as 66-year-old oluremi oyindasola. the baby was rushed to the hospital after she became unresponsive. because of the baby's death was asphyxiation. oluremi oyindasola has been charged with murder. there is breaking news in the controversial move to have some california national guard members repay reenlistment bonuses. defense secretary ash carter has just ordered the pentagon to his decision comes in the wake of angry reaction from members of congress. an audit found several soldiers with improper payments from a decade ago. in a statement, secretary carter said there is no more important responsibility for the department of defense thing keeping faith with our people. also developing, the power remains out at a condo building in temple hills. some people who live there say this problem is putting them in a dire situation. seven on your side has been following this story for weeks.

than 48 hours to find a new place to live. they were given a 72 hour deadline when the power was turned off yesterday at 1:00 p.m.. this is the sign posted on the lynhill condominium's front door come assaying the building is unfit to live in and the nearly 200 tenants need to leave immediately. some people moved out yesterday when the electricity was cut off. others stayed overnight, trying to stay warm as the temperatures dropped to near freezi basically making us homeless. >> the owners can go home. what about the residence here? -- what about the residents here? it is crazy. suzanne: people are frustrated they are having to suffer the

announcer: you are watching abc 7 news at noon, on your side. jummy: a deadly amusement park accident in australia is prompting busch gardens in florida to close one of its rights. gardens in tampa says it's congo river ride is similar to the one that malfunctioned monday in australia, killing four people. the ride sends people on a river into a. -- into a pool. a big change went into effect at arlington national cemetery that is impacting those who ride their bikes or walked their dogs through those hallowed grounds. john gonzalez has the story. john: the visitor's gates at arlington national cemetery are open this afternoon, but you can no longer bring in your dogs or your bicycles. the new policy going into effect

added at different posts throughout the cemetery, making sure people are following these rules. cemetery officials say that while they know riders and pet owners intend no disrespect, bicycles traversing these hallowed grounds do impact funeral services and poignant family visits. there are also signs posted throughout the cemetery, letting folks know. because most sections do not typically have bike paths, they have also decided that pets can and have impacted the decorum of funeral services and ceremonies. a lot of times you see horse-drawn carriages here, and officials say it is too difficult to keep track of all of it. we have talked to some who disagree with the new change. >> i understand that they are banning dogs from walking there.
