could over the next several days. almost 800 miles a day -- it is flying, and it will diminish. we'll keep an eye on that and our local weather and promise cooler, drier, wonderful, chamber of commerce weather coming in the next few days. jummy: thank you. meanwhile, in florida, a state of emergency has been declared for parts of the state after tropical storm colin made areasll, drenching some with as much as 10 inches of rainfall. the big concern now is lighting. it is no longer a tropical storm but still likely to bring heavy rain. closer to home, happening now in the district, the city could be on the verge of raising the minimum wage to $15 an hour. our d.c. piura chief is live with what is taking place this morning. sam: that was a good way of saying it -- on the verge of

raising the wage. that is what they are doing here. the d.c. council is in session and will be taking this matter of shortly, but before the vote, the mayor and council members and some unions held a news conference at the wilson building to celebrate what the mayor called a fair shot wage increase. d.c. toss minimum wage is currently at $11.50 an hour and would increase in stages to $15 an hour by the year 2020. neede goal is simple -- we to put more money in the pockets of our working families and to put more people on the pathway to the middle class in our city. we want every single resident to have a full shot. sam: the council is in session. the council is in session as we speak. they will be taking that matter up today, and also, this means that a ballot initiative for a $15 and hour minimum wage will beff

council members and mayor admitted that the initiative pushed them to move ahead on this issue. back to you. jummy: thank you so much. smoke is being blamed this noon for a deadly apartment fire in fairfax overnight on mosby woods drive. john gonzalez has more on the investigation as well as the victim. this afternoon, the smell of smoke is still intense inside the hallway here. the victim has been identified as 74-year-old william patton, a decorated veteran who lived right here. you can he the residue on the door. neighbors tell us he was a heavy smoker. fire investigators believe that is what caused this fire -- a lit cigarette but in the middle of the night. >> all i heard was my neighbor knocking really hard on the door yelling "fire!" jon: some neighbors tell us they were

alarm but rather the frantic pounding on the door by this neighbor. it was almost impossible to see -- heavy, dark smoke billowing out of this apartment building. >> right downstairs, you could already feel the smoke, and it was hot -- like, really hot -- already. john: iyer smoldered for hours with little lock jen. it started inside the unit of an elderly disabled man who was confined to a wheelchair. when firefighters arrived, the 74-year-old marine corps veteran was still inside. >> carried him downstairs, put him on a stretcher. two dozen residents have been displaced. >> my daughter was scared. she happened. -- she cried, "what happened, mommy?" of thate actions neighbor saved a lot of lives. most of the displaced residents will be allowed that

you 270 right near germantown road. no issues whatsoever. nice, clear drive as you continue past the closer toward 70, may be headed toward hagerstown, no issues right now. happy to report that. police are still investigating a metro bus crash this noon yesterday afternoon in chevy chase. 13 people were hurt. the bus apparently collided with a pickup truck before veering off the road and crashing into a tree. investigators say evidence from cameras on the bus will show the pickup driver was at fault for this one. authorities are looking into is alcohol played a role in a fatal accident in frederick, maryland, monday on michaels mill road in the middle of the afternoon. as suzanne kennedy tells us, residents are concerned about the use of atv's on the roadways. suzanne: the incident took place here on this winding road

skidmarks left behind from this crash. it happened at 2:45 monday afternoon. the ettrick county sheriff's department said the atv crossed the double yellow line and struck a 2014 kia soul. in that car was a woman and her son, neither seriously injured, but the passenger in the atv was thrown from the vehicle and died at the scene. be a cans were visible on and near that atv. residence here there they are concerned about the dangerous use of these vehicles. >> the atv is a one vehicle. it has its place. it is not a licensed vehicle. it does not belong on public roads. would be true at any time. it is extremely true with the increased traffic that we have. making the danger more dangerous. suzanne: the victim has been identified. the driver of the atv, 29-year-old kenneth niblett of

frederick, maryland, was transported to maryland shop trauma and has not yet been charged in connection with this fatal crash. you may remember this video -- a fiery plane crash right into a home in gaithersburg and 2014. today, the ntsb said ice on the plane was the cause of the crash. documents released in january showed the ntsb believed winter weather may have played a role. six people died including a mother and her teen of young children. they were inside that home at the time. up -- when was the drug use at its height you can run >> the last few years of our marriage. it's terrible, both of us trying to be clean. >> singer bobby brown opening up about his tumultuous marriage to the late whitney houston. we will talk to robin roberts about that exclusive interview. also coming up, a seven euro boy

sad story here -- the last surviving search dog for 9/11 has died. written he served -- brittany served at ground zero. she suffered kidney failure and was nearly 17 years old. she arrived for her final visit to the that yesterday for a heroes salute. she had been studying all her life or the impact of 9/11 pollutants.

cincinnati zoo reopened today with a higher reinforced barrier. this comes 10 days after a three year old boy got into a gorilla enclosure. outrage erupted after zoo employees shot the gorilla to protect the child. announced yesterday the boy's family will not be charged. the japanese boy whose parents abandon him in the forest as punishment is now at the hospital and says he is ok. he was treated and tested for the hydration and malnutrition after spending six days in the woods. his parents left him by the side of the road to teach him a lesson or bad behavior, they say, and when they came back, he was gone. police say the parents will not be charged. the seven-year-old says he is looking forward to going back to school. let's get a check of your forecast. rain headed our way possibly? possibly. for the moment, we are looking

i should say he does not make excuses. he is apologetic but that time in their life, but it was something that we as the public thought, but he really puts detail behind those things that we thought about them and how they were living their lives. jummy: with this new book coming out and his coming clean, do you think writing the book helped him heal from this? is that something you could tell from this? robin: i hope so. i did ask if he is clean or if he is still using, and he said he is not using narcotics -- that was his word -- in the last 10 years or so but still struggles with alcohol. i also spoke with his wife, and she spoke about how he has this demon and has to reboot
