announcer: now, "abc7 news at 4:00". on your side. jonathan: right now we begin with this. crime concerns on metro. leadership question about withholding information about a woman who says she was raped on a redline train. new information about the suspect in this case. michelle: we are also getting word about a second crime. this time a man beaten and robbed on a green line train. that victim sharing the story. we have team coverage today. kevin lewis is on the red line rape and sam ford with the green line victim. but kevin, a story you first saw on abc7. new metro policy and information with police. they are familiar with the rape suspect from a prior incident? kevin: yeah. we'll get to that in a minute. the major policy change coming down this afternoon from wmata general manager paul wiedefeld saying if a violent crime happens on metro property or inside of a train, the public needs to be notified the very

the only exception being public notification could hamper the ongoing investigation. also new today we just obtained charging documents from montgomery county showing the alleged red line rapist 39-year-old john hicks was seen masturbating inside of a moving red line train car ten days before the rape. that occurred around 9:00 p.m. on saturday april 2 near the medical center station. at least one victim used their cell phone to record hicks touching himself. by april 6 of, metro transit administration identified hicks as the suspect but the officers did not immediately arrest him. keeping him on the street. april 12 hicks allegedly raped the woman inside the red line train car as it traveled between forest glen and the glenmont stations. only then did they go to hicks' northeast home and take him to jail. since we broke the story metro rider blasted wmata not putting out an of

release about either of hicks' alleged crime. today general manager paul wiedefeld answered tough questions from reporters. >> a terrible crime. the person was arrested. we are not hiding it. we put it out. i will take a look at it. again, from my perspective it was no threat to the community because we got to the person. kess at 5:00, i'll te you why wmata says transit police did not arrest hicks after the masturbation incident. we will also share criticism from a local congress world cup. i'm kevin lewis -- congresswoman. i'm kevin lewis, abc7 news. michelle: on the green line a man pistol whip and robbed going to work. he reached out to abc7 to make sure the story was told. specifically he is concerned about crime happening on metro. sam ford has the interview you will only see on abc7. sam:

washington man said he got on the green line here at the branch avenue station at 9:00 last night. he was headed to work. he said he got on a train car that was empty and followed by several young men. no sooner than the train left the station they were on him. one had a pistol. >> ran up on me and hit me with the pistol. let me get the shoes. he took my shoes. then his friend come up to you. if you have a friend in your face, you will try to move it. he said, "if you do it again i will shoot you." the dude with the pistol hit me and didn't stop hitting me. sam: he was injure and he has staples in his deadlocks. they took a number of options from him from his backpack to the iphone and the shoes. we have more coming up on "abc7 news at 6:00". michelle: all right. thank you. entire area back here was covered with lawn chairs. happy people. all looking into the sky to see the blue angels. take a look at the video. we can show you this as well. another great vantage point we have with news chopper 7. not too far away. had the cameras trained on the show. absolute spectacle. i have to admit i'm a real blue angels geek. ten years ago i was lucky enough to be offered a ride in blue angels 7. that is the one plane with two seats. it doesn't perform in the six-plane show. it knocked me unconscious twice because of the g-forces. so i have tremendous respect for what the pilots do as they perform these maneuvers over whatever show they are. but this is really a special one because it's not an airport. this is a beautiful backdrop here. they are in town as you said for commissioning week. graduation week at the naval academy. they will do a flyover when they do the graduation ceremony on friday.

drinking during pregnancy. some say yes, some say no. we put local bars to the test. suited up an actress in a pregnancy costume. well, she found it wasn't a very happy hour, you could say. "7 on your side" consumer investigator kimberly suiters and actress haley travers are both with us today. nice to have you. >> thank you. kimberly: here is the bump. alison: there it is. you are an actress, so you stepped into this role. i'm so curious. what surprised youabout the people's reaction. >> obviously, i had never been pregnant before. i'm 23. it was interesting to see how all ages, all genders stared at me no matter where i went. even if i was going to bar to get a diet coke. they would haven't known. the second i walk in and headed toward the bar it got awkward. kimberly: you notice the difference between you ordered a glass of wine and when you took shots? >> definitely. i ordered

not a big deal. two glasses gets weird. the shots is where it got hairy. alison: did people approach you? >> yes. i would approach someone to try to engage them in a conversation to see what the energy was like. one woman that kind of, she was like a grandmother almost like you can't have that. i kind of felt defensive as the character. it's none of your business. but then stepping out i was like i'm glad someone said something when i'm taking a shot and eight months pregnant. alison: interesting. kimberly: we are running a poll on this. @abc7news. we're saying is any amount okay? just a half glass okay? trimester? what is your experience being i think you and i have similar experiences where a lot of our friends thought a half glass in the third trimester was okay. alison: that is what you hear. i was so sick the whole time i didn't want any. i can't talk about it. there are so many different complexities to what you are doing. you are discussing drinking and whether people

then you discuss the social experiment part. when people are crossing a line to say something or if someone people a responsibility to say something. like they are protecting you and the baby. there are so many things to touch on. kimberly: you are right. you hit on a woman who is pregnant has a legal right to order an alcoholic drink. but do people like to see it? no. we don't. so, as a society. alison: this society is different than others. kimberly: right. alison: across the world. europe is ver different. kimberly: we continue the story at 5:00. big story to see the whole social experience is tonight at 11:00 on abc7. announcer: from abc7 news this is a breaking news alert. jonathan: breaking news right now. i want to tell you about a tractor trailer fire at route 704 in landover, maryland. prince george's county fire department tweeted out a video of tractor trailer engulfed as you see on the side of the road. this is blocking traffic. it was carrying iced tea. route 704 is closed in both directions. until they knock it down. alison: all right. check this out from los angeles today. american eagle plane that arrived from houston searched from nose to tail inside and out. the t.s.a. a apparently received a threatening phone call about the flight. investigators with bomb-sniffing dogs determined it was safe to allow passengers to deplane. each one aboard was searched. nology was found. the phoned-in there threat deemed not credible.

flying you will wait in lines. at some airports getting through security can take hours. major shakeup at the t.s.a. head of security is out. there is a scramble to tackle the long security lines at the airports as frustration are soaring. >> we missed our flight and we are told there is nothing they can do. alison: the t.s.a. head of security kelly hoggan is out desperate the show of support from the administrator a week ago. >> i don't have a plan to remove mr. hoggan. alison: the voice of criticism and congressional ange every proved to be too much after it came to light hoggan received $90,000 in bonuses since he has been at the post. even after they failed to check fake bombs and weapons in security test last year. >> the bonuses were given to somebody who overseas part of the operation in total failure. alison: the agency has opened incident command center at t.s.a. headquarters to better track the line and operations at airport like chicago

police, two departments in maryland all work together to catch him. mike carter-conneen is joining us live in springfield, virginia. this was a desperate manhunt considering this is a guy who opened fire on him. >> a busy and a popular shopping center in springfield that started with the jewelry store here. inside the owner visiting with a regular customer. we can tell you the police officers today giving credit to the other agencies for helping in the arrest of the two suspects. 24-year-old william tiffany franklin and 26-year-old sethie. both from waldorf, maryland. that is where franklin was arrested, at his home. the other man stopped at newark airport in new jersey. unclear what his destination, where he hoped to try to get to. but was stopped. now this all comes after the incident starting here at the jewelry store saturday. here at this busy shopping plaza. armed robbery here. then a shat-out with police. get-away. a crash. couple of crashes. then a car jacking. followed by a

fire department put it out and the fire is no more. the flames are gone. we showed you earlier really raging so they worked quickly to put it out. it's completely gutted. you can see from the live picture. the truck was carrying iced tea. maryland route 704 is closed in both directions until they get the scene cleaned up. meanwhile, virginia governor mcauliffe is confident an investigation in campaign contributions will clear him of any wrongdoing. the governor spoke about the department of justice investigation before an event in alexandria today. mcauliffe says he was unaware of the probe until new reports surfaced yesterday. he believes the investigation is focused on donations to his 2013 campaign. governor mcauliffe: they haven't alleged wrongdoing. it's an issue about a donor in 2007. he had a green card and was vetted by the campaign. he says certainly entitled to give money to the campaign. michelle: investigators are also reportedly look at any
