authority police officer sounds his lights and sirens. pulling over this black four-door sedan for speeding. all is normal until police say the driver, a 31-year-old silver spring man exits his car and walks toward the officer with a knife in hand. the officer taking no chances grabs hold of his gun, aims and fires a single shot. the suspect isn't hit. the gunshot alone convinces him to drop the knife and surrender. >> responding. the suspect is in custody. last update for us is the scene is secure. kevin: for the last four hours the police scowered the scene for evidence -- scowered the scene for -- scoured the scene for evidence. using their eyes and metal detector. there are gawkers as well. but traffic isn't terribly impacted as the inner county connector doesn't come close to handling the volume of the beltway, 66 or

they patrol the tunnels and the brims and the highway -- bridges and highway. we don't know the name of the knife-wielding man. we are also unaware of his alleged motives. we are live in derwood, i'm kevin lewis, abc7 news. alison: thank you. meanwhile we have new developments tonight out of joint base andrews. which was locked down for about an hour and a half this morning. this is after reports of an active shooter at the malcolm grow medical center on base. brad bell was there as the situation unfolded this morning and he is live there now. what have we learned about all of this? brad: what we learned is there is a tremendous coincidence here. a planned drill. just as it was getting ready to start, somebody called in from

real concern. from beyond the perimeter fencing we can see the tense situation unfolding. heavily armed military personnel. clearing the base hospital, the malcolm grow medical center. people walking out the front door. hands in the air. being led away from the building. >> take things very seriously. brad: base worker brad jordan turned away at the gate in the lockdown. >> the messages coming through on my phone is this is not a drill, this is real. if you are on base, shelter in place. if you are trying to get on base turn around and leave immediately. >> the chilling message sent out via twitter. j.b.a. is currently on lockdown due to a report of an active shooter, it read. another tweet called it an ongoing situation at the hospital. where someone reported seeing a possible gunman. it's actually base security. it was a false alarm. but there was additional

happened just before base security planned an active shooter drill. finally after more than an hour an explanation. the drill was being readied the hospital call came in. there was no real threat but the call was well-meaning. the response out of an abundance of caution. the base commander explaining via facebook, "we take all threats seriously and reacted to ensure the security of those on the base." >> this is scary times. pime are quick to jump and quick to react. brad: quick to jump and quick to react. in this day and age we are told again and again and again. if you see something, say something. the bottom line somebody at the medical center saw something and they said something. the base is defending the actions as wholly appropriate. at joint base andrews, brad bell, abc7 news. alison: as you know, this is not the first time poor emergency communication led to fears of an active shooter. we're going to have

6:00. leon: now to new developments in the war on terror. after the deadly attacks in turkey. 13 people were arrested overnight in a series of raids in istanbul but we have yet to hear exactly what kind of charges any of them are facing now. two hours ago, the death toll in the attacks rose to 44. that number including an 8-year-old girl. turkish officials identified the three gunmen and bombers as foreign nationals from russia, kyrgyzstan and uzbekistan and believed to have entered through syria. alison: between turkey, the attacks in orlando earlier this month and just the general state of affairs these days, you can bet security is tight for the july 4th celebration on monday at the national mall. abc7 instapoll is asking how concerned are you about security for the fourth? go to wjla.com/votenow. we will show you results in a moment. right now richardre

mall if you look at what to expect if you head down for the national celebration. rich? richard: a lot of changes are already underway. you can see they have some barricades set up here on the national mall near the washington monumented. these things are plane. drones are illegal here and within eag eag national airport. the police are concerned about the drones. let's explain why. this weekend, of course, we will have thousands of people, hundreds of thousands of people here coming in to the district for the july 4th weekend. u.s. park police say just this past october, they took a district man named howard solomon into custody. he was flying a drone. that drone landed on the ellipse across the street from the white house. he did it again they say, just this past week. it landed in anacostia pa

each time this has happened. because this was the second offense he had to appear before a judge. but the authorities say this technology is a concern for police. >> with an unmanned aircraft, there could be anything attached to that. we have seen enough of that videos on website about whether people are trying to mount weapons or explosives on the unmanned aircraft. the situation where it could come in from any angle for that law enforcement officer. richard: the chief said beyond that there are worries about the interference with other aircraft. the police have to look everywhere they see and also up because of the possibility of the drones flying around. coming up at 6:00, besides drones, what other things you can and cannot bring to the july 4th celebration.

richard reeve, abc7 news. alison: okay. so now we have covered security. now let's talk about the weather. leon: the only thing we should be concerned about. doug hill has the word on how much concern there is. doug: we get through the fourth on monday we'll have period of sunshine. not particularly hot. anytime after 6:00, the chance of showers and thunderstorms will increase late at night and through the day on tuesday as well. right now it's beautiful outside. 82. clouds. we have had a change in the wind direction out of the south. that is boosting the dew point. it is getting muggy. a warm front will come in later tonight. until the point we will be fine. a few clouds, comfortable, lower 80's. upper 70's. overnight tonight temperatures drop to 70 in the city. there could be scattered showers in the area. the lows again are mild with the southerly wind. the southern zones of the upper 60's to 70 degrees. the forecast to

alison: the red line is back up and running after a gas leak. it closed them to close the brookland station as a precaution. washington gas says a four-inch main ruptured near the station. the company was able to turn off the gas before 2:00 and trains started to run once again. well the second phase of metro safetrack push ends sunday. phase three is set to begin on tuesday after the holiday. that is when crews will be closing down the tracks between reagan national airport and braddock road. you will still be able to get to national airport station from d.c. shuttle buses will be offered between braddock road and crystal city and pentagon city stations. you can get alerts on safetrack by texting the word "metro" to 43817. you can sign up for all of those on the website. wjla.com. leon: only on 7 tonight, in-home daycare is losing a license after a 4-month-old girl died at the facility. no foul play is suspected at this point.

for a nap and the word is she never woke up. but the daycare was in violation of state rules by caring for four children under the age of 2. state rules put the maximum at two. >> if there had been two adults maybe they would have found her sooner and the c.p.r. would have started sooner. leon: her parents suspect that she may have died from sudden infant death syndrome but say they are speaking out about the case because they want other daycare providers and parents out there to know the state rules and they are in place for a reason they say. alison: new information today after a deadly triple shooting in district heights that happened over the weekend. police say this surveillance video right here helped them catch up with the suspect. roz plater live at prince george's county police headquarters with the latest. roz? roz: well, alison, police tonight are saying they are grateful for the tips that came in from the public that help them put a name to a face. but they have lots of investigative work still to do, including

out why this happened. prince george's county police made a quick arrest after the deadly shooting spree friday night charging 24-year-old lawrence rogers with murder. investigators say he burst into this home, shot five people, killing three of them. 60-year-old allen rowelett, 50-year-old carlina gray and 54-year-old jan parks. yet investigators still don't have a motive. >> we still don't have real solid connection between mr. rogers, who has been charged and our victims. but now that we have him we can start going backwards on this and see what he has been doing for last several weeks and delve in what he had going on that made him pick this house. roz: over the weekend they discovered surveillance video of the suspected shooter with a gun calmly walking through the neighborhood and then hopping a fence. they also found a surveillance picture of him before the crime at a liquor store. >> when we finally got the videos over the weekend we knew it was a huge piece of this

>> once the crews were released that's when the tips from the public came pouring in. rogers was arrested wednesday night southeast d.c. at the home of an acquaintance where police found a .9-millimeter handgun. >> we did recover a handgun in this case. that handgun is now upstairs in the fire arms examination unit. they are doing the proper tests to see if it is the murder weapon. roz: for now, rogers is in custody in d.c. while he awaits extradition process. back here at prince george's county he faces three counts of first-degree murder. we are live in palmer park, i'm roz plater, abc7 news. leon: thank you, roz. we are getting this word in the abc7 newsroom. in 40 minutes a judge in baltimore ruled that adnan syed will get a new trial. syed was the focus of the first season of the wildly popular "serial" podcast. that podcast examined the original case against syed who was convicted of killing his ex-girlfriend hae min lee back in 1899 --

alison:d school's chancellor kaya henderson is about to have more free time in her schedule. she announced yesterday she is stepping down this fall. d.c. bureau chief sam ford had a chance to speak with her this afternoon and joins us

headquarters in north east. sam? sam: yes, well kaya henderson has been with the school system in total i guess nine years. she was brought here by michelle rye who re-signed in -- resigned in 2010. we got the surprise announcement that henderson, herself, is resigning of september 30. we caught up to her this afternoon. >> these jobs are very hard. absolutely! sam: she is tired of a job that demands her constant attention and it's time for somebody else. in her nine years with the school system the last five as the boss she can recite her accomplishments. >> the graduation rates are up. test scores are up. sam: with few critics and lots of supporters why leave the nearly $300,000 year job? we asked if she received job offers elsewhere? >> i get job offer

reporting live, i'm sam ford. leon: no argument there. now we have stability here. nice stuff. alison: we have a big holiday weekend coming up. doug: it will be good moments. the short version saturday and sunday look the best for outdoor activity, no interruptions for the weather. monday not so much. get you into it here. we start with a time lapse from the vantage point of the weather bug camera atop nationals park. 83 degrees now. the winds are turning more to the east/southeast. all across the area the trend will continue. you notice the high thin clouds that gave way to the puffy cumulous clouds. lower clouds this afternoon. that is a total result of the wind direction change. in fact that the moisture levels are climbing. dew point temperatures we talk about this all the time. if you are with us at noon we are in the mid-to-up 50's for dew point. we have jumped five or six degrees in spots so it's becoming humid. progressively so tonight. that is as a warm front approaches. good news for the ballpark tonight, 7:00 first pitch. 82. sun with the clouds. there

that will happen after midnight to the early morning hours as the warm front moves in. this doesn't show a lot of that. eastern shore showers early in the morning but a blend of clouds and sunshine. warm and muggy. it will hit 88 tomorrow we think. as we get to the afternoon hours we will start to see a little change here with the heat and the humidity, the instability and the cold front coming in from the west. showers and thunderstorms could pop through in the mid-to-the late afternoon hours. some could be heavy with the heavy downpours. this is just an exact. not an exact forecast. we get to 7:00, 8:00, 9:00, clear out and final batch of showers with the cold front late tomorrow night. tomorrow hot and humid. no other way to say it. temperatures are 88 degrees. partly sunny skies. showers and the storms to put a chance of 30 to 40%. but the chance will increase as we gow through the nighttime hours. we get into saturday and it brightens up a lot. drier, less humid. 85 with the sunshine. 83 on sunday. it could be more clouds in the afternoon. monday though the fourth is when we see

the military. defense secretary ash carter announced that change today. he said it was the right thing to do, adding only a person's qualification should matter. the policy will be phased in the next year. new research shows estimated 1.4 million u.s. adults identify as transgender. that is double the estimate from a decade ago. alison: it feels like summer break is just beginning. freshmen are reporting to the u.s. naval academy today for induction day. of course, it begins with goodbye. their families send them off. before the start of a rigorous six weeks of basic training, cheryl conner show us the emotions that happen on day one. cheryl: the emotions of saying goodbye. it's not easy. tracy hugs her son before heading back home to north carolina. >> he is my first. he is my baby. it's bitter sweet. cheryl: sweet knowing he is one of 1,200 freshmen starting their college career and military service

academy. >> please come to the front of the line. cheryl: julia has eight minutes left with her mom. she becomes a plebe on the 40th anniversary of women allowed in the academy. >> i think it's very awesome how we have crossed obstacles by our gender. it is great for me. cheryl: the hair drops to the floor. the haircut is the first step before they take on plebe summer. elizabeth jacobs get to donate long hair to locks of love. >> i'm glad someone else is benefiting from my haircut. cheryl: the men go as short as they can go. julia nearly fell for a hair scare. >> they said they were going to buzz my hair. i'm happy with this. cheryl: families line the beautiful campus hoping for another glimpse as the feebs learn basics, like putting on their caps. after they are sworn in the mental and physical training begins at

alison: the ms-13 gang is well known for committing vital and brutal crimes. the crimes have been increasing around our region. northern virginia bureau chief jeff goldberg sat down with the f.b.i. today to discuss the bureau's efforts to tackle the problem. this is a story you will see only on 7. >> they are very fluid. jeff: davids saw the rise of ms-13 in the d.c. region nearly ten years ago followed by a lull two years later

down. now lavalle, special agent in charge of the washington field office says the gang is back. >> we have seen increased activity. that activity is mirrored what they are seeing in central america. jeff: authorities say gang leaders in el salvador and honduras are trying to establish a greater presence here, especially northern virginia for profit through drugs, theft and extortion. the mass migration of unaccompanyed minors from central america into the states in 2014 created a whole new crop of recruits. these young men, some of them just 14 and 15 years old are committing horrific crimes like decapitation and stoning. >> indicate to their rival gangs that they are to be feared. jeff: earlier in month, leesburg police with the federal authorities raided home of suspected ms-13 members leading to several arrests. in fairfax county, ms-13 related incidents in the first four months of this year

with 2015. the problem is hitting alexandria as well. last december an ms-13 related murder led to the discovery of a body behind an elementary school in four mile run park. >> obviously this is a serious problem. at least for the alexandria community. >> brian porter is the commonwealth attorney in alexandria where in the past two years his office handled three murders and four serious assaults tied to gangs. big number for a small city. they are getting convictions on tough cases. >> they are difficult because obviously people are afraid to cooperate given violence associated with the gangs. jeff: for federal authorities a potentially big turning point last month as they convicted six ms-13 members for the role in three murders and an attempted murder in northern virginia. >> it sends a clear message it is not acceptable here. jeff: jeff goldberg, abc7 news. leon: raffle to raise money to bene

nightclub shooting is raising controversy. it's because it's run by a gun shop which is raffling off an ar-15 rifle. .s are mixed about -- opinions are mixed whether this is the right way to go about raising money. >> if you lose somebody to drunk driving you wouldn't raise money by raveling off cases of -- raffling off cases of alcohol. it's wrong. it's in poor taste. >> we wish to stand by those people. this is our way of raising money and effective way to raise money for them. leon: gun shop says if the proceeds from the raffle plus the own donation of $2,000 will all go to one orlando fund. alison: one of the most recognizable names and faces in cable tv news leaving her job. after 12 years, nancy grace announced this morning she will end her show on the hln network in october. grace made a name for herself as a tough-talking prosecutor. her show focused on crime victims,

well. nancy grace has not said what she plans to do next. leon: new laws take effect tomorrow in states across the country as we begin a new fiscal year. jonathan elias standing by at "live desk" with a look at the new ones in maryland and virginia. jonathan: quite a few. in virginia a landmark gun control is official. i will require police officers at all gun show to ask for voluntary background checks for people buying a gun at the show. as of tomorrow you can be fined $100 in virginia if you are smoking in a car with a child under the age of 8. that happens to be in the vehicle with you. public schools have to give 20 minutes a day for physical activity. it will be legal to hunt wild birds and animals with a slingshot except deer, bear, elk and turkey.

leon: check out the cool video coming in from nasa tonight. the hubble telescope captured ultra violet image of aurora from jupiter. they are also using -- they are using this to see how the solar winds affect them. alison: beautiful. a push for diversity among the ranks at the academy of motion picture arts and sciences. the academy now inviting rising stars, many of whom are women and minorities. it's a shift that people have been calling for, of course, after protests that the oscars

white. kenneth mouton has more on the redoubling efforts of the academy. reporter: a star-stud and diverse list of new members joining the academy. >> what are they calling you? reporter: edris missed out on oscar last year but he is one of 700 new actors, film-makers and executives invited to make up the diverse class of new members. >> is hollywood racist? >> they received fierce backlash for not naming any actor of color. actors boycotted the big night and the #oscarssowhite went viral again. now change. people of color make up 41% of the new class, up 3% from last year. >> whether the academy was shamed into it or not it's still great that the movement has begun.

$30,000 to start the project and the workers began the job. >> the plumbing failed inspection, the electrical failed inspection. everything in the house. >> but he kept asking for more money to fix the problems. >> we noticed that the money was going higher and higher and higher. i come out here and i'm seeing no work. >> the thomas went to the maryland home improvement commission and it launched an investigation of the bbc group and now the maryland state attorney charged broadus and the b.b.c. group criminally. we caught up to talk about the situation. >> research the criminal history. horace: "7 on your side" did look into his record and found he pleaded guilty in 2000 to bank fraud charges being part of a scheme to steal i.r.s. refund checks and cash them. there is a list of complaints the maryland home
