desk. scott: you can hear a collective sigh of relief from democrats and clinton supporters because they felt this was the one issue they have to put to bed if she is to have a path forward to the white house. it looks like that is the case moving forward after this announcement from james comey, who is not recommending there are charges pressed against clinton in this case, explaining there is a difference between something that is concerning, careless, both of which she faulted the former secretary of state and her staff, but not necessarily criminal. there is a significant difference, and as a result he is saying it is not reasonable that you would push forward and recommend charges by the doj prosecutors could we want you to hear just a snippet of what he had to say earlier this hour. dir. comey: although there is evidence of potential violations of the statutes regarding the handling of classified

reasonable prosecutor would bring such a case. in looking into our investigations over the mishandling or removal of classified information, we cannot find a case that was a poor bringing criminal charges on these facts. scott: that does not mean the fbi did not issue a scolding report for hillary clinton's practices, the staff at the state department, calling them reckless on many levels, extremely careless, and he also talked about the fact that when clinton's teen said yes, we have given all 30,000 e-mails, they found e-mails that were not turned over and should have been, and that many of them were classified at the time they were transmitted. not the upgraded classification that has been given in the announcements by the state department since the issue was raised. lastly, loretta lynch, the attorney general, said last week she would follow the recommendations of the fbi. in other words,

make determinations, and she would not differ, so we would surmise it is highly unlikely at this point any charges would be brought. reaction -- donald trump -- you knew he was a something quickly, and he did tweet out saying "the system is rigged. general petraeus got into trouble for far less. there he, very unfair. as usual, bad judgment." again, it does not look like hillary clinton will face criminal charges after this announcement by the fbi. she is traveling with president obama for a campaign event in north carolina cap we will have that, reaction from capitol hill, and much more analysis as we sort through all of today's findings. jummy: thank you, scott. on the campaign trail, clinton expected to be joined by president obama for the first time this year. the two are scheduled to campaign in charlotte, coming weeks after the president endorsed clinton,

afternoon. steamy weather. this is just the beginning. temperatures in the 90's, tomorrow, friday, and even beyond. on satellite and radar, you see clouds building up. we leave the doors -- door open for isolated showers or a thunderstorm later this afternoon and into the early evening hours. futurecast calls for the same pattern to stay mostly to the south. we get onto the big numbers, and big-time july heat starts tomorrow. we will highlight that in the seven-day outlook in just a few minutes. jummy: as you mentioned, the crummy weather created a fiasco for pbs and those watching the fourth.for i'm -- overcast skies made it tough to see, so pbs decided to air footage from previous concerts. that is a video -- beautiful and bright, that you see on the right side of your screen.

not happy. sam sweeney has the story. had one job, and that was to broadcast the fireworks show from the national mall to homes across the country, and it was supposed to be live. well, they had a broadcast, but it wasn't live, at least not all of it. they got caught using stock footage. take a look at your screen -- on the left you see what it really look like at the national mall. on the right, they showed -- you see what pbs was showing. they advertised the event as live, but because of the bad weather, pbs decided they would make better television showing video from a couple of years ago, and they never told the audience. the internet went crazy, as you -- some calling it fraudulent. >> if that is the biggest scandal pbs can cook up, i think they are in good shape. i do not think anybody was hurt by it. they may be should have had a label at the bottom. sam: today pbs

suicide bombers attacked three separate cities in less than 24 hours. authorities have identified one of the attackers as a pakistani national. he was the first attack are blowing himself up near the u.s. consulate. french lawmakers find an investigation found multiple intelligence failures before last year's attack in paris that killed 147 people. a report found all the attackers had been known to authorities. some had passed convictions or were under judicial surveillance. some are recommending a national counterterrorism agency, like the one created in the u.s., after the september 11 attack. covering metro now, surge three of safe track gets moving tonight. blue line and yellow line riders are getting hit this time. no trains will run between the national airport and braddock road stations. you will still be able to get to the airport, but you have to take a shuttle bus to head south from there. search

395 crossing the 14th street bridge, getting into the district, not bad at all. tonight, we have a new project put into place with temporary closures. this will happen in the hours from 10:00 p.m. until 5:00 a.m. on the southeast southwest freeway, from the 14th street bridge to the third street tunnel. it is a short stretch but it is happening every night from sunday through friday, and a president goes into place tonight.

you are watching abc 7 news at noon on your side. jummy: police in rome have arrested a homeless man in connection with the death of a student.ld italian -- two people recall seeing a man throw a person into the river the night solomon went missing. reportedy also thousands of dollars of charges made on his credit card. closer to home, the issue of gun control was brought back to capitol hill this morning, but it was not lawmakers doing the talking this time. kevin lewis has the story. kevin: well, this morning's march and protest was in direct response to the june 12 mass killing at the pulse nightclub in orlando. a new group has joined, going by the name d.c. rational moms and dads for gun legislation.

a.m. at lincoln park, walked 10 blocks to the capital, and held a protest here, and included in the guest list were d.c. councilmembers, and also eleanor holmes norton, who made some remarks to the crowd. ms. holmes norton: every single year the congress tries to undermine our gun laws because they do not do their job, and their job is to pass a national gun bill so that you cannot go someplace else and easily get a gun and bring it into the district of columbia. so this, just the latest group, to call on congress to act, mostly on congressional republicans who have not agree to any form of legislation. none of those republicans were present for the rally, but the group hopes their message was heard. federaleanwhile, background checks for gun purchases

orlando nightclub shooting. the fbi conducted more than 2 million background checks in june, up more than 30% from the previous june. background checks also went up after the shootings in san bernardino, and that sandy hook elementary school as well. to one of our other big stories, the forecast -- we had the rain last night during the fireworks. not today. it is hot and steamy. doug: one and humid. we see lower 90's the next few days after today. there could be an isolated shower or storm today. one dayack on track -- set aside for the summer, and it is back on. a pretty picture. a nice summer sky. a lot of cloudiness on our laurel camera. currently 85 degrees in laurel. the entire laurel beltsville area in the mid-80's. temperatures around the rest of the area holding in the mid-80's. manassas, 80 degrees.

they water temperatures -- bay water cabbages, upper-70's. that is good news. it is the time of year when the temperatures do not tell you everything. add in the dew point, and you get a feel-like temperature. it feels like 90 in the nation's capital. 92 in manassas and fredericksburg. as you make your plans for the afternoon, we will get some sunshine at times. warm and humid. somewhere between 87 and 88 for the high. there will be isolated showers and thunderstorms. we do not expect any major lines of storms, but we will watch acting that pops up. settling and radar shows showers getting generated south and west of the richmond metro area. this is a frontal zone hanging to the south. most of the energy and potential for any sort of, you know, development of any serious storms will be to the south, but in this air mass coming from the west, using the
