reacting negatively. friday afternoon president obama addressed another concern. president obama: the e.u. will remain one of our indispensable partners. our nato alliance will remain cornerstone of global security. in a few weeks we will be meeting in warsaw for the nato summit. jay: dr. steve billit at george washington university says there are geopolitical ramifications here as the u.k. pulling out of the e.u. could weaken the partnership. >> one guy who is really happy about this is vladimir putin. this makes europe look as though they are sort of fragile on the edges. and indeed they may be at this point. jay: we should note that the process of leaving the european union is not an easy one. it's expected to take england up to a year to disentangle itself from the e.u. we should also note there is a lot of talk about scotland having another rerun dumb itself to remove itself -

itself from the u.k. and join the e.u. reporting live from northwest washington, jay korff, abc7 news. leon: thank you, jay. the world questioned u.k.'s decision but here, donald trump is embracing it. the republican presumptiveive presidential nominee call this would a declaration of independence. >> i see a parallel of what is happening in the united states and what is happening here. people want to see borders. they don't want people pouring in their country that they don't know who they are or where they come from. they have no idea. i think not only did it win, it won by a bigger margin than people thought it would happen. leon: trump added that he thinks the u.k. will be stronger because of the vote. he is in scottland to open up a luxury -- scotland to open up a luxury golf course there. here, 15 people are dead as a result of flooding in west virginia. among the dead a toddler swept away by riding

the governor declared a state of emergency and called in the national guard to help for the search and the rescue efforts underway in the state. more than a hundred homes have been destroyed or seriously damaged and 66,000 homes and businesses are still without power. we have a live report coming from west virginia for you right here at 6:15 tonight so keep it tuned right here. now in the meantime, we are on storm watch closer to home with a little bit of rain and storms entering the area for friday night. that places the question now which places are going to be getting the wettest? let's get to meteorologist steve rudin for the forecast. steve: to the west of d.c. and to the north and the east of d.c., take a look for yourself. no active severe thunderstorm warnings out there now. we did have a few stronger storms around the harrisenburg area that are now beginning to ease a little bit. another round of storms to the south and west of the baltimore area. now to west of baltimore. getting ready to move over columbia. and then making it to

but producing heavier downpours. outdoor dining for this evening. temperatures will fall through the 80's. we will see limited sunshine. depending on your location and whether you have storms over the area or not. we are not looking for widespread severe weather outbreak for the everything. the weekend is here. more on what to expect in a few minutes. leon: you got it. the former fairfax county police officer who shot and killed an unarmed man sentenced to one year in jail. but he won't spend more than a few more days behind bars. a judge imposed the sentence on adam torres who pleaded guilty to involuntary manslaughter in april. torres killed john geer in a standoff at geer's home in springfield three years ago. he was first charged with second-degree murder and then accepted a lesser charge in a plea deal. >> one year in jail is insulting. it was murder. it was not involuntary manslaughter. leon: torres will b

next week because he has already spent some ten month information jail. he gets released -- spent some ten months in jail and is released on good behavior. tenants taking back their home. a group of neighbors were fed up with what was going on inside the building so they bought it. part of the inspiration came from here, "7 on your side." d.c. bureau chief sam ford has the story. sam? sam: we were here seven years ago when the residents of the building behind me called us complaining that the landlord was not providing heat. ultimately what happened was not a situation where a land lord want to cash in ran the tenants out but in this case the tenants ran the landlord out. >> this is my new place. i have been here since the beginning of june. sam: for a dozen others others s is homecoming. >> we don't have the old radiators that were banging and worried about getting heat. sam: in

years ago when the cameras came to show the residents trying to stay warm when the heat wasn't functioning. they took advantage of a d.c. law saying if a land lord wasn't doing his job, tenants could buy the building. with the help of the city and the non-profit mi casa residents turned this to a cooperative. >> they worked with us. we were able to get approved for the loans. sam: you won. >> we did. we did. we're not out in the street like most people. sam: each unit has individual heaters now. the old dank hallways are repainted. new floors brought up to ed co. james caldwell. >> it was a challenge. but now it seems like it will be pretty good. sam: mi casa found them temporary housing in the two-year renovation. >> from where they started to where they are now is a true tale of leadership. sam: 14 of the units are now vacant and available as affordable housing. >> they are vacant. with revisiting applications. there will be an open house tomorrow. sam: tomorrow they

president obama: we are stronger together. out of many we are one. leon: that is president obama that is deadnating the stonewall in and the area around it in new york city as the newest addition to the national park system. the first national monument for lgbt. the announcement comes two days before new york city's pride march and two weeks after the orlando nightclub attack. right now police are looking for a driver who hit a cyclist and took off in southeast. this happened in the 2700 block of minnesota avenue early yesterday morning. the cyclist has not been identified but died of the injuries. police only have vague description. they are looking for a gray colored car seen in the area at that time.

have seen anything, police want to talk to you as soon as possible. update now on a metro crime alert that we told you about yesterday at 6:00. lawrence harris turned himself in. metro transit police say he used a condom to assault a woman on board a blue line train in may. she wasn't physically hurt. baltimore man will serve 15 years in prison after last year's riot. donte beck pleaded guilty to arson ; looting and assault in the uprising. police say he tried to torch a police car, looted a c.v.s. store and set toilet paper on fire on top of cylinders of propane. the riots happened after the death of freddie gray who suffered a spinal injury in the back of a police van. this week the drive of the van was found not guilty in gray's death. still ahead on "abc7 news at 6:00" -- 15 people killed in floods in west virginia. we will be live with the latest on the rescue and the clean-up e

leon: the biggest name in the nba is not going to be showing up at the olympics. lebron james says he is not going to be on the american team in rio. his agent says the decision has nothing to do with concerning over the zika virus. and by the way, the golden state warriors star steph curry withdrew his name from the roster this month so neither of them will be there. one thing that is ready for rio is the economicd olympic village. it has 31 towers and for 11,000 competitors and the 6,000 coaches, they are all set. they say they are ready for them.

a gym, a bank and a first aid center which they hope they don't have to use. organizers in brazil said the village will be the most guarded olympic village in history. they will have 85,000 officers and soldiers patrolling the area. turn now to the devastating situation taking place in west virginia. where 15 people are now dead after intense flooding. 44 counties now are in a state of emergency at this hour. the governor says the flooding is among the worst they have seen in a century. rick lord is in west virginia with the latest for us right now tonight. rick, this is incredible. the images we are seeing from there. unbelievable. >> west virginians are used to flooding but nobody like that. you mention 15 dead. i can update it. it's 20 and counting. that will rise in the coming days because there are areas here that are cut off. they don't know what they are dealing with. right behind me. this is a road. usually a relatively busy

water is flowing over the road. and beyond. over to if he pans right over here, you will see a semi truck on its side. that truck was washed off the road yesterday. it's amazing believe it or not the improvement we have seen in the last 15 hours. where we are standing right now yesterday i would have been entirely underwater. i'm six feet tall. you wouldn't have been able to see the top of my head. you can see the flashing lights. what happened is the coast guard got on scene with boats. they will get beyond the road. it dips down. it is not passible. all water. but they will get the boats out there because they have reports of the people on the banks beyond that. there is a neighborhood back there in the woods. the road comes up. there is higher ground. they will get to that area to see if they can get the people out of their home and off the banks. this is the scene not just here but in numerous

virginia. they are used to flooding. there are mountains and valleys and we flood a lot. but nothing like this. we have heard stories that would break your heart. a 4-year-old toddler thought we was jumping in a mudle in his water in his backyard but ended up in a creek and swept away. his body recovered this morning. 20 are dead most in greenbrier county. there is a pga tournament coming up. a week from monday. they don't know if they will get it going. the golf course is completely under water went heard reports of barbecue grill from houses floating down fareways and golf carts around the property. a sheer mess. we are not going to know what we are into until the water will begin and continue to recede. thankfully right now sunny skies. i was raining earlier when we were on. but now it's clear. the blue skies are coming. it will be hot and dry over the weekend. that will help the people a little bit. not enough who are now, they are trying to piece their lives together. ripped apart. the relk river, one -- elk river, one la
