terrorism. jeff goldberg has been watching the developments all day. jeff, what can you tell us now? jeff: the suspect is in custody in roanoke. but at this point the f.b.i. is not commenting on any details of the investigation. the big question of course at the moment is whether or not this is another attack by a so-called lone wolf inspired by isis. >> soon after the arrest of the 20-year-old wasil farooqui it was clear to local police in roanoke this was likely not a typical domestic crime. >> we thought it prudent to notify f.b.i. because of the potential for it being a terrorist incident. jeff: saturday evening at the pines apartment complex farooqui attacked a man and woman with a knife. a couple police say he did not know. witnesses say he shouted "allahu akbar," "god is great" as the stabbing unfolded. >> two victims. one with a leg laceration.

police. jeff: authorities say after the incident farooqui fled but later showed up seeking care for the injuries at the same hospital where the victims had been taken. farooqui was arrested soon afterwards. the suspect has been on the f.b.i. radar for some time. according to the abc news, farooqui traveled to turkey in the past year and may have tried to sneak into syria. >> i think this is what we are going to have indefinitely. >> terrorism analyst and the former f.b.i. agent brad garrett says farooqui seems to fit the profile of an ideal isis recruit. >> a radicalized person just randomly going out and looking for victims. which from a law enforcement perspective is one of the bigger nightmares. >> farooqui is charged with two counts of aggravated malicious wounding and held without bond in roanoke. police say the recovery of the two victims is coming along well. live in the newsroom, jeff goldberg, abc7 news. leon: thank you, jeff. american

the patrol was struck by a roadside bomb. this happened today in southern afghanistan. six afghan soldiers were also hurt in the attack. this bombing comes a day after the u.s. officials say they sent 100 troops to the city to fight the taliban. the name of the soldiers -- rather the names of the soldiers have not been released yet. president obama toured a baton rouge suburb today. the region recovering from the trills of gallons of rain that pounded louisiana. 13 died and more than 60,000 homes have been damaged or destroyed. the president had a message for the people of the state. president obama: we are heartbroken by the loss of life. there are people who are desperately trying to track down friends and family. we are going to keep helping them every way we can. leon: the president also brushed off criticism that he was late in coming to the region. instead he praised the response and the coordination of local, state and

leon: residents of an explosion in silver spring are about to receive much needed payout. also tonight, montgomery county police identifieded the remaining of the two youngest victims. 8-year-old david morales and 3-year-old fernando orellana. kevin lewis has more. kevin? kevin: right now the second of three evening meetings is taking place inside of the long branch community center. many of the 136 displaced people are inside describing how they want the donation money divided. it will be paid out later this week. 13 days since fire ra advantaged two building -- fire ravaged two buildings at the flower branch apartments. tonight we learned more than $500,000 in donations have been raised. the money will be split between the 55 displaced households but not evenly.

family size, funeral, medical and property damage cost will determine individual payouts regardless of immigration status. as the clean-up continues, we have also learned only 26 of the 55 households impacted or 47% were actual leaseholders. in other words, montgomery county has had the tough task of finding alternative housing for the 29 non-leaseholding families. the plan is to provide them with three months of free rent at other local apartment complexes, paid for by state emergency ad grants. durant of casa de maryland says it's the least society can do. >> it's hard for the people to find affordable housing. i mean that is part of the problem in this area. so, yeah, i think it will be difficult for them going forward and we are here to help them out in any way we

leon: you can blame the airlines and not the weather for most u.s. flight delays. the f.a.a. says airline miscues are the biggest causes of flight delays in the u.s. miscues include the computer glitches that grounded thousands of passengers this summer. almost six out of every 100 flights are held up by factors attributed to the airlines. airline cause delay total 22 million minutes last year. 2.2 million more than all over categories combined. from traveling by air to traveling on the ground. the next time you take a ride in uber x you may be paying more. transportation reporter brianne carter has how much and the reason behind the rate increase. brianne: joan uses uber x to get to the nearest metro station
