside and wait for a school bus? sam: that is it. the school system left it up to the discretion of the parent. if a parent is concern don't send your kids to school. if the parent is not concerned or not worried they can send the child to school. as the school system said in any event all absences and the late arrivals will be excused.
4:04 pm
michelle: that is the final word. sam ford live at r.f.k. stadium. thank you. jonathan: what is it like walking around in the city this afternoon? here is a first person view for you. our abc7's horace holmes wore a go-pro camera navigating the snow-covered capital. big snow corners on -- making it tough to see around. that is coming up on abc7 news michelle: loudoun county continues to dig out in the aftermath of blizzard 2016. it was one of the hardest hit areas with estimated 36 inches of snow. county officials held a press conference this morning to give residents an update on the snow removal efforts. >> we realize some of your streets may not be plowed but the good news is this. what ddot is trying to do is have at least one path through all the neighborhoods by tomorrow morning at 6:00 a.m.
4:05 pm
one path means just that. one path. it doesn't mean the streets would be clear. it wasn't mean passible for two cars but to try to have one pass. michelle: county officials are asking residents not to call until tomorrow after 6:00 a.m. to report unplowed streets. jonathan: a live look adds this afternoon. not bad for january standards. felt warm. good, melting weather. the snow is melting off in a lot of areas. the question is will we have potential for refreezing? that's a problem when we talk about what goes on out on the roads. chief meteorologist doug hill has a look at the forecast. doug: hey. still a little sunshine out the belfort furniture weather center. 50's today around a large part of the area. let's get you started with a look around the capital wheel. national arbor. you see break in the overcast and patch of the ice in the river. we don't need it in the 70's to cause rivers of melting snow here. temperatures 50 at the reagan national. southerly wind at 16.
4:06 pm
the warmer push of air ahead of a cold front from the west. 48 at leesburg. 39 in frederick. 54 in manassas. tonight a cold front comes in, it will be cloudy. showers overnight. i suspect colder air, maybe isolated snowshower but i don't think it has much effect. temperatures are mid-30's. upper 20's. the outlining areas there could be slick spots but more melting tomorrow. jonathan: thank you. >> we want to go to the news conference in progress now. that is dan, the spokesperson for metro providing an update. let's listen in. dan: metro emergency command center continues to direct the authorities blizzard recovery effort from across the region, including every aspect of over recovery ranging from bus transportation, rail transportation, transit police, minutes, parking, track and structures and metro access. they are all at the emergency command center right now. they will continue working
4:07 pm
12-hour shifts until we're back to full service. those efforts are expected to continue for another day. our goal is to have service restored quickly and safely as possible. i want to take the opportunity to thank the metro employees who have worked and continue to work long hard hours. 12-hour shifts out of hotels hos in some cases. extreme an dangerous conditions in the storm and those employees who are working to support the recovery effort. touch work. digging out yard and switches and clearing rail from ice and snow and plowing. while many of us were warm and comfortable many of them were in harsh conditions away from the families for days. so with that, talk about the metro service now and tomorrow. we'll begin with metrobus. currently metrobus service is operating on a severe weather service plan. that is 79 routes. 26 in virginia. 26 in maryland.
4:08 pm
27 in the district of columbia. primarily along the emergency snow routes for vehicles. for tomorrow we'll upbraid that. that is the you work underway by the department of transportation, ddot and dpw in the district to clear the additional streets to be passible and now safe for bus service. we're going to announce that bus service tomorrow is on the moderate snow service plan. that more than doubles the buses in service to 160. commuters going to and from work will depend on. under the moderate service plan, and those are all on the website. so you want to check wmata.com to see if the bus is running tomorrow and if it's running how it's running. when the d.c. public schools reopen tomorrow like the mayor and the government announced
4:09 pm
we will be prepared to run the 30 school trips to the extent possible given the road conditions. we are working hand and glove with dota and that they embedded personnel the bus control center to turn to them to say where the problem areas are and they can dispatch the resources to address it. that coordination has been strong through the event. there have been a few issues. we opened with 82 out of 91 stations with the train service. ridership is light. less than half of what is normally expected. that is to be expected. as of 2:00 p.m. we have had 115,000 trips.
4:10 pm
compare it to last week, same time, that was 300,000 trips. it's down 60% today. that is expected given the closures. last hour we restored the service to the last three and four stations at the far western end of the line that did not open with the rest of the system this morning. orange line is operating the full route. the four stations have number train service. that brings the number of rail station to 86 out of 91, 95% of the rail system back online. the only exceptions right now are the five silver line stations in fairfax county that do not have train service yet. mcclain, tysons, springsdale. we are working to get 2 t 23 track miles of that silver line back open as soon as it's safe and we are confident that trains operate reliably. right now we don't know
4:11 pm
whether the train service can be restored on the silver line for the morning. they will have transit service. it may not be a train. fairfax connector is going to be helping us out, running express buses to west fall church station should the need there. the fairfax connector with the express buses. michelle: all right. you have been listening to dan stesso providing update of where the service staps for metro rail and buses. one of the big highlights out of this conference is 81 -- 86
4:12 pm
of 91 are running. but silver line has to be cleared of the nice and snow. jonathan: they will get that. it will come. coming up for us on "abc7 news at 4:00" -- we have an update on the school closings. michelle: where are you snowed in and feeling alone? search for love online hit new heights next. >> is it every man for himself or should the parking space that you shovel out be yours? i'm suzanne kennedy with the story when "abc7 news at 4:00" returns. jonathan: plus when you think of it we have seen all kind of animals in the snow. what about a pig? family that rescued this piglet joins us to discuss the startling find. and their new buddy.ai
4:15 pm
4:16 pm
fairfax schools closed tomorrow. montgomery county are closed. d.c. schools will be open. but they say it's up to parents to assess if safety of the ride in. and late arrivals and absences will be forgiven. to find out about the closings go to wjla.com/text to sign up for text alerts. i will be there with you shortly. but for now back to the studio. jonathan: thank you, alison. michelle: here is an interesting angle to the blizzard. some people turn to technology to reach out to others in the storm. the dating app called happen reported new user sign-up were up 43% in saturday's big snowstorm. messaging in new york city went up 139% from the weekend prior. in philadelphia, the app saw a
4:17 pm
342% surge in messaging. talk about brotherly love. jonathan: everybody has a busy schedule, they don't have time to reach out. everybody had time to reach out. so they did. parking is at a premium here even when snow isn't blocking the faces. we know that? what is the protocol if you dig out your spot? michelle: you have no legal claim on the spot but poaching has some hard workers angry. suzanne kennedy is in northwest washington. a lot of folks are putting this out to claim their space. suzanne: this is what a lot of people are doing today now that it is warm and a lot of people are off. digging out their vehicles. they are using anything they can. in this circumstance here in the 2900 block, they are using a wooden saw horse.
4:18 pm
we have seen cases they are using a traffic cone or a chair. perhaps a stepladder. the chief of police in washington, d.c. says this is absolutely illegal. there is no opportunity to save parking spaces in the district. even if you do spend several hours digging one out, you are not allowed to save it. that may be frustrating to people who spent all the time doing that. but there is nothing you can do. this space right here is considered public space. so once it is available, it is available to anyone. we tell you the penalty if you do this. jonathan: montgomery county schools have not yet made up their mind whether there will be school or whether they'll be canceled. when we get the word we'll pass it along. michelle: that could be one of the funniest moments digging
4:19 pm
out. craigslist ad gone viral. someone in d.c. said they were seeking a hot discreet shovel and go situation. it would fulfill his family if someone would shovel the drivewalk -- driveway and sidewalk and then just leave. jonathan: hopefully we don't have the situations there. jamie: we do. we had days where we didn't see problems because people want on the roads. but now people are going back to work. we have a crash on 66. that is why you have a solid red line eastbound. the lane is blocked. the inner loop we are used to the normal congestion. we have had bumper to bumper delays for two and a half
4:20 pm
hours. they have been trying to year away a crash just before the american legion bridge. that is traveling on the inner loop. we are seeing the water main breaks pop up. in silver spring we have one now. southbound near georgia avenue. the left lane is blocked in silver spring. chris papst is out there and i'm sure you are seeing the shoulders that are not cleaned off. chris: not much at all. earlier today the national park service says they have done work but there is a lot of work that still needs to be done. if you look here in front of us, you can see on the side of the road the snow is piledded up two or three feet. just on the edge of the road here to create dangerous situations. because there is nowhere to avoid traffic or pull off if your car runs out of gas or dies. so today the rock creek parkway, suitland parkway and clara parkway and g.w. parkway
4:21 pm
in virginia, they will be intermittently closed throughout today and tomorrow as they get rid of the snow you see on the right side of the road here. also on the left side of the road. the other thing worth pointing out, it's warmer today. the sun has been out. a lot of the snow has been melting. we are using a lot of the windshield wiper fluid. have a lot of it. we are going through a gallon of it every hour because the windshield is getting remarkably dirty. that is the latest here from suitland parkway as we head west in the district. jamie, back to you. jamie: thank you, chris. another thing i saw if you get out there, there are not many merge lanes. so all of a sudden you are dumped to 40 or 50 miles per hour froming stopped. because you can't see over the five-foot snow bank next to you. be careful if you are
4:22 pm
traveling this afternoon. michelle: thank you so much. we just got new information. news chopper 7 provided another tour of the area including this beautiful scene over the potomac. you can see the ice flowing and the rocks in the middle of the river. that is the snow on top of it. it's hard to see where there but it is gorgeous. we have new information from the fairfax county. we are learning that the schools and the government offices are all closed tomorrow. jonathan: it is interesting that it has taken this long to clear the snow. now we are getting poked nationally. some of the news agencies around the country are saying what a joke. you can't clear your snow after two or three days where boston and new york who have the narrow roads to clear, they are cleared 24 hours later. doug: there will be plenty of time after it's done and melted to say what are will we do for next time to make sure we don't repeat it. jonathan: they have more practice than we do. the other cities. doug: start with a time lapse from centreville, virginia, cardinal ridge elementary school in fairfax county. this is sunrise this morning.
4:23 pm
it's snow covered. after the sun came up, the snowplows appear in the morning. that is pretty much it. so fairfax, you don't have to go to cardinal ridge -- jonathan: it stopped? doug: they had to go somewhere else to work. that is part of the issue. when they get the schools open and the parking lots clear out, everything is safe to go. then your schools are open or it will have delay. it will take time. it's frustrating but mother nature is helping a little bit. temperature in centreville is 51. starting to melt things down. it will take a while. if you get three feet of snow it doesn't go away all at once. you don't want it to go away all at once. imagine what that would be like. christine snapped a picture of a child. i'll guess one of her children in the snow. that is beautiful if you don't have to go somewhere. otherwise it is continuing to be a frustrating situation in many hours. look at the mix of temperatures. in the 40's and the 50's and
4:24 pm
the snow going down soon, seeing the melting. it will be cold later. we will be below freezing in the metro area. many areas are staying above freezing. we mentioned earlier maybe a rain shower or a snowshower. satellite and radar shows the moisture ahead of the cold front. most of the rain will stay south of the city. we get to the overnight hours. enough cold air gets in overhead, the moisture is still in place. the areas might see a brief snowshower. i don't see it will make a problem. midnight. early tomorrow morning at 3:00 a.m., rain moves through. couple of indications of the snowshower. the skies will turn partly sunny. cooler tomorrow, only 40 or so. 40 degrees and sunshine. that is the story for tomorrow. on thursday it will melt a lot. turn breezy and cooler friday. then over the weekend we see warming. 46 on saturday. 56 on sunday. 55 on monday. turning cooler. if we have the temperatures 40's and the 50's in the day
4:25 pm
we get a melt off. jonathan: what is the temperature that it creates problems or melting too fast? doug: if we were in the mid-60's or higher for three or four days it could cause a heck of a lot of problem. so much snow there is no way for it to drain off of. it would be ponds. i have been through it. no fun. michelle: 50's and 40's is the happy median. jonathan: glad you are back and feeling better. doug: happy to be here. jonathan: you ask when all the snow at r.f.k. will melt? it arrive -- they arrived more. d.c. is bringing in a snow melter. the mayor says it arrived from indiana. keep the guessing going. mountain of snow. when do you think it will be gone? your are saying what? michelle: now they have the melter probably mid-march.
