announcer: now "abc7 news at 4:00". on your side. jonathan: right now at 4:00, reports of neglect, abuse and humiliation in school. alison: federal funding for prince george's county head start program cut off after the disturbing reports. michelle: thank you for joining "abc7 news at 4:00". the county is telling parents the head start program will start on time. alison: the question today is it still an acceptable option for families. jonathan: our maryland bureau chief brad bell has details on the troubling find. brad? brad: there are a lot of questions today. i could affect 932 students in prince george's county. everyone is saying that the head start program will start on time august 29. but the federal funding has been te

behaviors of teachers. i'll show you one of them. in one case they say in june two students in form of punishment were made to hold books over their heads until their arms hurt. and they started to cry. this is all in front of a crash. that is not the only instance. back in december, a 3-year-old boy enrolled in head start at the winship wheatly center is made to mop the floor in wet clothes after a bed wetting incident. the teacher takes a picture and sends mocking text to the mother. they say the teacher humiliated the child and denied him basic needs. today a parent at the school reacts. >> as a mother you don't want to sea your child go through anything like that. especially from a grown-up, a teacher that is supposed to set the example. brad: in february, the head start program warned the p.g.

a major scandal involving the teacher's aide and the production of child porn at sylvania woods elementary school explodes. in june, two more incidents involving a 5-year-old walking home alone. and an episode of corporal punishment at randall elementary school in clinton. monday the feds informed p.g. schools the $6.3 million grant which funds 932 head start slots has been terminated. >> i have kids and it's a lot of kids that need to be in school learning. that is wrong. they should let them keep the money so our kids can go to school and learn. brad: a few minutes ago i got a statement from h.h.s. the federal agent that runs head start and they say they are committing to continuing head start in prince george's county. we started the picture ther

sign because in 20 minutes or so we expect to hear from the school c.e.o. and the chair of the school board about what their plans are to move this head start program ahead this year. in upper marlboro, brad bell, abc7 news. michelle: okay, brad. thank you. alison: former fairfax city council member steven stombres has been sworn in as the interim mayor. he is replacing scott silverthorne who resigned after being arrested in a meth-for-sex sting. stombrespryously served to chief of staff -- stombres previously served as chief of staff. and special election is set for february 7. michelle: metro transit police arrested this man on indecent exposure charges. william madison jr. it's the second time in three weeks he has been arrested. the first incident happen on the blue line in arlington county. the second in fairtary county. police think there may be more victims. if you hav

call police. crews continue to sift through the rubble at the flower branch apartments apartments in silver spring. seven bodies have been found in the past week. dozens of families are displaced. they are staying in shelter. we are learning the weather is taking a toll on the efforts. amy aubert is live to explain this one. >> we have been saying it all week. the outpouring of support from the community to the victims of what happened here is just incredible. they are calling the flood of donations and the volunteers overwhelming. at this point the team tells me they are not accepting any more clothing or food at the silver spring center but they need diapers, deodorant, first aid it cans and other personal hygiene progics. earlier donations poured in and filled the parking lot but some of the rain t

extended eastward. we have up until late tonight a flash flood watch. that extends from west to east through the metro area. southern maryland, neck is not included. the northern part is not included. the idea here with rain developing we will see it converge. areas from the west, from the southwest and in time during the evening hours. we expect the possibility of that convergence and the stuff will go over the same area more than once. that is the reason we have the small flash flood watch area. but the potential is there for the severe thunderstorms. torrential downpours and localized flooding. the threat will get out of here by midnight. it's 92 now. it feels warmer because of the humidity levels. coming up in a few minutes more on severe potential and when we will see the cooler and the drier air. jonathan? jonathan: all right. thank you for that. the olympics now have been exciting but not without a little controversy. alison: have you heard about the latest one today?

michelle: around the nation now, we're getting a new view of the deadly flooding in louisiana. look at this. for the first time crews were able to get close enough to launch a drone over the neighborhood in gonzalez. that is doing the river from baton rouge where there were more than a thousand rescues. civilians with boats are

guardsman called in. jonathan: the wildfire in california explodedded in size. this is a time lapse. two minutes were auz the time they were -- were all the time they were given to get out. 34,500 homes at risk. this is one of more than two dozen fires burning in the southwest. we're joined from the fire zone. behind you, that gives you an idea of what it's up against. chewing up everything in its path. >> exactly. like you said, people given minutes to grab their things. you see the damage behind him. this is one example of what the fire has caused. tonight firefighters are saying -- the blue cut fire showing no mercy to san bernardino county. walls of flames

yourvoice@wjla.com. jonathan: let's get a check of the traffic situation. jamie sullivan has a look at that. look at that. red. jamie: it's the worsting on the map. we start off with the wazers who are checking in with bumper-to-bumper traffic on the outer loop of the beltway just before you get to route four. that is because of an accident. they are saying a major accident. you get a good idea of the solid red line. it just keeps going. from before branch avenue. we really start to see it near national harbor. and the whole way through is slow. take a live look to show you slow we are. averaging in the teens. a good idea here. just a bumper to bumper ride for you. that is the heavy spot because of a crash. the other heavy spot is the normal afternoon slowing that you have traveling along beltway. construction late to clear, but that is clearing away near connecticut avenue. that is a look at traffic. back to you. michelle: thank you. our weather has been consistent. hot and run

jonathan: then the humidity, too. it's nasty. doug: it's a level below what we dealt with last week. the big story for me, we have two. one is flash flooding possibilities and the severe thunderstorms in some areas and the better story is the middle of next week it will be cooler and less humid and nice for a few days. jonathan: nice. doug: it's in the in between part to deal with. our story, a live look at the weather bug camera in hagerstown, maryland. 86 degrees. they have had rain. the lens was covered with the rain drops a while ago. they have dried up. we have more showers across the western area. those will continue to develop and move eastward. as far as the watch goes. this is a flash flood watch. you can see from the mountains to the metro here. the southern area and the northern area not included. remember this is a watch. watch means it's possible. it's not likely yet. same for the severe thunderstorm watch in effect along and west of 81. we haven't seen the storms reach severe levels. they are scattered at this

charlottesville, more farther back in west virginia. we can see all the motion of the storms from west to east and some of these from the southwest to northeast. so the potential is there through the early evening hours. the bigger picture shows a bigger storm from shower and storms. this could get going. most should move out quickly in the overnight hours. sunshine and hot again. maybe storms in the afternoon tomorrow. but that is all we see.

jonathan: the montgomery county fair is something i mark on the calendar every year. michelle: big circle. for the families that work with the carnival year round it's just another stop. alison: so despite summer winding down, the scal for -- the school for the children who are out there crisscrossing the country, the school is taken on the road. reporter: they are studying math. a common subject taught in uncommon setting. this is a converted mobile home at the montgomery county fair. michelle is their full-time accredited teacher at powers learning center. >> i think it's very interesting program. who would hav

reporter: it is offered to all parents who work and travel with if fair. >> that is one of the biggest reasons we started the learning center so the families can stay together. >> middle and high school is in session now. preschool and elementary school start in a couple of weeks. the schools register for school in the home state. the classes are taken on the internet. >> i like this. you don't get distracted by the other kids talking. >> how are you liking it? >> it's awesome. >> good because i can get up whatever i want and sleep later than normal kids. q: it has everything you need from the lesson boards too the books. even wi-fi. what about all the distractions outside? >> i don't think it's any different from the kids that travel with the school and the powers learning center and the other kids that go to the public or the private school. q: neither do these b students. >> if i can get

announcer: you're watching "abc7 news at 4:00". on your side. jonathan: take a look at what is going on behind us. this is a mess. thank goodness you can't smell it. sewage filling up basements in d.c. alison: residents tell us the stench is so foul it's unbearable. there is a bit of good news for them. richard reeve has a story you will see only on abc7. rich? this is heather's house. i'm in the basement and everything is stacked up around me. let's wheel mike the photographer around and show you why. all this area was waterlogged. five to six inches

let's show you video here now. this has been a tough situation for five homes on the block on chesapeake street in southeast -- [loss of audio ] >> they said it was an equipment failure on the contractor. whatever they were bumping. it started backing up sewage. michelle: take a look at the map here. weather alerts out in effect. doug is here to explain all of this information for us. we understand a severe thunderstorm watch in effect until 8:00. doug: that, and we have a flash flood watch in effect for a different part of the area. the storms are developing now to the west. we will keep an eye on it heading eastward. they could get stronger. it's cooler on the western side of the mountains than here on the eastern side.

so even late in the day it's prime for more thunderstorms. this is a flash flood warning for west southwest to the foothills and the mountains as well. we are dealing with potential in the atmosphere. as far as what is actually happening, we verify that with doppler radar. thunderstorm cluster to move through hagerstown area before long. more along the 81 corridor. even more still farther west in western maryland and west virginia. that is still some distance away despite the movement at 30 miles per hour. the big picture, we have a fair amount of moisture converging from the south/southwest and west in the next several hours. that is where we think there is potential of the heavy rain. the storm prediction center in norman, oklahoma, they might extend the watch to include most of the viewing area. we will let you know when that happens.

at the same time in the atmosphere to actualize the potential. this computer model indicates by 6:30 tonight it should get organized and heavy area of rain later tonight until 9 zer or 10:00. moving across -- 9:00 or 10:00 and moving across the by a later than that. quick look at the future cast shows things clear out. the next few days are different. there may be isolated storm tomorrow. 90 for a high. 92 on friday. dry and the storms are possible friday afternoon with the highs again near 90 degrees. we will be back with more in a few minutes. alison: $2.5 million is given to ellicott city to help small businesses and neighbors recover after the disastrous flooding. the board of public works will cut the check to make loans available for elsable businesses to -- eligible businesses to rebuild. governor larry hogan asking for another $2.5 million from the catastrophic fund. as additional aid to ellicott city. we have new information now in the story that abc7 was first to break about

intensive care unit at prince george's hospital center. now the bacteria has been found in another part of that hospital. john gonzalez has more on the latest discovery. john: this is the last thing new parents want to hear. cleaning crews are on hand and officials say the discovery was made last night. more potentially dangerous bacteria has been found here. specifically the presence of the bacteria pseudomonas in at least one patient care area just outside of the nicu. the deadly bacteria was initially spotted earlier this month in the water pipes here after two newborns died in the neonatal intensive care unit. officials are still trying to figure out the cause of the deaths and while infectious disease experts are working to identify where the bacteria is coming from, the root of the problem. the hospital has been running continus

testing. they are also working to disinfect the plumbing infrastructure for the entire complex. number of babies we understand from been transferred out of the nicu. we spoke to a young mother who brought her sick child in today. >> my son is sick and i feel bad about everything. they should do something as soon as possible. johnson: they are planning a hospital wide water treatment. but the hospital officials are telling folks do not avoid the hospital and do not avoid getting care. all other departments are being run and are available at this hour. in cheverly, maryland, john gonzalez, back to you. jonathan: the county's board of supervisors have agreed to amend the

jonathan: face it. we can't get enough of pandas. so cute. it looks like a stick of butter when they are that little. but the only downside about the story is they are so far away. michelle: these are in austria. it took days for the keepers to confirm there were twins. the mom had twins. the zoo announced the momma panda given birth to one cub. but the zookeepers were mystified of the cries that sounded like two cubs. a few days later she was caught on camera cradling two. it's common to give birth to twins the mother only rears the stronger of the two. jonathan: maybe she will make an exception. michelle: i hope so. a lot of people are pretty fired up on social media over something a 12-year-old girl posted. arianna gordon shared several photos with her holding with animals that she killed wh

falls man who climbed the trump tower last wednesday. prosecutors say that stephen rogata had planned this climb, in fact ordering his suction cup equipment and practicing ahead of time. assistant district attorney said he waited when his parents were out of town when he drove to new york city to do it. he was arraigned today from the hospital bed charged with reckless endangerment and trek passing moping other -- trespassing among other charges. michelle: do you remember the mother who stopped her son from taking part in the riots after the death of freddie gray? she is dealing with more drama. a fire caused damage to her home and her son michael, the same son that she punished for participation in the riots was cooking when he stepped away to use the bathroom. moments later the fire on the stove spread throughout the home. >> am i upset with my son? yes. but he is alive. at the en
