rescues and the investigation happening now. richard: talking about right place, right time, the officers were just walking through the neighborhood, just happened to be there when an alert citizen ran up and told them about the fire. they ran to the building and began making rescues. there were smiles of relief and words of thanks at this fire scene. >> the smoke was really black. richard: it broke out on the third floor of this minnesota avenue apartment building. >> the glass was popping and the smoke and flames were coming out the balcony. richard: inside, 12 to 15 residents. >> i knew that i was in trouble. richard: including the 72-year-old woman, a stroke patient. >> she called me, panicking, zynga was a fire. moment, at that very these officers were down the street, escorting kids home from school. they rushed into the burning building. >> the police

school. now the officer is charged with assault and child abuse. a second officer was also charged. they are out on bond and will be back in court next month. in st. crime alert mary's county, where the police are looking for the victims of someone who has been shooting a five. at cars near route officers say this is a crime pattern they are seeing. victims report hearing a bang, then sing their window damaged by appellate. if that has happened to you are if you have information, call the police right away. alison: 7 on your side with consumer news and fallout from the vw emissions scandal. the chief executive of vw group of america is resigning immediately. he is stepping down after the automaker admitted to installing software to cheat on emissions tests. it is believed the cup and he could face tens of billions in penalties.

leon: a massive explosion in seattle has been ruled accidental. fire investigators say it was caused by a natural gas leak on the outside of a building. at least 36 businesses were damaged or destroyed. nine firefighters were injured. a local news crew just happened to be on the scene shooting video when they became part of the story. .> we could hear it hissing i was thrown on the ground and there is broken glass. the kamar man next to me was saying, run, run as fast as you can. leon: seattle's mayor said the city will help the neighborhood

at home, nearly a quarter billion dollars, that is how much money washington, d.c., issued in traffic tickets last year. as 7 on your side government watchdog investigative reporter chris papst learned, that is not the only number. a story that you will see only here on abc 7. the nearly quarter billion dollars the district issued in's be the, traffic, and other violations is impressive. what is also impressive is how much of that has not been paid. speed cameras, red light cameras, parking, patrol officers. obtained byumbers the i-team show they all combined in 2015 to issue million tickets, worth nearly a quarter billion dollars. that is up $46 million from 2014. what is also up as the number of tickets not paid, which last year totaled $84 million.
