drivers are being told to avoid the area at constitution avenue because of a fire in the basement of the i.r.s. the fire department said the type of the call and that it is a federal building prompted the overwhelming response. >> it can be dangerous. it worked out for the better. leon: constitution avenue is reopened. investigation in cause of the fire is now underway. no word on the extent of the damage. keep you posted. major step in a fight over d.c. minimum wage. a judge cleared a way to put $15 minimum wage plan on the ballot. sam ford is live in northwest to explain the new

sam: i am outside the head of the board of elections. they will move ahead. the measure held up for months because the opponent had said that some of the members of the board stayed past the expiration date and that the terms were expired and their decisions were not valid. when the judge rejected that supporters of the $15 minimum wage were cheered. we found a cafe owner very upset. >> it might put me out of business. sam: when the judge cleared the way for the $15 minimum wage to go on the ballot, tom owns juice joint cafe downtown -- >> forced minimum wage is ridiculous. sam: he says he hired a variety of people at the wages. >> i might not afford to pay people i need to rn

people at the board of elections have a sigh of relief. they said if the judge said it was not valid a number of other things in d.c. would have been considered not valid among them legalized marijuana and the 2014 election. reporting live, sam ford, abc7 news. leon: in california governor jerry brown signed a bill to raise minimum wage into law. they are the first stage in country with minimum wage of $15 an hour. the wage will rise slowly from the current $10 an hour over the next six years to begin with a 50-cent per hour rise in january to reach $15 an hour in 2022. now, new york state reached a deal to raise state minimum wage there. to $15. we are learning new information about yesterday's deadly train derailment outside of philadelphia. the crews continue to clean

from the scene. joce sterman was at a press conference. joce: ntsb said the train was going 126 miles per hour at the time of the crash. it was beneath the limit for the section of track. the operator did hit the emergency break five seconds before impact with the backhoe but it was not fast enough. investigators wor at the scene today outside of philadelphia. examining the locomotive and the cars of the train. ntsb found nothing unusual. they have brought back the event recorder here to d.c. it did capture every moment they say leading up to the crash of the backhoe that led to train derailment. the video shows construction equipment on the track. the investigators cannot companies why it was there. at the press conference the n.s.a. said it still has a

helicopter, sightseeing helicopter in eastern tennessee crashed. we understand that five people on board the helicopter have been killed. we don't have a lot of information. all we are hearing from the officials nearby they saw a ball of smoke nearby. they said when they got to the helicopter there is no survivors. they do not know the cause of this. there is heavy smoke coming from the area. this is pigeon forge in eastern tennessee where the tight seeing helicopter went down. when we get more information we'll pass it along. more ne
