the allegation is he was in the store off-duty. used his phone to take an upsecurity of a woman -- upskirt of the woman. it turns out she was off-duty officer. she confronted the man and he identified himself as a police officer and he left the store and got in a marked cruiser. she reported it to the police and started an investigation and found out the last couple of years the officer while on duty at traffic stops approached women he had pulled over and taken his phone, hidden it below his ticket book and taken pictures of women in the car as they sat there expecting to get nothing more than a ticket from the officer. he has been identified as james sims. we can show you his photograph released by the police department today. he was working out of district one predict in hyattsville. he

hyattsville. he has been a police officer for five years. the police chief saying if the allegations are true, the actions are disgusting. this is what else the chief has to say. >> i will say as much as i regret having to come before the community to talk about this, this is the process working. this is our commitment to this community that when we find misconduct we are going to address it. effectively, head on and immediately. we will hold individuals who betray the trust of this community accountable. brad: so what the police did, they took their concerns to the state's attorney office and they conducted an investigation as well. today the indictments were returned. six counts. four of them surveillance with a prurient intent. taking the upskirt photos. two of them misconduct in office. he faces potentially jail time of one year for each of those counts.

headquarters brad bell, abc7 news. leon: thank you, brad. now to a developing story out of capital heights where officers are searching for the man who shot and killed 68-year-old alonzo jackson during a carjacking. police say this man in the white t-shirt you see here, he shot jackson as he was pumping gas at the b.p. station at marlboro pike and stole jackson's car. neighbors say the former marine was always helpful. >> he cut my grass. he do anything he can to help a person. he always comes and get my bag, help me with my bags. he is very, very nice. to everybody. leon: police are now looking for that suspect in the white t-shirt and mr. jackson's car. it's a black dodge charger. 2015 model. d.c. tags df 0113. biggest move of his political career. kaine is widely believed to be on hillary clinton's short list of vice presidential running mates. today kaine was out and he was met by a crush of local and national tv crews as he led a roundtable discussion on immigration in arlington. political analysts think that kaine could help clinton carry the swing state of virginia and appeal to hispanic voters because he is fluent in spanish. however, today, kaine downplayed the v.p. talk. >> i'm going to be working to help hillary clinton in whatever role i think the best way i can help is in virginia. leon: clinton is expected to announce her running mate choice tomorrow or saturday. other names on the short list are agriculture secretary tom vilsack and labor secretary tom perez. tonight is the final night of the republican national convention and donald trump will be there accepting the party nomination for president. that is the subject of tonight's instapoll. will you watch donald trump's speech in go to

at least thread in throughout the speech. leon: what about ted cruz? he set up a stink bomb taking the podium and not endorsing donald trump. the talk all day today has been about his performance tonight. any thoughts on that? has the talk there died down? scott: no, it hasn't died down. i think that is because a, he gets getting asked about it. on the way to the airport he was asked again and he stuck by the stance there. not a shock there. it's talked about because it overshadowed mike pence. this was supposed to be the coming out party for him. his debut on the national stage. half the voters don't know anything about him. this is an opportunity for mike pence. yes. he gave a speech and it got good reviews but people aren't talking about it. the headline is ted cruz came in here and stood defiant. he refused to endorse donald trump and essentially was booed off stage. there is a linger effect from that. it's a lot of chatter but whether or not it has substance, who knows? the speech that pe

leon: brazilian police arrested ten people suspected of planning terror attack in the olympics. they were inspired bysy -- isis but it's believed they only had contact online. they are still looking at the computers and the cell phones to learn more about the plans. the international olympic committee is expected to make a decision on sunday about whether the entire russian team will be banned from next month's games. the track team has been banned from competing in rio. the team lost an appeal earlier today before the swiss based court of arbitration for sport. the i.o.c. says it will take today's ruling in account when making its decision. >> we wanted to bring it to some more light. to let everyone know we need to get together. we deserve our money back. leon: ahead here at 6:00, out of luck and out of cash. many air travelers got to reagan national airport very early in the morning. they were surprised by very long lines when they got there. southwest says in all the systems there are back online and there were still some delays so arrival early tonight and tomorrow if you have a flight to get out of here. school lunches may look different for the upcoming school year. the usda is announcing new rules announcing schools to get rid of unhealthy snacks and eliminate students' exposure to junk food. the push for schools to seven healthier food is nothing -- serve healthier food is nothing new. michelle obama has been pushing for this through the let's move campaign for years now. we'll seat what the results are. wedding bell blues continue for a couple. troubleshooter horace holmes trying to get an answer for one couple who is now out of pocket thousands of dollars. >> when we fell in love with it. horace: for todd and his

erin: we are in the third round here at the citi open. top seed john isner is in action right now. they are playing in the first set on stadium court. now isner is an american, the top seed. he is making his ninth main draw appearance. he has come so close to winning it all here at the citi open on several occasions. i caught up with tennis channel's tracy austin to see if the tenth time is the charge. so john isner started his citi open campaign in dominating fashion. what has been working for the american? >> always his serve. it's always about his serve. he only lost three points yesterday when he got his first serve in. it put so much pressure on an opponent to hold their own serve. he always likes it here in washington. he has done so well. erin: speaking of which, this is his tenth attempt to try to get that title. is that frustrating or is he motivated do you think? >> i think he is motivated. the fact he has m

positive. for me, i think he is the clear favorite this year. erin: what about sam query? he is in action today. >> that is an interesting matchup. sam is about 6'7". 6'8". he is so tall. his opponent doesn't weigh more than 150 pounds but he is so quick. he is like a whippet running around the court. exciting shot-maker. sam has a 3-2 edge there. the courts are a little quicker this year than in the past. so with sam's big serve and huge forehand i think it gives him the edge. erin: meantime, dodgers-nats. l.a. did something today that hasn't been done all season. they beat stephen strasburg. justin turner was the key culprit. he took the nats' right-hander deep twice. 6-3 win. strasburg's record now is 13-1. for continuing coverage of citi open make sure you head to tennis channel. back to you. leon: all right. sounds good. thanks. doug: steve has more on the heat tonight.
