making news in america this morning, a stunning decision as britain leaves the european union. prime minister david cameron has now announced he is resigning and the effects are being felt even past 10 downing street this morning. >> i think the country requires fresh leadership to take it in this direction. >> what's next for 10 downing street? and the financial fallout. this morning markets plunging from asia to europe. wall street bracing. also this morning, that vicious storm that did so much damage across the middle of the country now wreaking havoc as it moves east. the rising floodwaters and the rising death toll. and it's break time for lebron james fresh off an nba championship he says he's ready to relax but where he's not going. we'll tell you.

and good morning, we begin with that breaking news, the stunning announcement from british prime minister david cameron that he's stepping down. >> this after britain voted to withdraw from the european union going against cameron who campaigned vigorously to stay in the eu. >> the british people have made a very clear decision to take a different path and as such, i think the country requires fresh leadership to take it in this direction. i will do everything i can as prime minister to steady the ship over the coming weeks and months but i do not think it would be right for me to try to be the captain that steers our country to its next destination. >> and cameron wasn't the only one surprised. while polls did say the vote was too close to calm still thought the referendum would be defeated. you can see that reflected in the markets. >> abc's lama hasan has

reaction from london. when we spoke earlier you said the results were shocking. now with cameron resigning, what are we thinking? >> oh, absolutely, a stunning turn of events, a brexit bombshell. that's what it's being called. moments ago as you heard david cameron announcing he will step down as leader of this country saying that britain must have a new leader by october this year. this, of course, coming off being in the european union for more than 40 years the nation deciding to leave the 28-member union. the country now facing a political and financial earthquake. this morning, the british people speaking out voting in this historic referendum and choosing with almost 52% of the vote to brexit and leave the 28-member european union. >> the country has just taken part in a giant democratic exercise, perhaps the biggest in our history. >> reporter: for months politicians fighting to either stay or leave.

divided this nation. a nation waking up this morning in disbelief. well, as you can imagine this is a big win for the leave campaigners who are hailing june 23rd britain's independence day. as for reaction from the european union, well, speaking a short while ago the eu chief donald tusk saying he is confident in the future of them saying whatever doesn't kill you makes you stronger. >> how long does this divorce from the eu take? >> the process could take a minimum of two years with leave campaigners suggesting that during the referendum saying that campaigning, it should not be completed until 2020. the date of the next scheduled general election, but emphasizing that until then and within certainly within the next two years little will change. britain will continue to abide by eu treaties and laws but not really take part in any

decision-making. >> lama, i know we're taking in that announcement that took place just moments ago, but who is possibly next to occupy ten downing in london? >> there's only one person that everybody is talking about and everyone is looking at at at the moment and that is boris johnson who also is also known as bojo. he has been campaigning furiously to obviously leave the european union and, of course, that's exactly what he got this morning but he is the one who will most likely political pundits believe will take over from prime minister david cameron. >> we should point out that boris johnson is a colorful and controversial former mayor of london. >> and, you know, obviously huge political ramifications especially with cameron having said before he would stay in office regardless of the results of the vote but what's the thought on political ramification going beyond it and diplomatic ramifications elsewhere? >> look, the prime minister, david

until then, until october which is when the conservative party conference will take place this fall, until they find a new leader he will be there to steer this ship, just to make the point that britain's economy is steady. so until then we won't really know but as we were just mentioning, the former london mayor boris johnson is in the running to take over from prime minister david cameron when he does step down. >> all right. abc's lama hasan for us in london. lama, thank you very much. as lama mentioned news of britain's exit upset the financial markets immediately and not favorably. britain's stock market plunged 8% at the open. >> and get this, some bank stocks in the uk hit hard as well at the hoopening dropping much as 35% and stocks in germany fell 10% overnight. more from abc's chief business correspondent rebecca jarvis. >> reporter: there's only one word to describe what the

around the world stocks and currencies are selling off. u.s. stocks which still won't officially open for a few more hours are pointing to serious decline. meantime, the british pound is getting hammered. to its lowest level since the mid-1980s and while the brexit was discussed for months investors never really believed that it would happen until about two weeks ago when some polls showed the leave in the lead and then priced some risk in. but even as of earlier thursday most figured that the undecideds would break toward the status quo and push remain over the edge, especially because there were so many world leaders sounding the alarm, warning about the catastrophic consequences of a brexit. this is why the actual brexit is causing such a huge shock in markets. as one wall street veteran told me, it may not be the end of the world when the dust clears, but the trouble is that we just don't know because this i

looking at a live picture of parliament there in london where an emergency session has been called following the shocking resignation of the prime minister of britain as well as the stunning vote overnight to leave the european union. the storm drenched much of the mid-atlantic and claimed one life. floodwaters in west virginia swept a young boy to his death and hi toddler missing since yesterday is also feared to have drowned. the rushing water was so powerful it ripped this burning house off its foundation and carried it away. rescue efforts are still under way and people are without power in three states. cleanup under way in the heartland after at least ten confirmed tornadoes tore through illinois and ohio damaging dozens of homes and buildings. one twister cut an 11-mile path of destruction through pontiac, illinois, with winds

miles per hour. breaking overnight in southern california, dozens of homes have been reduced to embers by a new wildfire. this one is raging northeast of bakersfield 165 miles away from the brush fires burring near los angeles. one fire captain says he's never seen so many homes burn so quickly. the fast-moving flames are threatening about 1500 additional homes. evacuations understandably under way. donald trump landed in the uk overnight as the results of the british referendum on leaving the european union came in but trump is actually there on personal business for the grand re-opening of his golf resort in scotland. several people who live near the course have been flying mexican flags looking at a live picture there of donald trump arriving. protesters on the scene had accused trump of racism, bigotry and planning to gather outside the resort. that's probablying a massive security response. again, trump there on personal business coincidence that he's there on the same day as that brexit vote.

europe, trump also weighed in on the supreme court's 4-4 decision that derailed president obama's immigration plan. the plan would have shielded 4 million undocumented immigrants from being deported. trump says the ruling has blocked one of the most unconstitutional actions ever undertaken by a president. the high court tie means that the lower court ruling which found the president's executive order overstepped his authority will now stand. hillary clinton called that ruling a stark reminder of the harm that trump would do to american families and communities and responded in both english and spanish saying it could tear apart millions of families facing deportation. clinton is vowing to take on immigration reform in her first 100 days as president. even pushing for a path to citizenship. when we come back the big announcement from lebron james about his plans for the summer. also ahead, don't blink. you might miss a tire change here. the racing team that gives speed a whole new meaning. ked my dentn electric toothbrush was

move-- britain has voted to leave the european union. that is the result of a voter referendum on the issue. it was a very close race-- with roughly 52 percent of voters electing to leave. the u.k. is the first major country to decide to leave the bloc, formed in the wake of world war two, and it is already causing shockwaves in the financial market. the british pound has tumbled to a 31-year low. we will have much more on this story, and the fallout coming up in just a few minutes. developing now-- police are searching for a suspect after a woman was sexually assaulted in arlington. last night they released this composite sketch of the man they're looking for. the attack happened near fourth street north and glebe road sunday morning. the woman told police an attacker entered her apartment- then threatened her with a weapon as he sexually assaulted her. she was able to break free, lock herself in the bathroom and yell for help. if you have any information -- call police right away. we are learning more about a crash involving a tanker trunk and an
