announcer: now "abc7 news at 4:00". on your side. jonathan: right now at 4:00 it's hurricane hermine. sending massive waves to the florida coast. michelle: entire neighborhoods are under water as several inches of rain have already fallen. thank you for joining abc7. we're on storm watch keeping an eye on hermine as florida beaches are seeing bigger waves and stronger winds. jonathan: a look at hermine spinning in the gulf starting to accelerate as it approaches. look at the size. all of that color is rain, wind, everything. headed for florida's big bend. what sort of holiday weekend impacts could we see here because of this? chief meteorologist doug hill has the forecast. this thing grew up pretty good. doug: it did. it took its sweet time but reached the hurricane threshold at 75-mile-per-hour winds. there is no meteorological reason it won't get stronger before it makes landfall later tonight. we are expecting

hurricane center at 5:00 which will be an upgrade to the track, intensity and where it's headed in the next several days and that will determine how it will affect our area. here is what we are looking at, at the satellite images here around the area with the radar showing a spiraling effect now. yellow and the reds of the persistent bands that continue to swing around on the west coast of florida. as it moves to the northeast at 14 miles per hour, it will take the rain bands. the heavy rain. it will move them north and east. top wind 75 moving north/northeast at 15. position wise by 8:00 tomorrow night it will no longer be a hurricane. it will be a tropical storm with 50-mile-per-hour winds in the vicinity of charleston, south carolina. it will move to the outer bank and out to sea. but all along this way it will pull the waves in from the atlantic coast. rip tide, huge waves

erosion. what is more interesting, the latest guidance shows it will slow down and move slowly after that sunday afternoon and continue the winds pounding the beaches. what it means to us what we're looking at in the storm watch weather center, we have breezy conditions develop saturday. but the worst effects will be here as you see the future cast looking to 7:30 saturday morning. the winds possibly gusting to 43 at virginia beach. meanwhile here, we are on the fringes of the circulation. close to 60-mile-per-hour gust saturday afternoon. it will continue to get pushed around there. a lot to watch. we will give you the information as it comes in from the hurricane center. but again, bottom line the metro area looks like we'll have some messy weather at times but not terrible. completely different and possibly dangerous surf conditions all up and down the midatlantic beaches. back to you. jonathan: thank you, doug.

as this long holiday weekend as the plans that they already had. now certainly a lot of people say that they are going to have to make those plans now. that is because in many of the hotels we talked to in the ocean city area they say they have a 72-hour cancellation policy. so those folks would have already canceled the hotels. they will pay out of pocket whether or not the wet weather keeps them at home or if they end up going to the beaches. we talked to one guy. he came up from charlottesville. he is headed up to the island for the weekend with his family. he says hey, you just have to go. >> we'll catch a movie, do some indoor activities, check out a mall or something like that. we're going to cross our fingers and hope for the best. brianne: now coming up here tonight at 5:00, what other people are saying

can see that is where the neighbors say they saw a teenager from this neighborhood lying face down. if you look off in the street to the east you can still see that we still have a very active investigation here. we got video shortly after we arrived. a lot of high school students gathered in the area. we learned from the investigators that a teenager was shot. grey condition when he was taken to -- grave conditions when he was taken to the hospital. homicide unit is already here. a natural response when someone is that injured. a block away an adult male shot in the leg, expected to survive. there is no rationale or information about what may have led to the shooting. as far as the suspect description, it's very vague at this time as well. that is the latest. we'll back bah in -- back in an hour with more information as we obtain it. stephen tschida, abc7 news. jonathan: this is coming from miami, flori

zika found in mosquitoes in florida. previously health officials diagnosed several cases in the miami area in humans. they believed they contracted the virus from mosquitoes somewhere else. now they are finding that the virus is in miami trapped in mosquitoes. they have pulled them out of the netting and ran the test and found the mosquitoes there are infected infected with the . almost 100 mosquitoes are believed to be carrying the virus that so far they have found. michelle: speaking of mosquitoes, montgomery county health officials plan to spray the region to prevent the spread of mosquito borne illnesses. truck mounted trying will take place tonight around 7:30 in the strawberry knowles area. also new at 4:00, head start in prince george's county coming under fire for the discipline methods in the past that resulted in the feds cutting funding.

employees will be punished. maryland bureau chief brad bell explains how. brad? brad: yeah, we have been following this scandal since it broke in the middle of august. an embarrassment more prince george's county. the feds taking control of head start. taking away the $6.4 million grant. we were told that the employees responsible for the impaled deficiencies in the classrooms. we were told they would be punished. in an unusual step the school system announced today publicly that the six employees connected with the incidents are in fact being taken out of the classroom. a source telling us that three have been terminated. three more have been told they will be terminated if they do not leave on their own. we're told they include certified t

aide and an administrator. brad bell, abc7 news. jonathan: we are learning more about a deadly crash yesterday. 5-month-old baby killed and the mother severely injured after being hit by a car. it happened a short walk from selden elementary school. jeff goldberg reports this is a case of mistaken identity. when you hear the story it's heart breaking to think that the teens coming under fire because they did the right thing. jeff: it is. we will get to that. we want to show you what we are seeing outside the memorial at the memorial. this is something playing out all day today. every ten or 15 minutes or so families, young children coming to drop off flowers, stuffed animals, balloons in honor of the young victim. his mother as well. looking here, this is the crosswalk where the tragic incident took place. riverside

two teens stopped to help and now they are facing backlash. the go fund me page, the total at $25,000. i spoke to a family member who says the mother is struggling and heartbroken. 5-month-old tristan died in the collision. today we spoke to two mothers who say their sons were driving behind a jeep grand cherokee that turned left and police say struck the mother and tristan in the stroller. they got out and tried to help. but because the vehicles were seen on the news the mothers say the son have been accused of causing the crash by fellow students at riverside high school and on social

jonathan: in florida you are seeing big surf along the big bend area of the state. >> it's now hurricane hermine. it is moving in closer. even the wind at times blowing water at the top of the wave. people walking along the beach to take in the view. it's pretty but pretty soon you have to get out of there. our sister station is live from big bend. it's pouring rain. what else are you seeing? >> this brings rain and wind. live in the northwest portion of the state. the big concern is the storm surge. the officials tell us they could have a storm surge of five to seven feet.

the energy officials tell us they evacuated a thousand homes in this area. the schools are closed today and tomorrow. the officials tell us they expect the brunt of the storm. they are expecting the strong winds to impact this area here in northwest florida around 9:00 or 10:00 this evening. michelle: are people leaving or sticking it out? >> the boats are gone. not many people in the area where we are. people andering around but -- wandering around but most fled

emergency officials i asked them the question and they tell me everyone is heating the warnings and getting out of town. michelle: good to hear. live for us in the west palm area. thank you so much. jonathan: wish the best for the folks down there. louisiana got hammered. that wasn't even a storm that was labeled. doug: just rain. jonathan: how big is the surge expected on this one? doug: i haven't looked at the surge data because it's florida and not here but four to six feet at least i think. here our concerns diminish a little. by the time it will get to the outer bank it will be a tropical storm or a lighter tropical storm. beaches are the big problem. if you are going to the outer bank tomorrow, don't plan to go in the water. i suspect a lot of beaches will shut down. dangerous winds. that could be the story, too.

it's expansive area of heavy winds that will push to the coast. this is why the track is important. until yet it was staying well southeast and then closer. now it's backed off. this is important where if frac goes. this is going to keep the super nasty stuff along the coast and keep us on the tripping with the rain and the gusty breezes. then it will slow down and it will meander for a few days to tuesday and wednesday. through the day on saturday the wins are really going to get high. it will pour in from the northeast and we have rain to go with it.

east. that is good news for the delmarva beaches, ocean city, rehoboth beach, bethesda. but this is still not a pleasant weekend for much of the area. the storm saturday at 2:00 in the afternoon to the east of norfolk. by tuesday it could spin off the coast. beach erosion expected. this is the project wind gusts moving in saturday morning around 45 miles per hour for ocean city. we move through the afternoon hours into the evening. look at the wind gusts pick up. for the metro we have breezy conditions but nothing like along the delmarva coast. we could see the upward of an inch or so.
