the police chief here in prince george's county calls this a profoundly sad day. the state's attorney says it's one of the worst days they can imagine. there,yond that car over a two-year-old girl was found shot in her car seat. her mother, a 26-year-old former teacher was also found shot dead on the ground. the 2-year-old was rushed to the hospital, where she later died. dozens of law enforcement officers are combing the area. we don't know why this happened or who police are looking for. sources tell us this was likely a domestic situation. possibly some sort of custody battle. >> the notion that someone would be bold enough to take the life of a child, to take the life of a young woman and think that

slick. black ice definitely played a factor here. that's what police believe. the school bus is now hooked to wrecker. you can see how much snow is in the area. it is all starting to melt and that is quickly freezing. ,ust before 7:30 this morning this school bus carried two students was headed to rockville high school. the driver lost control and hit a guardrail and then went off the road and got stuck in a bank. the students were not injured. you can see how i see the road is under the bus. icy the roade how is under the bus. this trickle of water from all the snow that is melting.

that water is freezing pretty quickly and it looks like that caused this accident this morning. jummy: crews are working on repairs to a water main break in silver spring for the second time since sunday. it's a 10 inch pipe at georgia avenue and bonnifant. there have been more than 300 water main breaks in montgomery county and pg county in the last few months. we want to see how the roadways are looking. jamie sullivan is here with a check of traffic. of year.'s that time we are seeing water main breaks, issues with potholes. the potholes are really going to be an issue. this is 395. we're in pretty good shape heading northbound. there are intermittent closures in place while they do a little bit of road work.

her body was found in north carolina on saturday. 18-year-old virginia tech charged with premeditated murder. a second student is accused of helping get rid of the body. both are from maryland and being held without bond. police have not talked about a possible motive. d.c. counsel is taking up a proposed ban on where you can smoke pot in the district. a person in d.c. can only smoke in a private residence under current law. some people want to create an exception for regulated businesses like pot clubs. muriel bowser opposes the idea. in the past, she has said there is really no way to regulate pot use and sales because of congressional rules over the city. d.c. counsel is also set to vote today on an incentive program that would make it easier for residents and businesses to purchase and install security cameras. they see it as a way to help police crackdown on crime.

jummy: we are following new developments out of pennsylvania. bill cosby is in court right now for his first hearing in the sexual assault case against him. his lawyers are hoping to convince the judge to dismiss the case. has more.hur back in court this morning and by the end of the day, he could learn if the criminal case against him will proceed or if he can avoid prosecution. his attorneys are having -- fighting to have the case thrown out, arguing cosby had a deal that he would never be charged. the serial rapist was charged with drugging and raping former temple university employee inrea constand at his home 2004. of the dozens of women accusing him of rape, this is the only

criminal case filed against him. he has denied all allegations. in an interview last may, he reacted to the allegations pouring in. >> i have been in this business 52 years and i've never seen anything like this. >> the defense is now asking the judge to dismiss the case, saying the 28-year-old struck a deal with district attorney bruce castor. resultinal charges could from that testimony against cosby. in his deposition, cosby admitted he had a number of affairs giving quaaludes to women he wanted to have sex with yo. that testimony led to the criminal charges. the new district attorney said the deal is not binding as it was never put in writing. today, castor is expected to confirm that agreement existed.
