city that mourns, the police chief of the departments that lost their fellow officers. the president of the united states, his sitting predecessor gathered in dallas to honor the five officers gunned down in a downtown protest against police shooting of african-american men in louisiana and minnesota. the final words came from president obama who acknowledged in his time in office he has spoken at too many services of those killed in the mass shootings like this. he said it's hard but he holds out hope. >> president president obama: we don't have militia on the street. instead we have public servants. police officers. like the men who were taken

horace: next the funerals for the five fallen officers begins tomorrow. michelle: thank you. this is what it looked like last night in dallas where at least a thousand people gathered to mourn the fallen officers. much like today, portraits of the officers were on display as friends and family took their time to speak about the losses. stay with abc7 for continuing coverage from dallas at the bottom of the hour. we will take you to dallas for a live report including update on the investigation and more from today's service. leon: update now, news that was breaking 24 hours ago. we now know the man police say opened fire in a southwestern michigan courthouse killing two bailiffs. 44-year-old larry gordon. police say gordon disarmed the officer escorting him to a hearing inside the berrian county courthouse. another deputy and civilian were shot but expected to be okay. even before the eventof

metropolitan police department has been trying to fill vacancies in the ranks. today, d.c. mayor muriel bowser is trying to help build recruitment. our bureau chief sam ford is there to explain how. tell us all about it. sam: as the d.c. council is recessing for the summer, the mayor held a news conference to talk about their mutual accomplishments and a new program she wants with regard to police. with d.c. officials retiring, and officers retiring and dropping she announced a prom to bring more d.c. young people into the department biestablishing an academy of pub -- by establishing an academy of public safety for young people up to 25 to earn necessary credits to join the department. >> they can come on in the police department and work part-time while they go to

shirts saturday night that read "change starts with us. justice and accountability." castile's name was on the shirt with alton sterling who was killed by police in louisiana. four local off-duty police officers hired for the game walked off the job. police union officials threatened other officers could refuse off-duty assignments there as well. leon: developing in the district, five people have been arrested in connection with the shots fired at police. police say officers were alerted by a shotspotter on alabama avenue. they arrived and someone inside an survivor began shooting at them. turns out no one on both sides were hurt. two men surrendered. seth rich, a democratic national committee staffer was shot and killed early sunday morning not far from his bloomingdale home in northwest. today police continue to go in the neighborhood door to door

hoping somebody saw what happened and will talk to them. richard reeve is in bloomingdale. residents by you are pointing toward a construction site as the potential problem? why is that? richard: there are concerns about a construction site and a lack of street lighting according to some residents. this is an active investigation, they have a reward poster they are circulating around the neighborhood. seth rich a young d.n.c. staffer was gunned down in his own neighborhood. just a block from his house. you can see flowers have been laid at the exact spot where he was fatally wounded there at flagler place and w streets. he was gunned down, shot in the back twice police tell us. a shotspotter first detected gunshots 4:15 early sunday. arriving officers found rich wounded but still able to speak. we spoke with his father joel. he says he believes and police believe this was an attempted robbery. but nothing was taken. his watch was still with him. his credit card

tornado sirens there. they blared in central minnesota last night. this is one of at least four twisters that you saw that destroyed two homes. the police chief ofone area hit says it's the worst damage the city has seen in ten years. however, no injuries were reported. leon: good news for that. but a lot of energy up there. michelle: absolutely. we have had it pretty easy but we may see storms later on? doug: the way the atmosphere is going to be the next several days. don't see widespread thunderstorms. anymore you get a thunderstorms there is always chance of isolated storm. we concerned with the organized pattern and the segment or the lines of storms. we don't see it here. but later in the summer it will. we're sitting pretty now with the weather. the next few days it will get more humid and warmer but it's all part and parcel with what summer is about here in the washington area. temperatures not that far above normal through the next few days. this is a

announcer: from abc7 news, this is a breaking news alert. scott: this is scott thuman live in the abc7 newsroom with the breaking news just coming in to us now. the u.s. capitol and the visitor center, essentially the ground area of the capitol are under a lockdown after an incident involving a report to m.p.d. of a man with a gun. we do not know if any shots were fired. but this is taking place at second and c street northwest. that is on the senate side. of the house. if you look to the top of your screen on the left, that is the closest section. a lot of people are familiar with the steakhouse. it's on that corner. our photographer is on the scene. he has gotten us video that is coming up shortly. we'll get it to you as soon as we can of a man in handcuffs being taken away by police. here is an image now from that very

police commandeered what looks like a vehicle there pulled to the side with the car door open. you can hear a dog, a k9 unit on scene. once again we have the u.s. capitol on lockdown after an incident involving a man with a gun. it was on friday, a week ago, that the capitol was on lockdown. that was over fear of a staffer possibly going through rayburn on the house side with a gun. eventually that situation was clarified. there was no threat. but quite some time on the state of alert. that was a day after the shooting in dallas. it was unrelated. i was a threat to be nothing but a false alarm. today appears to be different because we do know now that one person has been taken into custody by m.p.d. our photographer again getting video of that man being put in cuffs. we will have that for you coming up. but that is the latest on the situation. we are m

long road to bridge the divide. back to you. leon: that's right. lot for all of us to learn together as well. dianne gallagher, thank you. we'll check back with you later. many law enforcement says not since the 1960's have they seen a greater wide to between police and the community they are sworn to protect. they are trying to keep the lines of communication open. that is the question opened tonight. michelle: jeff barnd talks to an expert that says communication like this only works if it's a two-way street. jeff: experts say the recent horrors of dallas and the uncontrollable riots in baltimore are example of a political divide between the police and the neighborhood they patrol. some experts say community policing is part of the solution. >> it allows the community to have confidence to talk to the police about the bad people who are in the community. jeff: for years police departments invested a good deal of time and money in community policing to gain the

once the officers were thrust to the front line of homeland terrorist attacks, some experts say that is when community confidence took a nose dive. unfortunately nationwide there have been budget cuts to the community policing programs like the drug abuse resistance education program, dare, and the police athletic league to pay for more anti-terror equip in the the post 9/11 world. that has created a schism between the community and the police. it's reflected in a gallup poll. 56% of americans are confident in police this year, which is up from 52% last year. but that confidence is alarmingly different among race. 62% of whites are confident in police opposed to nonwhites with only 38% having confidence in officers. >> the first interaction that an officer may have with an african-am

from the latino community is based on what they have seen on television or based on what they have heard. so the initial interactions may be skewed based on stereotypes or assumptions. >> experts say the power of community policing in the past was seriously underestimated and in many cases as a result the peace was compromised. in washington, i'm jeff barnd reporting. michelle: all right. we continue to learn more about that lockdown situation at the capitol. scott thuman is standing by for us in the newsroom. what have you learned? scott: we want to show you some of the video we told you we were going to bring you a couple of minutes ago. this is from the scene. again we are talking about the area that is right by second street and c street northwest. by the u.s. capitol. that is just off ground. so it's by the department of labor. you see the reaction there. this is the raw video coming in to us from the photographer ron wyndham as the police car go racing

of a man with a gun. there is the video we have got moments ago of a man being detained in the handcuffs. he is put in the back of the police car. we saw k9 units out as well. it looked like a search of a four-door silver mazda. they were also examining and it looked to be disabled. right there where the tunnel exits. if you are taking 395 north and got off the exit for the senate said of the capitol, there is a car there that look like it's disabled. one of the tires is out. it's against the curb. all of this unfolding kind of as we speak. the u.s. capitol is on lockdown. the visitor center as well as they sort through it. there is the car i was referencing. it looks like it's in an accident. we have damage to the front driver's side of the toyota. again, capitol visitor center as well as the capitol on lockdown after the initial report of a man with a gun. we now kno

person has been detained as we saw in that video. i believe now that we also have our reporter d.c. bureau chief sam ford who is ready and he is on the ground there. sam are you there? what can you tell us? sam: i am here. and i'm -- we are going to take a look here. where we are for people who have an idea. if you are driving through the tunnel and you are coming toward new york avenue through the tunnel. there is a turnoff for the u.s. capitol. well, this is the turnoff. it's been stopped. if you look over there, you will see a gray car near the police officers which has the door open. now some of our folks here have been talking to the police. at this point, we understand that the police retrieverred two people in the car, one machine gun. they arrested one suspect. another suspect fled on foot. that is the situation. so based on that, that is the explanation for the lockdown

again, they were going to come off of this road, which is the tunnel and this comes up to the u.s. capitol for people who are parking on the senate side or whatever. very close to the d.c. bureau. it's right in northwest and they would come up this exit off the tunnel. for some reason the police were after them. they stopped them right there. you see that car. and the police are telling our folks that they retrieved a machine gun from that car. one suspect in custody. another suspect fled on foot. they are looking for their person. we have a lockdown situation here. that is it from this point, scott. sam ford, back to you. michelle: if you could stand by for one moment. we have a question here. a lot of activity described outside the capitol. do we still believe that these men or suspects may have been in the capitol at some point?

precautionary step? sam: it seems at this point it's a precautionary step. it does not seem that the people here on the freeway would have been in the capitol itself. it's a situation that seems for whatever reason, information might have been developed by police. they decided to stop the vehicle. they found in it, two people. one with a machine gun. that person was arrested. another person fled on foot. they are looking for whoever the second person is. that seems to be the situation at this point. leon: all right. thank you for that, sam, for the hustle there to get on the scene. we are reporting that u.s. capitol and the visitor center on lockdown. we are getting a sense that there was not a threat in the capitol itself. or inside the visitor center. there was police activity outside on the off-ramp coming off of 395. near the new york avenue split there. going to c street, i believe that

michelle: scott is standing by for us. is that what you understand the situation to be as well? that this incident, weca call it at this point happened outside the capitol, not necessarily in the visitor center or the capitol and this is all a precautionary step? scott: that is the initial understanding of this. it would make sense. you are not seeing f.b.i. or other agencies involved. it looks like just m.p.d. on site and they are working the case. but it's because of the proximity. so regardless whether or not the two men or suspects may have been on the capitol grounds at any point the proximity is what is a big factor here. you are close to the capitol as you can get or the capitol grounds without being on them when you are there by the department of labor. they are on the backside of the building there. look. it's a tense time right now. what we saw friday was a direct reaction. i was talking to a law enforcement officer in that lockdown. we are talking about five days ago. he said the report of

rayburn that morning normally would have everybody at level nine alert anyway and they were at an 11, he said. they were just so concerned after what happened in dallas and the antipolice sentiment, that they were all worried about it. it's not highly unusual for the capitol, or the capitol visitor center to be put under a lockdown when there is a potential threat. we are in a different time in the past couple of weeks and everyone is a little bit on edge. it's also important to note here there is a protocol for this. so if there is a threat within a particular vicinity of the capitol they will be triggered into going into a mode there where they try to lockdown just to prevent anything from happening. sam, if what he is hearing is accurate you have one man on the run. was in a car with a machine gun is what sam heard. it would bear the question does he also have a weapon on him? if so, that is why you will see the massive reaction.

season for the capitol area, for the area around the national mall and the capitol. a lot of people coming in from across the country to tour the grounds there. there has to be concern for the general public safety as well if someone is on the loose and armed running around out there. scott: there is. reaction will be, as we have seen today very quick in the particular area. it's less than probably 75 yards from the section on constitution avenue and louisiana where there are always police officers positioned. i don't mean always in a general sense. i mean a little one in that they are always at that corner to monitor who is getting through the streets to prevent any box trucks or large vehicles for example from getting too close to the capitol. literally within a 100 yards of where it took place you had officers and you saw them racing to the street to the location and make sure that the threat was minimal. we have two suspects now in

we don't know if there is a third. but they look like they are containing the threat as far as we know. leon: i'm glad you notice the usual police presence in the area. you are across the street from the senate office building. they are well protected there as well. if anyone is going to try to get through that area, and escape the police it would be impossible for that area. good to note to see there are no capitol police vehicle involved. scott: in the videos we're seeing is m.p.d. so that might lead you to believe it was an incident where they are coming through the tunnel on 395, that goes underneath the mall and the capitol grounds. it curves out there behind the department of labor and 101 constitution. it's a large people to house offices, including my other office, or the abc7 washington, d.c. capitol bureau. that is the buil

tunnel five times a week. they may have been coming through 395. it's notable that the car has been damaged to some degree on the left-hand side. we're getting word that the lockdown is lifted. the second arrest may have indicated they have both of the individuals they were looking for, the one initially arrested that we have been showing you video and it may seem that the second person who ran off after the police noticed there was a machine gun in the car. michelle: so we of course want to emphasize the new headline that the lockdown has been lifted. stay close. we will allow you to work your sources for a moment. we'll turn it over to the traffic. it's creating a traffic nightmare and roads shut down in the area. tell us about the alternative routes routes in the general vicinity. >> i can only confirm that they have the ramp c street northwest blocked from the southeast/southwest freeway.

seventh and frontage. the 395 corridor, or the southeast, southwest freeway through the city. volume flowing in both directions. if you are traveling away from d.c. on the southeast, southwest freeway to get to virginia you will see the heavy volume from the third street tunnel to say the 11th street bridge. so it's very heavy across the roadway there. i don't have confirmation of the closures around the capitol. trying to get more information about how folks can get around. if you're traveling on 39 it 5, try to get in or -- 395 to get in or out of d.c. expect heavy volume delays. take another route through the city if you can. we will see the volume back up through arlington northbound 395 from virginia 110 to the bridge span itself. back to you at the desk. leon: thank you. fortunately for traffic purposes the nats are not playing tonight. right now they would be gearing up and folks would be heading there and the area

the lookdown has been lifted. scott, do we have the video of the second arrest in case? scott: we do have video of the second arrest. so the ground you are seeing is along the department of the labor property. the treat going left to right is what would dump you out on louisiana avenue and at the corner of constitution. you can see a handful of officers. despite only two cars in the view there were many or the other streets that lead to this particular section. that second arrest was made apparently close by. perhaps a stone's throw from where the first arrest was made and we show you video. this is another van tage point of what was going down. you and michelle and everyone

senate side of the capitol. is right there where a car was stopped. we understand that there were at least three people in this car. that two of the people arrested. perhaps a third person got away. there was a gun involved. police officer told one of the producers it was a machine gun involved. in any event a lot of police activity here. you talk about the shutdown of the capitol. we have seen the a.t.f., the alcohol, tobacco, firearms is also on the scene. they have showed up. the situation remains fluid. if you see this police car behind me, there is a d.c. police car. we understand that one of the suspects is currently in that police car. quite a dramatic scene as the police pulled their guns, arrested two people and we understand one got away. there was a fourth person walking around. woman who was not in custody. hugging the police.
