where three individuals had been shot. two male victims, one female victim. one of the male victims is deceased. the other male victim is in grave condition. the female victim is being treated at a local hospital. while we were at that scene, we got the report, a 911 call, report of another shooting at the giant food parking lot on connecticut avenue in aspen hill. a woman was sitting in her car and had been shot. she is deceased. while plain clothes officers had responded to the scene of the shooting in aspen hill, they were circulating in the area looking for any information or witnesses or any look-outs. one of the plain clothes officers observed a vehicle, a silver vehicle that matched the description of

george's county last night. the tag number matched the vehicle look-out. we had a description of the suspect from the homicide last night that was in that vehicle. the plain clothes officer spotted that individual at the dunkin' donuts in the north gate shopping center in aspen hill. they had this individual under surveillance. and when the individual walked back to his car, the plain clothes officers were able to take him into custody without incident. the suspect's name is eulalio tordil. he is in custody now with the montgomery county police department. with me is chief hank stawinski from the prince george's

department. we have been working in close communication with prince george's since last night regarding the homicide that occurred in prince george's. they had passed along information last night. passed along further information that we had gotten this morning regarding their homicide. that is one of the reasons that our officers were aware of the look-out and were aware of the vehicle description from their case last night. we have remained in contact and been working with prince george's since that time. >> i'm very sorry to come before the community as additional violence has occurred. but as chief manger said and i would like to reach out and thank special agent in charge of the baltimore field office of the f.b.i. kevin perkins. superintendent of the state police, the chief manger and law enforcement throughout the metropolitan area. si

investigators and the undercover apprehension team is working diligently to make apprehension on the individual to use a number of different methods. it is tragic we were not able to intervene prior to additional victims being harmed. but i am pleased with the fact that this individual has been apprehend and now we can restore some degree of peace. i will be available to answer questions about the prince george's county incident and the overnight but i want to take the opportunity now to turn it back to chief manger because i believe mr. mccarthy wants to say a few things as well. >> good afternoon. i'm county executive ike leggett in montgomery county. it's always sad to come before the media when we have deaths that have occurred in our community. but i want to acknowledge and thank overall the community, apologize for the inconvenience for the school kids. but more importantly to thank law enforcement officers. especially those here in montgomery county who with the cooperation of those in prince george's county and the

an excellent job, a job to be proud of, a job nonetheless we hope we would not have to come before you to explain the details. the fact we had deaths and disruption in the community. it pays for all of us to pay attention to the concerns, the challenges we face and also to recognize the great work that our law enforcement officers do every day. i believe we are going to go forward with this investigation now. i would like to turn it over now to the state's attorney, john mccarthy. john? john: i want to begin by echoing comments of mr. leggett a moment ago about the extraordinary work of the montgomery county police department. and obviously we would not be here today if it had not been for the coordination between both prince george's county and montgomery county that gave information, allowed us to identify this vehicle in this parking lot earlier today. but because of the events that preceded the apprehension of the suspect in the case, to do this without incident and without additional loss of life is

effort. people of montgomery county should be very, very proud of the police department. in terms of the charges i will tell you the suspect in this matter, the events today unfolded very, very rapidly. he is in custody at police headquarters in montgomery county. we would anticipate that the formal charges against the suspect will be lodged within several hours. the precise nature of the charges will obviously be related to the homicides that have been spoken about here today and other possible charges. by maryland law, the suspect will have to be brought before a maryland commissioner today on the charges once the charges are lodged. he will not be released from custody. he will be held in custody. the first formal time that he will be arraigned in open court will be monday at 1:00 in the afternoon. in the rockville district court. i am going to turn this back over to the chief. i know you have a question. but i'm going to let tom open it up for question and happy to answer questions we have. >> how

surveillance? >> a little over an hour. >> chief, what is the relationship between the suspect and victims today? >> the relationship between the suspect and the victims today we don't know. i mean at this point we don't know of any connection. but that is still very early on in the investigation. that is certainly something we are looking at. reporter: we have had witnesses tell us he sat in boston market and age lunch for an hour. chief: yes. brad: he did do that? chief: the suspects were in several businesses here. knowing that the suspect was armed and knowing that the suspect had made statements about what he intended to do. we needed to make sure that the public was safe when we took him into custody. our fear was that he was armed. since he had already shot four people today we certainly did not want to have any other bloodshed h

so the plain clothes officers waited until it was safe to take him into custody. that's what he did. reporter: chief, was he not a threat to anyone in the immediate surroundings? chief: we had him under surveillance. he was walking from store to store. at no point was it safe to take him into custody until he did. reporter: what weapon did he have? chief: the vehicle, the weapon in the vehicle when we took him in custody at his vehicle. i don't know the type of weapon it is. reporter: him having lunch, sitting down, walking around after allegedly killed a woman and shot three other people this morning? chief: i don't understand the question. reporter: what about his behavior after all of this, walking around, eating, having coffee. what is your reaction to that? chief: my only reaction is my officers had the well-being of the public in mind. and kept him under

act if they needed to. wanted -- again, knowing his behavior today, and knowing the statements he had made in the past, we did not want to endanger anyone and have a shoot-out of the when we took him into custody. that's why he was taken into custody the way he was. reporter: is that what he wanted, a shoot-out? is that what his prior statement was? chief: i can tell you there was some thought that he, that may have been what he wanted. reporter: did he ask questions of the patrons today? chief: no. reporter: did he have a weapon on his person or just in his vehicle? chief: at the time we took him into custody it was in the vehicle. i don't know if it was on the person. he may have taken it off his person when he got in his vehicle. i don't know. reporter: after the shooting last night, was there done certain that he might have specific other targets that he might still

looking for specific other people today? chief: last night in the overnight hours stemming from the prince george's county incident, the undercover apprehension team have been working, all of the addresses we could associate with the individual, as well as using phone tracking and l.p.r. technology to track the movements and unfortunately, we were not able to apprehend him prior to him getting into montgomery county this morning. again, i want to thank chief manger and his team. we immediately had deputies from prince george's county, deputy chiefs up here coordinating with theirs. as sad as the events of this morning are, it is resolved a thereunder is a degree of safety restoredded. reporter: i know you are just starting to talk to him but do you get a sense this is anything more than a coincident that this spree ended here where the sniper spree began? john: the

morning. virtually in the same location. as any of you remember when malvo and muhammad committed the murders in aspen hill they went and did not leave the area. they ate in the same restaurant where we were having the surveillance today. irony not lost on me. the same boston market. when were in the same parking lot during the sniper shooting. reporter: you don't know if it's more than a coincidence? >> i think it's a coincidence. i will tell you there is some information that the suspect in custody did live in this neighborhood at some point in time. so he came back to a neighborhood he was familiar with. >> you didn't really answer garrett's question when he was saying were there other people you were concerned he might be going after? >> my response to that is we associated him with several addresses. we went to those addresses not only out of concern he may arrive there to harm

of breaking news coverage. abc7 cameras were there when investigators took eulalio tordil in to custody just about an hour ago. that after 24-hour rampage that started in capital beltsvid ended in aspen hill. three people are dead including tordil's estranged wife who was shot outside high point high school about 24 hours ago. a second person died after being shot outside of westfield montgomery mall today in bethesda. a third at a giant in aspen hill. that shooting also happening early this morning. we are standing by for a news conference again. we are expecting another update soon. scott: all right. meanwhile we have team coverage as you expect for all of the crews that are at the scenes in this story. montgomery and prince george's county. we will begin with kimberly suiters who is outside the store in aspen hill. you were there when tordil was arrested. kimberly: we'll

we left off the last time we talked to you. we were focused on the parking lot. that's where the montgomery county police officers were. media had been told to take shelter or stand next to your vehicles. because the shooter could be in the area. we were live on the air in this spot with newschannel8. if you were with us at that time you remember suddenly a flurry of activity. a lot of officers started coming toward us, yelling at us, telling us to get down, get down, move back. we left our camera in that spot so you could see what was happening. we came back here behind this tree a few yards back right here. we watched police officers cross in the parking lot behind us here. so 50 yards that way. we walked officers calmly walk toward the car we have been describing to you all day in the parking lot in that area. that is where the takedown

happened and where the man put his hands behind his back and cuffed him. one thing to share with you, you see the boston market and the live trucks that have now assembled there. we understand the alleged shooter had lunch there at the boston market. while we waited for scene to unfold we almost stopped in the boston market. for whatever reason we decided not to. didn't grab a lunch and decided to stay with the truck. had we been in there i can't imagine. i'm glad we weren't. i'm glad everyone was safe. all of us have been in the area for many, many hours with an uneasy feeling knowing a shooter was at large. police knew what they were doing. this area was never fully evacuated. until the moment you saw on the air. aspen hill road was shout

for one block between where we are and connecticut avenue. police officers surrounded the alleged shooter's car. and then arrested him. one of our photographers ron is up there recording with his cell phone. he said it looked like the rental car that the alleged shooter was in had been rammed by another vehicle. that it had been damaged. now you are taking a look at the arrest. at the moment it happened. this is just about an hour ago that montgomery county police moved in on the alleged shooter who was sitting in his car in this parking lot right in front of the boston market, between the boston market and the kohl's right here. this is around us. we were in the police perimeter but we weren't the only ones. there were a lot of people at the shops here. rite aid, michael's. papa john's, a dunkin' donuts. people going about ther

business.the police must have hn eye on him and many undercover officers around him. we did have an undercover officer come up to us a moment ago and apologize that he shouted at us to get down to move back, to take cover. we thanked him for looking out for our safety. so thankfully this arrest went down as peacefully as it could have. considering the horrible, horrible violent and deadly rampage that this shooter is accused of at this hour. scott, back to you in the studio. michelle: you are right about that, kim. i took a tremendous amount of coordination for the prince georges and the montgomery county police to work together to make sure they were able to take him down at a moment where no other lives were in jeopardy. scott: saying they were following him as he went store to store waiting for the right opportunity. brad bell, our maryland bureau chief islive in aspen hill. brad, you were at high point high school yesterday when this began.

through to the press conference. there anything you heard from both police chiefs today in the past half hour that caught your attention? brad: yeah, a number of things. one of them is something that we knew and we were reported a little bit earlier today. gently. this guy, mr. tordil, wanted to go down in a blaze of glory. police had intelligence about that. i heard it from sources. chief tom manger without wanting to go into too much detail said that was in fact the case. we know there was planning here. this is a man if we look back the last couple of months we know his life was falling apart. he was estranged from his wife. she was in court trying to go back to her maiden name. she

order -- protective order against him and that affected him at work. we know he was forced to go to work -- sources filled me in about this more -- and turn in his badge and gun. he had to face his supervisors and do that. additionally to sheriff deputies in prince george's county. i have been reported that deputies went to the house to get the guns that is not the case. he turned in seven and he had at least one more the notion he was planning it is what i was starting to get into. we told you how things were falling apart. he took the time to rent the car and go to high point high scoo

perhaps hisys might have recognd it and the plan wouldn't have gone off. it also gave authorities reason to believe he was planning a get-away. if he was in his own car they would know who to look for. those were concerns they had overnight. today tragically the fears were proven to be true. he did intend to go out in some sort of a blaze of glory. we don't know why they targeted who he did today. the police say there is not a link that they are able to tell us between the man and the suspect, 62 years old and the people he shot today the identities we don't yet know.

to do a suicide by cop. he didn't carry that today. fortunately for the police who don't have to deal with that. in the end he gave himself up. police manger was asked what do you make of a man who can -- he shot five, he killed two. someone else is still in critical condition if i'm up to date on the sad numbers. what do you make of a guy who can do that, take time to back in a parking spot, go to dunkin' donuts and then come sit at boston market. what do you make of a person who can do that? i mentioned in my last live appearance here this was déjà vu all over again with regard to the sniper incident. yes, the sniper command bus was a couple of

a shot was taken here today from the red tent. something ior gotten state attorney john mccarthy remembered. that is that the snipers were over here. at the very same restaurant, boston market to eat where the suspect was spotted eating today. did he intend to do that or a coincidence? right now we think it's a coincidence because this is a neighborhood he previously lived and they believe he ran to ground. ran where he knew the roads and knew a couple of places to stop and get a bite. aspen hill, brad bell, abc7 news. scott: all right. thank you, brad for the update. michelle: he is offering the timeline. it ended at 3:00, where the suspect was taken down. we want to backtrack for

before the shti at the giants there was a shooting at westfield montgomery mall. that is where jeff goldberg has been for us. what can you tell us? jeff: there are still questions that brad was alluding to. why the victims here from the mall were targeted. that is a major question. i want to show you what is going on. things have calmed down in the last couple of hours but very much a crime scene. as it happened the shooting did at 11:15 in the mall parking lot. right outside of macy's in the cinemas if you are familiar with montgomery mall. we can see there a tow truck that could be removing a vehicle. we believe that at some point could be removing a vehicle connected with the shooting in some way. now about ten to 15 minutes ago, another tow truck did remove a separate vehicle from the area. we believe to be connected with this crime. the tow truck

work over there. we talk and try to get an understanding of what happened here. still questions. 11:15 or so, there were three people outside of montgomery mall here, outside of the macy's. there was a confrontation and at one point the suspect shot the victim. after that the second victim tried to come to the aid of the first victim. that person was shot as well. we believe that a third victim was shot as well. again, still the exact details of what happened still unclear. sadly, one of the victims of the shooting has died. the other victim said to be in grave condition. the victim with non-life threatening injuries, the two first victim mentioned were male. again we don't know what is happening here with the tow truck but we presume perhaps one car is going to be removed from this area. we also saw as this investigation was unfolding throughout the day several different multiple shell

parking lot which will give us an idea that there we ymultiple shoots fired during this incident here. again, the biggest question probably happening here what is the potential connection, if any, between the suspect and the victims at the mall shooting. if you think about what happened here, 11:15 in a mall parking lot on a friday. many places you cannot think would be much more safe than that for people. coming out of the mall and it turns into a shooting. imagine, to think of how tragic and terrifying it must have been for people involve and anyone who might have been encountering the situation. it's difficult to fathom how quickly your mind would go from feeling at ease to feeling completely terrified at that moment. one other element of the story we do want to talk about is what was going on inside the mall at the time of the shooting. as far as we know, the mall was remaining, did remain open as thi

unfolding. we got a lot of calls and e-mails and kevin lewis spok here in the mall parking lot. expressing a lot o frustration and concern and confusion to why the mall was remaining open. we did ask the question of that to paul starks, montgomery county police. he said the mall, how they carry out their procedures is not my concern. so probably a lot of questions to be asked and hopefully answered of the mall in terms of how they responded to this situation. we have heard some stores decided to close on their own. that is problem questions in an investigation to be looked at, at a later date. right now, though, the investigation still going on here at montgomery mall. we do expect that possibly this crime scene could be wrapped up in the not too distant future. we have seen evidence taken from the parking lot. we have seen at least one vehicle. and potential another vehicle going to be removed from the parking lot. now a lot of the attention of course shifts to aspen hill. what is happening with that

michelle: we want to toss it to jennifer donelan who isellin? jennifer: actually, i'm standing here right now with a state's attorney montgomery county john mccarthy. too much information in my head. so you just wrapped up the press conference. we are standing in front of the dunkin' donuts. what i want to ask you, one thing i asked at the press conference. the fact he is accused of killing and then comes here and goes to dunkin' donuts and goes to boston market. your reaction to that and what is going through his mind? >> i can't speak to the mind of the suspect in this individual case. i will tell you what struck me is the fact that a killing did occur across the street and a person would stay very close proximity to where the killing occurred rather than flee the area is actually what

malver they committed the homicide across the street gassing up his cab. he came across and they had lunch at the same restaurant where this gentleman was eating lunch. tremendous undercover work by the montgomery county police. shootings across the street. undercover officer. the information had been broadcast by prince george's county went around. located the car, the suspects car. and actually then began to canvass all of the restaurants looking for the individual bailed on the wanted poster -- based on the wanted poster from prince george's county and found them in their restaurant. in the dunkin' donuts we are standing outside of. jennifer: do you get the case first because of the murder and the arrest here? >> let me say, i think by virtue of him being in our detention facility he will be charged here first. he is here. there are multiple homicides already. we have

parking lot. i want to give you a sense of what it for people here. he walks out of the dunkin' donuts. from what we understand from folk, from authorities, he is just walking around north gate shopping mall like it's no big deal. that is -- i'll get you on the sidewalk so you don't get hit by a car. that is the giant right there. that is where the homicide occurred. a football field away. that doesn't stop him. we walk around the shopping mall. we have a florist right here. people were milling about. doing their normal things during the day. we have a michael's there, kohl's is here. this is the t-mobile. nail shop. i remember when he was arrested, there were all these women came to the window to see what was going on. if you look down here, this is the boston market where he sat down and we are told by a witness had lunch for an hour. we send it back to you. michelle: thank you. we want to go now to brad bell standing by with n

investigation. what have you aking about what the motive was here. at the root of it was the domestic violence his marria falling apart. we are talking about mr. tordil. i learned from the sources more about what he had in mind with this whole crime spree. we alluded to it in the last time i appeared here. he intended to go out with a blaze of glory. that after he killed his wife, that he wanted to kill other people and then ultimately he wanted to be killed himself by police. and yet, listen to this. he was equipped with body armor. ultimately, when he did confront people he confronted unarmed, harmless people. when he was surrounded by the police he was so fearful that he had a physical reaction and simply

gave up to police when he was actually much investigative work still to be done about his guns. they were supposed to have been turned into authorities. we have already reported he turned in several and kept one. that is one of the things he they are still looking for. back to you. michelle: thank you for the update. we are going to stay on top of this breaking news. but we also want to get you some of the other day's news. >> i understand the inconvenience, i understand more of their safety on the trip. scott: ready for a year of rolling shutdowns and slowdowns as metro undertake asthmasive amount of maintenance on all of its lines. the system has deteriorated to the point that president obama referenced it today talking about the state of the nation's infrastructure and the issues really seem to multiply since the deadly crash on the red line seven years ago.

underinvested in minutes and repair -- under-invested in maintenance and repair. scott: the issues seem to multiple since the deadly crash on the red line seven years ago. there was the deadly smoke incident of course that took place at l'enfant plaza last year. fire at the substation armory and it culminated with arcing insulator at mcpherson square. we have team coverage of the metro maintenance plan with brianne carter. she is live at the west falls church station. brianne: well, scott, just imagine this. single tracking, stations shuttered and perhaps even 80% reduction in the number of trains that you would see at this hour during rush hour. see how quiet and empty it is at

in different takes for a year. the goal of this is to take three years worth of work and reduce it down to one year. that will reduce trains for everyone riding all six rail lines in one month. wiedefeld, the general manager unveiled a safe track plan earlier today. it includes 15, "maintenance surges" that will involve either single tracking for weeks at a time on some stretches or continuous shutdown for some section of the track. we are talking in some areas seven days. in others we are talking more than 40 days at a time. that this will happen. in addition to delays, lines with the sections of shutdowns will also see reductions in the number of train from 20 to 80%.

cut. we spoke to riders who say it t to be. imnate any service. basically we have customers that do not have an option. we want to maintain service at a minimum. it will be single tracking. if we have to shut down a station we'll have buses around it so people can still make a trip by transit. brianne: the draft plan is what was unveiled today. now there will be continuous outreach to jurisdictions. the local cities that will be impacted to see how they can help step up either on the traffic side or adding additional local buses. if there are station shutdowns there will be bus bridges provided by metro. those will be free.

scott: welcome back. 4:50 on friday afternoon. we want to get to the break news we've been covering all day long with the series of shooting in maryland. tragic shootings that have resulted in a couple of deaths. michelle: also two injuries. send it out to horace holmes who is live at sur burr been a hospital where -- suburban hospital where some of the victims are being treated. horace: three victims brought here. one of them passed away. i can tell you that there is a police presence here at the hospital. we have learned from chief manger of the montgomery county police that the police have been able to at this point interview two of the victims. that is good news for oneof

high school when there was a shooting in the parking lot. murdered. her name gladys, the wife of eulalio tordil.g new informatiot to share with you right now about all of this. i have just gotten a look at the peace order that gladys tordil won against her estranged husband. it tells a terrible story. she told the court that they brought their two children from the philippines in 2006. and that eulalio tordil w suspecting them to overly strict, military type discipline. that he would lock them in a dark closet. he showed them pornographic materials. he touched them inappropriately. again this is all laid out in this peace order that gladys tordil got. she also says in march that he told her if she
